RENT STABILIZATION DEPARTMENT RELEASES FIRST ANNUAL REPORT


"The department’s operations are fully funded through the Rental Housing Fee paid by landlords, which is currently $238 per unit annually. The department’s adopted budget grew from approximately $4.7 million in FY [Fiscal Year] 2025 to $5.4 million in FY 2026, with staffing increasing from 17 to 21 full-time positions, according to city budget records."

The Rent Stabilization Department has collected $10.1 million from housing providers over the last two years. Earlier this month, Department Director Helen Morales announced that the department intends to increase its spending by 8.4% next year. Housing providers are allowed to increase rents by just 2.25%.

OUR BALLOT MEASURE HAS BEEN FILED!


Following months of consultation with landlords, tenants, politicians, property managers, realtors, tenant advocacy groups, apartment associations, and housing experts, as well as two professional surveys of Pasadena voters, our ballot measure has been submitted to the Pasadena City Clerk.

As a courtesy, we've sent a copy to each council member and the city attorney. We are now on the city's timeline and will await their instructions. As always, we will keep you posted.


Our ballot measure will merge the Rent Stabilization Department into the longstanding Housing Department, saving over $3 million of housing providers' money.


Our Measure will guarantee:

  • An equal number of landlords and tenants on the rent board (supported by 82% of surveyed voters)
  • Preserving Costa-Hawkins 
  • A cap on out-of-control spending and fees
  • Merging the Rent Stabilization Department into the longstanding Department of Housing to save $3 million per year
  • Preserving reasonable rent control and eviction protections for tenants

Tenant activists from Oakland spent almost $400,000 to get Measure H passed in 2022. To get a fair and efficient rent board, we need to spend even more than that.


Please contribute $120 per year for each rented unit that you own or manage. This includes single family homes, apartments, condos and ADUs, which are ALL covered under Measure H.
