Speaker Heastie’s recent report on the State Budget focused on why the Assembly refused to lift the State cap on the size of residential buildings. ( read full report )

Their refusal stopped an effort by the Real Estate Board of New York and Regional Plan Association, on behalf of the deBlasio Administration, that would have allowed larger buildings and added density in neighborhoods across the City. The Senate moved to lift the cap with no public explanation or debate. The Assembly, thanks to the Speaker and the New York City delegation, refused.
