CAMPBELL RIVER: Bob Bray describes the maximum expense budget allowed in the Act for a province-wide hands-on signature-witnessed petition.

Status of the Voting Opportunities petition
Signing the petition opens today, August 9th.

Registering as the fifth Canvasser is also open.

The Canvasser Application Form is here.
The $1.3 million budget
The Recall and Initiative Act became law in British Columbia in 1996. It spells out how much spending is allowed for conducting a province-wide petition that requires signatures on paper, each one of which is witnessed by a Registered Canvasser. It's a lengthy hands-on process rather than momentary online one.

The maximum expense budget amount is calculated in this way:
Number of registered voters as of the day the petition is issued,
times
The amount established in the 1996 Initiative and Recall Act of $0.25 as adjusted for changes in the consumer price index.
Equals
an
estimated
$1,300,000
I use the term "budget" in place of the legislation's term "expenses limit" to highlight the potential value of political action with Initiative Petitions in general. For my Voting petition the value of its budget or expense limit is the amount that a registered proponent my incur during an initiative petition period. This period is three months long for my One Day Voting petition - it starts on August 9th and ends on November 8, 2021.

Financial support for my petition will be spent in three action components:
Advertising
  • agency prepared marketing and recruitment campaign for print, radio, video and social media
$800,000
Information systems
  • to keep track of canvassers and signing locations and times in 87 ridings across the province
  • includes website and email distribution
$100,000
Office expenses
  • rent
  • supplies
  • staff to handle the paperwork of collecting signature sheets and submitting them to Elections BC
$400,000
Total
$1,300,000
The Act specifically mentions that there is to be no remuneration for a Registered Canvasser because his or her role is a volunteer one.

The role of each canvasser is vital political action and financial support of the petition gives it a greater credibility that may embolden many a prospective canvasser to register.

Financial support in the form of a cheque can be made out to the proponent, Bob Bray, and mailed to the address below. It can also be sent by etransfer to bob.bray@socialmavrikbc.ca for autodeposit.

As I write there are 0 canvassers registered by Elections BC for signature gathering from folks who prefer strengthening their community by having almost everyone vote on a single day at an in-person event in their neighbourhood over those who feel the easiness of vote-by-mail and the convenience of early voting are totally without nefarious consequences.

On the Social Mavrik list 4 canvassers are shown.
Watching Brief - Policing Petition - IP-2021-002
The name of the second legislative petition in 2021 is: Initiative to conduct a Surrey policing binding referendum.

The petition is described on the Current Initiative Petitions page of the Elections BC website.

At the time of writing 0 canvassers are registered for signature gathering after August 16th from folks who prefer national policing over local policing.
