This week, we fought hard on the House floor for bills that benefit Coloradans across all sectors. We saw several victories by strengthening property rights in emergencies and supporting higher education with necessary academic adjustments. We also advanced bills on critical issues like insurance reform, military-connected children, and school safety. Sadly, at the end of the week, the left limited debate on 4 bills focused on abortion and gender-affirming care. Even with limited debate time, we used every second to promote our pro-life & pro-family values. With many more bills in progress, we remain committed to fighting for policies that protect families, improve education, and support our state's economy. Stay tuned for more updates!

House Bill 25-1276

Court Actions Related to Failure to Appear in Court

Rep. Matt Soper - Prime Sponsor

HB25-1276 is a smart step toward restoring accountability in our courts by addressing the cycle of defendants who repeatedly fail to appear and still receive PR bonds. Judges need more discretion to respond to these repeat no-shows, who currently face little consequence. This bill helps strengthen public safety, court efficiency, and trust in the judicial process. We encourage community members to testify in support of this commonsense reform.

House Bill 25-1316

Changes to Definitions Monitoring of Rx Drugs

Rep. Brandi Bradley - Prime Sponsor

HB25-1316 is a thoughtful cleanup bill that brings Colorado statute in line with recent legislative changes by updating outdated language. It replaces the definition of “drug abuse” with “substance use disorder” to reflect modern, medically accurate terminology and aligns with changes made by SB24-047. Brought forward by the Office of Legislative Legal Services and recommended by the Statutory Revision Committee, this bill ensures our laws are consistent and current.

House Bill 25-1304

Extension of Restitution Deadlines

Rep. Matt Soper - Prime Sponsor

HB25-1304 is an important bill that ensures victim-survivors have a meaningful opportunity to seek restitution by giving the court up to 91 days following the receipt of documentation or 182 days after conviction, whichever is earlier, to review and issue an order. Restitution is a critical tool in helping victims recover and promoting the rehabilitation of the defendant. While this bill provides necessary protections for victims, it is at risk of being blocked, and we encourage people to testify in support to help ensure it becomes law.

House Resolution 25-1023

Require General Assembly TABOR Constitutionality Lawsuit

HJR25-1023 is a dangerous resolution that threatens to dismantle the Taxpayer's Bill of Rights (TABOR) by challenging its constitutionality in court even though voters have resoundingly voted for TABOR. If successful, this lawsuit could eliminate TABOR's refund requirements, allowing the state to retain excess revenue and increase spending without voter approval. This would undermine the will of Colorado voters, who have long supported TABOR as a crucial safeguard against unchecked government growth. Eliminating TABOR would open the door to unlimited state spending and higher taxes, jeopardizing the financial stability that has been ensured by this voter-approved measure for decades.

House Bill 25-1214

Appropriate Use of Prison Beds

HB1214 is a dangerous bill that weakens public safety by reducing safeguards around parole decisions. The presumption of parole for certain inmates, regardless of disciplinary violations or victim opposition, could release offenders who have not demonstrated sufficient rehabilitation. The bill also forces the Department of Corrections to rapidly identify parole-eligible inmates and conduct hearings within a short timeframe, which risks overwhelming the parole system and leading to rushed, poorly vetted decisions. This bill could harm the safety of Colorado communities by prioritizing speed over thorough assessments. We encourage people to testify against this bill to protect public safety and ensure more thoughtful parole processes.

House Bill 25-1303

Funding for Motor Vehicle Collision Prevention

HB25-1303 creates a new bureaucracy with the Crash Prevention Enterprise, funded by hefty fees on auto insurance policies that will double within six months and continue increasing with inflation. Colorado is already one of the least profitable states for insurers to operate, and this bill will only make it worse—driving away competition, increasing costs for consumers, and making it harder for new insurers to enter the market. Creating another enterprise and slapping on more fees is not the answer. Come testify against this harmful bill!
