On the first day of the new legislative session, the 150 members of the Texas House of Representatives will choose one of their members as speaker of the House. Representative Dade Phelan (R-Beaumont) is expected to become Speaker of the House again after he was elected to serve as speaker during the 87th Legislative Session (2021).
The Texas Constitution states the first 30 days of a regular session are “devoted to the introduction of bills and resolutions, acting upon emergency appropriations, passing upon the confirmation of the recess appointees of the Governor and such emergency matters as may be submitted by the Governor in special messages to the Legislature.” The following 30 days will consist of meetings and hearings among various committees to consider bills and resolutions. The deadline to file bills is March 10, approximately 60 days after the legislative session begins, at which point the Legislature will begin to act and vote on thousands of bills.
As it relates to property owners’ associations (POA), the Texas Legislative Action Committee (TLAC) anticipates an increase in POA related legislation filed prior to the bill filing deadline. Over the course of the next several months, TLAC Delegates will work closely with CAI Members to develop policy positions as we continue working with lawmakers, state regulators, and industry stakeholders on behalf of community associations in Texas.
