Join us at the Chamber's monthly Emerging Issues Forum for an important update from Jayme Timberlake, Coastal Zone Administrator for the City of Oceanside.
With nearly four miles of coastline, the beach is a way of life in the City of Oceanside. The City’s new Coastal Zone Program aims to responsibly manage our coastal resources to benefit the community, while improving our natural habitat and resiliency against coastal storms and rising seas. Coastal ecosystems in Oceanside include sandy beaches, estuaries, kelp forests, groins and jetty reefs, associated pelagic organisms and, of course, people. Sustaining these ecosystems is critical to ocean health, while also supporting human society.

New Community Park Coming to El Corazon - Take the Survey by March 12, 2023
(Source: City of Oceanside) - An ongoing planning process relating to the 465-acres property began in 2003 and was facilitated by dedicated citizen’s committees. Through their work, the El Corazon Specific Plan was developed, and eventually adopted in 2009 to guide the land use decisions created through public outreach and master planning efforts. The plan calls for specific areas of commercial and residential development to fund the construction of community park areas and nature trails. The El Corazon Specific Plan, in part, divided the park land at El Corazon into nine park sites. Park Site 1 will be the first of the nine park sites to developed.

California Competes Tax Credit

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

First 2023 Job Killer Sets Dangerous Precedent
(Source: CalChamber) - Legislation creating a misguided policy that would exacerbate California’s affordability crisis was named by the California Chamber this week as the first bill on the 2023 job killer list. SBX1 2 (Skinner; D Berkeley) proposes to cap oil refiner profits and financially penalize oil companies when the state determines these companies are making too much money.

Protecting Farmworkers from Criminal Wage Theft
(Source: District Attorney Summer Stephan) - After the mass shooting in Half Moon Bay in January, the deplorable conditions in which farmworkers live, work and how they are paid came to national attention. One of the points that was highlighted in the subsequent media coverage was the low pay the mushroom farmworkers were receiving. In his trip to Half Moon Bay, California’s Governor saw firsthand the disgraceful working and living conditions of the farmworkers, noting that many were getting paid as little $9 an hour -- well below the state minimum wage of $15.50 an hour.

Genentech Begins $450 Million Expansion in Oceanside to Make New Drugs for Rare Diseases
(Source: Times of San Diego) - Genentech has begun a $450 million expansion of its biotech campus in Oceanside with a new facility that will produce complex drugs for rare diseases and personalized medicine. The South San Francisco-based company plans “one of the most modern commercial-scale biotech manufacturing facilities in the world” able to simultaneously produce multiple medicines.
