ANNIKA PLACE II

CONSIDERATION TO APPROVE PILOT AGREEMENT

At the regular meeting on Monday, March 6, 2023, the City Commission will consider adopting a resolution approving a 16-year payment-in-lieu-of-taxes (PILOT) arrangement for Annika Place II, a residential development at 1020 Hastings Street. Twenty-two (22) or 42% of the units are targeted for residents with an annual income between 70-80% of the area median income.


Annika Place II is to be a 56,146 square foot, four story building with fifty-two (52) residential units; 28 one-bedroom units and 24 two bedroom units. Of these, 6 units will be barrier free.


Permanent Supportive Housing

Woda Cooper Company will work with Goodwill Northern Michigan to provide 19 units for those experiencing homelessness and assist the Top 10% of Continuum of Care's Prioritization List and Households of Chronically Homeless. Woda will work with Veterans in the area and Goodwill Northern Michigan will be the Lead Agency to provide case management and supportive services.


Sustainability

Annika Place II will seek LEED Silver certification, include EV charging stations, and is investigating electric heat.  


Annika Place II follows in the footsteps of Annika Place, 947 South Garfield Avenue, that is currently under construction. The City approved a 6% PILOT with a term of 16 years for the project. The development consists of the demolition of two homes and the construction of a 54,310 square foot, four-story building with 53 residential units targeting singles, families, and seniors. The complex is to be a combination of 1 and 2 bedroom units; 29 one bedroom units and 24 two bedroom units. 34 of the units, or 64% of them, are targeted for residents with an annual income between 70- 80% of the area median income.


The City Commission’s 2022 adopted Goals and Objectives identified housing and homelessness as a strategic priority with a goal to increase opportunities for more diverse housing through public and private options.

HELP PREVENT THE SPREAD OF HEMLOCK WOOLLY ADELGID


The Northwest Michigan Invasive Species Network (ISN) will be conducting surveys this winter (through April) for Hemlock Woolly Adelgid (HWA).


HWA is an invasive pest insect that targets hemlock trees. ISN is looking for private properties to survey that fall within Benzie, Grand Traverse, Leelanau, or Manistee Counties.


Criteria for Surveying

  • Property is located within 10 miles of the Lake Michigan shoreline, including East and West Grand Traverse Bays
  • There are 5 or more acres of property (may include multiple neighboring properties)

HIGH SCHOOL NORDIC STATE CHAMPIONSHIPS


The City is thrilled to be working with Vasa Ski Club to host the 2023 Michigan State High School Nordic Ski State Championships at Hickory Hills on March 3rd and 4th!


Hickory Hills Lodge and slopes will delay opening on Friday March 3rd until 5 pm and 2 pm on Saturday, March 4th. Fast Tammy (bunny hill) will not be available for use all day on Friday, March 3rd, and until 2pm on Saturday, March 4th. During the event times, Nordic and Alpine skiing will be closed to the public. Hickory Meadows will be an available alternative for Nordic skiers during the event.


Parking at Hickory Hills is limited and available on a first come first served basis. Parking is not permitted on the south side of Randolph Street. Offsite parking is available in Lot Q at the Munson Hospital, and we encourage carpooling from Lot Q to reduce parking demands onsite where possible.

AT A GLANCE


The City has released its 2022 annual report, The Performance, which provides insight into major accomplishments and significant projects completed during the past year. Throughout the report many achievements for the City are highlighted, among many other topics.


This Week's Features

The City of Traverse City has over 30 park and recreational properties, including Hickory Hills Ski Area and the Brown Bridge Quiet Area.


In 2022, improvements to Indians woods park consisted of replacing most of the existing play equipment and adding stairs. New sand was placed at the volleyball courts that is more conducive for the sport and an expansion of 2 additional courts was approved. Improvements were also approved for future implementation at the splash pad and new bath houses at West End Beach.


In addition, the City, in partnership with Preserve Hickory, Norte, and local mountain bike riders, began moving forward with the Hickory Hills Master Plan, Phase 2, which prioritizes: accessibility, multi-purpose, and four-season use. Improvements to the Hickory Hills Recreation Area will build upon a four-seasons park for all to enjoy! Initial work will add snowmaking to the Nordic Trails in the woods area near the entrance, add snowmaking hydrants on Swede to improve snowmaking efficiency, and add a third booster pump to the snowmaking system.

CITY CLERK BENJAMIN MARENTETTE ACCEPTED TO HARVARD UNIVERSITY'S KENNEDY SCHOOL OF GOVERNMENT

WILL EARN PUBLIC LEADERSHIP CREDENTIAL

City Clerk Benjamin Marentette has been accepted into Harvard University’s Kennedy School Public Leadership Program! This program builds upon the Senior Executives in State and Local Government Fellowship Marentette completed in Cambridge, Mass. in 2017. The focus areas of this program are strategic leadership and negotiations.


The program includes on-campus lectures, simulations, advanced reading, case study examinations, and virtual campus work. The program will conclude with an assigned capstone project designed by Harvard to be completed by Marentette in 2023. Students from 124 countries have pursued this credential to make their communities better. Marentette is slated to complete all necessary coursework and the capstone project to earn the credential in 2023. Marentette has served as City Clerk since his appointment in September 2011, and holds a prominent, executive-level position with a broad-range of responsibilities for facilitating the business and work of city government, essentially serving as Chief Operating Officer. He serves on a variety of boards and committees, and has served as special advisor on a variety of community and statewide initiatives, and public policy efforts. Marentette holds a Master of Business Administration with a concentration in finance and leadership and a Bachelor of Arts in Organizational Development. In 2017, he was selected by his peers across the State of Michigan as Michigan City Clerk of the Year.

GUNS & HOSES

Grand Traverse Guns N Hoses is a non-profit organization in Traverse City that benefits individuals and families in need through an annual hockey event, Team Police versus Team Fire style!

The recent Guns N Hoses event was a great success, raising over $28,000 for the family of Henry Gauthier. Team Police won the event, scoring 11 goals against Team Fire, who scored 4 goals. Ticket sales, a silent auction, and a 50/50 raffle all raised record amounts in this 10th anniversary game! A big shout out to our City crews who participated in the event to the many that supported the good cause.


Players from the Traverse City Fire Department included Fire Marshal Keith Fritz, #44, Lt. Chris Jackson, #35, FF/paramedic Nate McKerchie, #39, FF/paramedic TJ Taylor, #48 and FF/paramedic Steve McMahon #28.

DID YOU KNOW....


The Vasa Ski Club brought the Michigan State High School Nordic Championship to Hickory Hills in 2020 for the first time! Team Traverse City tied with Copper Country to share the State title!


The following year, the Vasa Ski Club battled against the Copper Country Ski Tigers again and narrowly beat them by 7 points, 593 to 586 to bring home the title! In 2022, the Copper Country Ski Tigers came out on top.
