Strange Fruit” set the template for what a protest song should be when Lady Day began performing it in 1939, and the song has been remade many times, including by Andra Day for the soundtrack of the film The United States vs. Billie Holiday.

The song’s timelessness and continued relevance is a sad commentary and searing indictment on the racial disparities and injustices that exist in this country 85 years after Billie Holiday first sang “Strange Fruit” at the Café Society in 1939.

And that is what inspired William Bell to make his addition to the protest song canon, “Strange Fruit is Still Hanging.” “Strange Fruit is Still Hanging” is a blues number that begins with Bell making a reference to George Floyd’s murder at the hands of police and comparing it to a lynching.

The Washington, D.C. radio landscape underwent a dramatic transformation last week when Urban One, one of the nation's largest African American-owned broadcasting companies, announced sweeping format changes that have left gospel music enthusiasts reeling.

After nearly 20 years of serving the region's faith community, WPRS-FM 104.1's beloved "Praise" gospel format went silent Thursday, replaced by a Spanish-language Tropical music station featuring reggaeton and bachata. The unexpected switch marks Urban One's first venture into Tropical programming in the National Capital Region.

"Praise" hasn't disappeared entirely—it's been relocated to a dual-signal arrangement using WDCJ 92.7 FM, licensed to Prince Frederick, Maryland, and FM translator W240DJ 95.9, which broadcasts into Washington proper. However, the new configuration offers significantly reduced coverage compared to the powerful 104.1 signal that previously blanketed the entire metro area.

The ripple effects extended beyond gospel listeners. WDCJ 92.7 had been simulcasting Urban One's Adult R&B station WMMJ (Majic 102.3) to boost coverage in eastern suburbs, while the 95.9 translator had rebroadcast the company's Black Talk station, 1450 WOL. Both arrangements were dissolved to accommodate the gospel format's relocation.

Analysis:

This strategic realignment reveals several important trends in urban radio markets:

Demographic Targeting: Urban One's decision to launch a Tropical format reflects the explosive growth of the Hispanic population in the Washington metropolitan area. The region's Latino community has expanded significantly over the past two decades, creating demand for Spanish-language programming that advertisers are eager to reach. By contrast, gospel radio, while culturally significant, typically attracts an older demographic with less appeal to advertisers seeking younger consumers.

Signal Economics: The move demonstrates the harsh financial calculus of modern broadcasting. The Class B1 signal at 104.1 FM is far more valuable than the combination of a rimshot Class A station and a low-power translator. By placing the commercially promising Tropical format on the superior signal, Urban One maximizes potential advertising revenue while relegating the gospel format to weaker coverage—a decision that prioritizes profit over legacy.

Format Fragmentation: The shuffling of WMMJ's simulcast and WOL's translator signal illustrates how companies are increasingly using translators and secondary signals to maintain multiple format presences without sacrificing prime frequencies. This allows broadcasters to serve niche audiences while reserving their best signals for formats with broader commercial appeal.

Community Impact: For Washington's African American faith community, this represents more than a dial position change. Gospel radio has historically served as a cultural anchor, and the reduced coverage area may limit access for longtime listeners, particularly those in outer suburbs who may no longer receive the relocated signal clearly.



Market Competition: Urban One likely sees an opportunity to capture audience share from existing Spanish-language stations while facing limited competition in the Tropical format specifically. Meanwhile, gospel listeners have fewer alternatives, making them more likely to follow the format despite the inconvenience.

The changes underscore an uncomfortable reality in commercial broadcasting: heritage formats and loyal audiences sometimes give way to demographic shifts and revenue potential, regardless of cultural significance.
