After post-pandemic improvement, youth unemployment is rising again

A new report published Tuesday by the UN’s International Labour Organization (ILO) found that worldwide youth unemployment rebounded after the COVID-19 pandemic but is now beginning to worsen again, leaving millions unable to get that crucial first job. After sinking to a two-decade low in 2023, global youth unemployment — covering the 15 to 24 age bracket — ticked up to 12.4 per cent in 2025, totalling 67 million jobless worldwide.

This is the fourth edition of the SDG 4 Scorecard, the report first introduced in 2023 to assess the likelihood that countries will meet the national targets they set to be achieved by 2025 and 2030 with reference to eight benchmark education indicators. Seven of these indicators were agreed upon with Member States in 2019 and related to pre‑primary education, primary and secondary education attendance and completion, minimum learning proficiency, equity, teachers and financing.

A framework for developing university policies on generative AI governance: a cross-national comparative study

As generative AI (GAI) becomes increasingly embedded in higher education, universities worldwide are developing policies to govern its ethical, pedagogical, and institutional use. However, these policies vary across national and institutional contexts. We undertake a cross-national analysis of GAI guidelines issued by leading universities in the United States, Japan, and China, identifying key policy orientations and proposing a structured framework to support policy development. Together, these findings inform the development of the University Policy Development Framework for Generative AI (UPDF-GAI).

The Republic of Naoero is the new official designation for what was previously known as Nauru. The abbreviated form will be Naoero, with the code updated to NRO, and the people will be referred to as dei-Naoero. His Excellency President David Adeang delivered his opening message to Parliament, 20 July, addressing the decision to return the country to its traditional name, Naoero, following extensive discussions. The decision not to pursue a referendum was reached after thoughtful deliberation that Naoero is not a new name seeking acceptance by the people.

President Dr Patrick Herminie promised that technology would be central to his vision for Seychelles' future. Last week, that vision reached directly into the country's classrooms, with Cabinet's approval of the National Artificial Intelligence (AI) in Education Framework 2026 – 2030, a landmark policy that will transform how AI is introduced and used across the country's education system. The Framework, developed by the Ministry of Education and Human Resource Development with technical support from the World Bank, provides the first comprehensive national roadmap for integrating artificial intelligence into teaching, learning, educational leadership, and school administration.

The African Union Commission (AUC), through the Department of Education, Science, Technology and Innovation (ESTI), successfully concluded the Pan-African Quality Assurance Alliance (PAQAA) Interim Council Meeting, reaffirming the continent's commitment to strengthening quality assurance, promoting academic mobility and advancing the harmonisation of higher education across Africa. The meeting brought together representatives of African Union Member States, national quality assurance agencies, ministries responsible for higher education, regional economic communities, higher education institutions, quality assurance networks and development partners to advance the establishment of a sustainable, credible and African-owned continental quality assurance architecture.

New plans to boost employment for people with disabilities

Plans to boost participation in the labour market of people with disabilities were announced by President Nikos Christodoulides on Tuesday, who stressed the government aims for the them to “work, create, contribute, be recognised for their many abilities, and have equal opportunities”. According to the new policies, a personalised plan will be curated for each graduate of special education before they leave the system at the age of 22, while the government has also promised two new “employment programmes” which will be implemented before the end of the year.

The development of automation technology and artificial intelligence (AI) is changing the job landscape and the competencies required by industry, Brunei's education minister said Monday. Speaking during a Legislative Council meeting, Hajah Romaizah Haji Mohd Salleh said the Ministry of Education is implementing five main strategies to ensure that the higher education system as well as technical and vocational education and training (TVET) remain responsive, and that graduates are ready to meet the needs of industry and the future economy.

From AI literacy to action: South Africa charts a path forward for teacher education
