Remote Work Trends, Retaining Young Professionals, Preparing Students for a Hybrid Workforce: New OC Findings
|
|
Since 2010, the Orange County Community Indicators Report has come to be known by some as the “State of the County.” Today, the report continues to serve as a tool for business, academia, government and community organizations to understand the region’s growth and its impact on the long-term stability and economic success of the nation’s sixth largest county. Presented in partnership with CalOptima Health, Orange County Community Foundation, First 5 and OC United Way, the 2022-23 Community Indicators Report areas of focus include how educators can better prepare students for careers in a world of remote and hybrid work, how Orange County can better attract and retain young professionals in light of housing prices, what schools can do to reverse trends in rising mental health concerns for young and teenage children, and more. This year’s special section will focus on remote work trends. The 2022-23 Orange County Community Indicators Report & Rollout in Anaheim October 4 includes a luncheon, a speaker panel presentation, and a copy of the report. Registration is now open.

Victories & Setbacks: Legislative Session Ends With Mixed Results for Biz Community
|
|
The Legislature voted on hundreds of bills before its session ended on August 31, and OCBC’s Government Affairs team was hard at work to ensure that pro-business legislation advanced and anti-business bills failed. There were numerous important victories, but some bills harmful to jobs and the economy made it to Governor Newsom’s desk despite vigorous advocacy. Here are some highlights:
-
Last-Minute Climate Package: In the final weeks of session, the Governor pushed ambitious climate change bills—leaving little time for legislators and stakeholders to analyze them or provide input. Legislative solutions to climate change must also protect the economy, but these bills (AB 1279, AB 2133, SB 1137) set impractical regulations and targets that could eliminate jobs across industries. Unfortunately, AB 1279 and SB 1137 passed, costing OC jobs and economic development. But AB 2133, which would unfeasibly increase the state’s 2030 GHG emissions reduction target from 40% to 55%, was defeated thanks to each OC Senator and Assemblymember voting no or abstaining.
-
Pro-Biz Bills Sent to Governor: OCBC proudly supported AB 1951 (Grayson), which will provide tax incentives to bolster CA’s manufacturing sector; AB 2836 (E. Garcia), a bill extending a tax incentive for emissions-reducing technology; AB 1845 (Calderon), which allows Metropolitan Water District to utilize alternative project delivery methods for a Regional Recycled Water Project, among other projects; and SB 717 (Dodd), which authorizes a study on barriers to and opportunities for broadband deployment and access.
-
Burdensome Reporting Bill Fails: SB 260 (Wiener) would have required businesses to report GHG emission data throughout the entire supply chain, from assets they do not own or control, upstream and downstream of their main operations. Mandating companies to collect incomplete data would not fight climate change, but would be costly and duplicative of existing reporting. THANK YOU to Assemblymembers Chen, Choi, Daly, Davies, Nguyen and Quirk-Silva for voting NO.
-
CARE Court Moves Forward: SB 1338 (Umberg), which will make it easier to address mental health crises in homeless individuals, received unanimous support from the OC delegation. It has been amended to apply to certain counties, including Orange County, instead of the entire state. The business community is pleased to support this monumental step forward in uplifting homeless members of the community.
