The CA State Lands Commission

The CA State Lands Commission, comprised of the Lieutenant Governor, State Controller, and Governor’s Director of Finance, manages over 4 million acres of tide and submerged lands and the beds of navigable waterways. It provides the people of California with effective stewardship of the lands, waterways, and resources entrusted to its care based on the principles of equity, sustainability, and resiliency, through preservation, restoration, enhancement, responsible economic development, and the promotion of public access.


While granted public trust lands and assets are managed locally, the Legislature delegated the state’s residual and review authority for granted lands to the Commission. The Commission represents the statewide public interest to ensure that trustees operate their grants in conformance with the California Constitution, applicable granting statutes, and the Public Trust Doctrine.


Dana Point Harbor is granted tidelands, and the CA State Lands Commission has a responsibility to ensure it is managed in conformance with statewide public interest.


The CA State Lands Commission has requested public feedback to develop its 2026-2030 Strategic Plan. We encourage all boaters to take the survey and share your perspective on where the Commission can focus its efforts to ensure public access to our state resources. Information on the survey and a link to complete the survey are below. 2026–2030 Strategic Plan



The State Lands Commission is seeking public feedback to inform its forthcoming 2026-2030 Strategic Plan. Building on the 2021-2025 Strategic Plan, the updated Strategic Plan will guide the Commission’s work over the next four years to provide the people of California with effective stewardship and public access to the lands, waterways, and resources entrusted to its care.


The Commission aims to release a draft Strategic Plan for public review and comment in Fall 2026. To help inform this process, the Commission is conducting a public survey and hosting a series of virtual listening sessions. Each listening session will begin with an introductory presentation. The public and others are welcome and encouraged to join at any time during the two‑hour sessions—dates to be announced.

RBOC Adds to Suggestions to Address

State Boating Fund Deficiency

RBOC appreciates the renewed stakeholder engagement efforts California’s Division of Boating and Waterways is conducting with a May 8 discussion and more to follow.


As the Division considers the Harbors and Watercraft Revolving Fund [HWRF] deficiency and the interests of stakeholders, RBOC is reinforcing the recommendations that we have made consistently through the past few years including at the conclusion of the previous stakeholder process.
