ABOUT FCLS:
Franklin County Legal Services ("FCLS") is an independent, nonprofit agency located in Chambersburg, Pennsylvania and founded in 2002. Our mission is to provide access to legal representation, advice, and education to low-income individuals with civil legal
problems in Franklin and Fulton Counties of Pennsylvania.
LOCATION: Chambersburg, Pennsylvania.
DESCRIPTION: FCLS is seeking applicants for a full-time Attorney position. The Attorney will provide legal services to indigent clients in matters involving family law, housing, immigration, and other areas of civil legal practice. The Attorney will primarily represent clients from the 39th Judicial District of Pennsylvania, which encompasses Franklin and Fulton Counties. Travel may be required.
QUALIFICATIONS:
- Graduate of an ABA accredited law school;
- Admitted to practice law before the Pennsylvania Bar;
- Experience in Pennsylvania Family Law and Landlord/Tenant matters required;
- Experience in Immigration Law preferred but not required;
- Fluency in Spanish or Haitian Creole preferred but not required; and
- Strong commitment to public interest law and working with indigent clients.

Spanish for Lawyers/Español para Abogados! (Fall 2018-Spring 2019)
Latinos currently comprise 17% of the United States population. In Chambersburg, PA particularly, Latinos have become a burgeoning minority population in recent years, presently sitting at 18%. According to the Chambersburg Hispanic American Center (CHAC), a local non-profit that bridges the language and cultural divide that sometimes hinders new Latino residents from accessing services for which they are
eligible, Latinos in Chambersburg come from 19 different Spanish-speaking countries. In CHAC's first year, 2000, there were only 108 visits. Last year, there were more than 1,300 visits by more than 400 different individuals seeking employment, housing, medical help, social work, and importantly, legal services.
In response to the growing need for Spanish-speaking attorneys and support staff, I plan to develop an immersive, multi-session course, "Spanish for Lawyers". The course will cover commonly used Spanish phrases and words in courtrooms and law offices. This course will help students communicate with Hispanic clients regarding legal matters that include contracts, wills, trusts, estates, business law, criminal law, housing, immigration, tort, landlord-tenant, education law,
family/juvenile law, public benefits, elder law, bankruptcy, tax, name change and real estate law. Students will receive comprehensive glossaries of terms.
This course is geared towards those who have some minimal exposure to Spanish, either through high school/college coursework or international travel. Beginner, Intermediate, and Advanced students are welcome. Sessions will be once a month during the lunch hour at the Franklin County Bar Association conference room. Between classes, students will utilize videos, readings, recordings, e-flashcards, and Duolingo for Schools, a FREE app for mobile, tablets, and desktop. Duolingo lessons give each student personalized feedback and practice, preparing them to
get the most out of classroom instruction. As your teacher, I can track and grade all my students in one place through Duolingo's brand new online dashboard!
About the Instructor!
Renu Urvashi Sagreiya grew up in Ambler, PA. Her ease in picking up
languages stems from her experience growing up bicultural and bilingual in Hindi-English. She began learning Spanish at the tender age of 9 in 1997, and has continued studying it through elementary, middle, and high school. Ms. Sagreiya has Latino relatives (Puerto Rican and Colombian) in her family and loves practicing with them, especially her cousin's 3 kids. Ms. Sagreiya graduated Phi Beta Kappa in 2010 from Agnes Scott College with a B.A. in Sociology & Anthropology and a Minor in Spanish. There, she was selected to work as a Spanish Department Tutor. After undergrad, she served extensively with the Latino immigrant community, both at a predominantly Hispanic high school in Philadelphia, PA as well as at a domestic violence agency in Boston, MA. She graduated from Drexel University Thomas R. Kline School of Law with honors in 2017. During law school, she used her Spanish often, especially at the Defender Association of Philadelphia, where she worked as an interpreter/translator for PDs. She also assisted in leading a Spanish "Know Your Rights" presentation and legal clinic in Gettysburg, PA during her 2016 co-op at HIAS. Ms. Sagreiya sincerely hopes that this course will assist attorneys and support staff to provide linguistically and culturally competent services to Latinos of Franklin County. In her free time she likes kayaking, birding, beachcombing, museums, pets, 76ers and Scrabble.

The FCBA and USI will host a Lunch & Learn titled it Insurance Considerations. We will review all aspects of the Professional Liability Policy. We will also discuss what to look for when considering a policy, a carrier and a broker.
Facilitator
Mark Lefever is a Professional Liability Consultant and Senior Insurance Sales Representative for USI Affinity. Mark is primarily responsible for law firms in the state of Pennsylvania, law firms in the state of Texas and law firms in Washington D.C. With 12 years of experience in the Insurance Industry, Mark has extensive knowledge on many different insurance programs and has worked in a number of different positions.

I tried to assemble a summer reading list which is in place for the June issue of this publication. I confess to have failed to accomplish an extensive list for this year. Part has been the result of our schedules. What amazed me most, however, was the complete failure to secure any recommendations from attorneys at the Tuesday Central Court assemblies. I suspect we are all overworked. However, there are a few that you may want to consider having next to your recliner or beach blanket.

Michael J. Toms, Esq., told me about a book of local interest. Todd Dorsett, brother of Julie G. Dorsett, Esq., is part of a group called Apollo Eight in Waynesboro. This group apparently likes to review old mysteries. Todd has created a book,
Murder Most Foul, which is about the Waynesboro area.

Moo Baa La La La
For the little ones, one of our colleagues is reading Moo Baa La La La, by Sandra Boynton, multiple times per day. The book is complete with cartoon renderings of animals. Ms. Boynton has created a number of other books which will appeal to the little 'read-to-me' set.

by Peter H. Reynolds will engage an older child as well as the adult reading it, as the book is an allegory of how to discover our creative selves. If you need some light reading, consider stealing a kid's copy or start the Harry Potter series.

Another attorney is reading Take, Burn or Destroy, a novel by S. Thomas Russell. The setting is a clipper ship with a home port in Plymouth England in 1794. Mr. Russell has a series of books about the captain, Charles Hayden.

Allegiance: A Novel
is a fascinating legal thriller has been written by Kermit Roosevelt, Esq. [That's correct.] Mr. Roosevelt, great grandson of our deceased president and former law clerk at the Supreme Court, has written a legal thriller with discussions of constitutional law issues regarding the non-criminal interment of American citizens by Americans during the Second War. Well ranked on Amazon, the story goes from the concentration camps in California to the office of J. Edgar Hoover.

Chief Inspector Gramache Book Series
If you need a mystery fix and have not tried Louise Penny yet, I believe that you will enjoy this Quebecois writer. The fourteenth Chief Inspector Gramache novel will be released at the end of November 2018. Since many of the characters appear repeatedly, a reader may enjoy beginning with the first novel. However, that's entirely unnecessary as each book has sufficient character development and plot to stand alone.

Saratoga
Upstate New York is just south of Quebec.
Saratoga by Richard M. Ketchum will provide a completely different version of the turning point of the Revolutionary War from the general elementary school version of Valley Forge or Trenton. If you have any familiarity with Lake Champlain or Saratoga, the references to what happened and how the area has now changed will be enlightening. This is a third reading for some.
