A NOTE FROM ATHENA

Hello, and welcome to our first newsletter of 2026!

We’re jumping into the year at full speed while also reflecting on all that is happening the healthcare landscape. Amid ongoing state and federal changes, we’re inspired by the many leaders working to protect access and coverage. Moments like these challenge systems but also create opportunities for innovation, collaboration, and meaningful progress.

At Chapman Consulting, we’ve been busy with program implementation, policy trainings, strategic planning, and stakeholder engagement. We also hosted our first-ever State of Medicare in California convening in Sacramento, which was an inspiring and energizing event and there is more on that below as we plan to build on that momentum and stakeholder engagement.

I am also excited to share that our team is continuing to grow! Please join us in welcoming Lily Frohlich, our new Project Assistant and our 13th team member.

As we head into spring, we look forward to strengthening partnerships and working together to drive sustainable change. If you’re in Sacramento, let’s connect!

STATE OF MEDICARE IN CALIFORNIA

Chapman Consulting's Inaugural Convening

Chapman Team, State of Medicare in California Convening 2026

On February 26, Chapman Consulting proudly hosted its first-ever Medicare convening in Sacramento, bringing together 140 leaders from across California’s Medicare and aging ecosystem for a day of learning, collaboration, and connection.

We welcomed representatives from health plans, provider organizations, community-based organizations, philanthropy, state agencies, and advocacy groups to discuss the evolving Medicare landscape and the opportunities ahead for improving care for older adults. The convening was designed to foster cross-sector relationships, share insights from state leaders and national experts, and create space for thoughtful dialogue on how to advance equitable, person-centered, and integrated care for Medicare beneficiaries across California.

Throughout the day, discussions focused on key issues shaping the future of Medicare and aging services in the state, including strengthening coordination across healthcare and community-based systems, advancing integrated care models for older adults with complex medical and social needs, supporting people living with dementia and their caregivers, and improving alignment between Medicare and Medi-Cal for dually eligible Californians. The conversations reinforced the importance of collaboration across sectors to build a more coordinated and responsive system for California’s aging population. Find out more about the day’s agenda and participants on Chapman’s website. We are appreciative of everyone who joined us and helped create space for thoughtful discussion, relationship-building, and shared learning. The enthusiasm in the room reinforced how important it is to bring this community together and ensure there are opportunities for stakeholders to collaborate and exchange ideas.

We are excited to build on the momentum of this first convening and make it an annual event! While the 2026 convening was intentionally invitation-only and limited in size, we look forward to expanding participation in the future. If this is a conversation you would like to be part of, we encourage you to reach out—the 2027 Convening is already in the works. Mark your calendars now, and save the date of Thursday, February 11, 2027!

CHAPMAN IN ACTION

FROM POLICY TO PRACTICE

At Chapman Consulting, we believe the best policy insights are actionable.

That is why we offer customized trainings and strategic briefings designed to help clients make sense of an evolving healthcare and policy landscape and understand impacts to their organizations. Whether it is a legislative and regulatory update, a deep dive into a specific policy issue like D-SNP Implementation/Medi-Cal 101, or guidance on implementing new programs and requirements, our team translates complex developments into practical takeaways. We tailor each session to the needs of the organization, ensuring leadership teams, program staff, and partners leave with a stronger understanding of what is changing and what it means for their work.

We also provide organizational trainings that help teams build internal capacity and confidence when navigating complex systems and policy shifts. From leadership retreats to meeting facilitation to focused learning sessions, our trainings are interactive, practical, and tailored to our clients’ needs. Our goal is simple: to help equip our clients with the knowledge, context, and tools they need to move from policy conversations to effective action.

A few examples of trainings the Chapman Team has facilitated for our clients include:

  • Provider-focused trainings on implementation of emerging healthcare programs and care coordination initiatives.

  • Learning Collaboratives on key policy and financing issues.

  • Policy analysis and strategic prioritization.

  • Contracting strategies and arrangements for providers, community-based organizations, and Community Health Workers.

Reach out to the Chapman team to let us know how we can support your training needs!

LEGISLATIVE UPDATE

The 2026 legislative session is underway, with hundreds of bills and many healthcare related pieces of legislation under consideration. Policy committee hearings are now beginning in both the Assembly and Senate. The proposals introduced so far reflect a continued focus on Medi-Cal eligibility and financing, prescription drug policy, and oversight of key health care market actors. Chapman Consulting will closely monitor developments as the legislative process moves forward and policy priorities take shape. Below is a selection of notable bills currently on our radar.

  • SB 1422 (Durazo) – Medi-Cal and Immigration Status: SB 1422 would restrict Medi-Cal eligibility for adults without legal immigration status and expand full-scope Medi-Cal coverage to this population.

  • AB 2077 (Macedo) – Medi-Cal Eligibility Verification: Would require the Department of Healthcare Services (DHCS) and counties to rely on verified data sources rather than self-attestation for Medi-Cal eligibility and strengthen oversight, redeterminations, and reporting requirements.

  • AB 2327 (Lowenthal) – Medi-Cal Subcontractor Rates: Would require Medi-Cal managed care plans to pay downstream subcontractors using actuarially sound rates and allow subcontractors to dispute payments with DHCS.

  • AB 2348 (Bonta) – Medi-Cal Community Supports: Would continue coverage of CalAIM-style community supports, such as housing navigation and medically supportive food services, contingent on federal funding and ongoing DHCS oversight.

  • AB 910 (Bonta) – Pharmacy Benefit Manager (PBM) Oversight: Would expand state oversight of PBMs by requiring additional prescription drug pricing and payment data reporting and increasing transparency through state analysis and public reporting.

  • AB 1970 (Harabedian), AB 1887 (Zbur), and SB 950 (Weber Pierson) – Prescription Drug Coverage: These bills would limit step therapy and utilization management requirements for certain treatments, including medications for mental health conditions, rare diseases, and Alzheimer’s disease and related dementias.

  • SB 987 (Weber Pierson) – California Health Access Fund: Would create a state fund to help individuals who lose Medi-Cal coverage due to federal policy changes maintain access to care and ensure providers are reimbursed for those services.
