“Hello, and welcome back to our second quarterly newsletter. Thank you to so many of you who reached out after we launched the Chapman Connect back in July. Since starting Chapman Consulting in 2017, I wanted to have a way to regularly update, connect with, and share successes with our growing community of friends, clients, and partners, and it means so much to the Chapman team to share this with you!


As we head into the last two months of 2024, I want to share my gratitude with all of you for helping us get to this place, and to continue to grow and expand as we move into 2025. What started as a one-person adventure of supporting clients through policy analysis, stakeholder engagement, and strategic planning is now a 7-person (and growing) team, and we wouldn't be here without you all.

This time of year is an opportunity to look at where we have been and think about where we want to go, and we are looking forward to continuing the valuable work with many of our clients and to engaging in some new and exciting projects. In this newsletter, we're excited to share a bit more about the work we got to do this past year with our long-time friends at CalPACE, highlight the AMAZING work happening in Santa Clara County in advance of the justice-involved pre-release launch, and share notable updates on key legislation that has been signed into law after the 2024 Legislative Session. Fall is also conference season, and we hope to see many of you in person at one of the many health policy conferences we plan to attend."

PROJECT SPOTLIGHT

CalPACE

The Chapman team is excited to feature the great work of CalPACE as this month’s Project Spotlight! Our team has been honored to support the efforts of CalPACE for the past six years, what started as a regulatory landscape and update has evolved into meeting facilitation and strategic planning guidance for CalPACE’s annual board retreat.


What a wonderful opportunity it has been to watch Program for All-Inclusive Care for the Elderly (PACE) continue to expand across the state and to get to know the members of CalPACE. CalPACE advances the interests of the 91 centers and alternative care sites in California, which provide essential comprehensive wraparound health and social services that allow older Californians to age in their communities.


With the PACE model, an interdisciplinary team is able to bring together seniors and their families to create a comprehensive and coordinated personal care plan, as well as provide transportation, medication, housing, and pharmacy assistance, giving seniors a more independent, supportive, and sustainable alternative to a nursing home. The PACE model is an essential option of the broader Medicare framework that meets the healthcare needs of our aging population, and the Chapman team has been so impressed by the advocacy, passion, and innovation CalPACE has supported over the years.


In June, Athena was able to attend the CalPACE Meet & Greet event in Coronado, where she connected with many friends and colleagues, and saw an amazing PACE-themed drone show!

As our breadth of business expands, we are excited to share that Chapman is now approved to contract through the U.S. General Services Administration (GSA), giving us the potential to expand our footprint beyond California!

Chapman's Kudos

Santa Clara County PATH Collaborative: Justice-Involved (JI) Pre-Release


This month’s Kudos is a special one that goes out to the entire Santa Clara County Providing Access and Transforming Health (PATH) Collaborative Planning and Implementation (CPI) Workgroup. This past week, Santa Clara County was one of the first counties in California to officially launch the JI Reentry Initiative to provide medical and mental health services for youth and adults in state prisons, county jails, and youth correctional facilities in the 90 days prior to their release.


In preparation for this launch, Santa Clara’s PATH CPI Workgroup hosted a special Office Hours for the JI Reentry Initiative, which brought together representatives from Anthem Blue Cross, Kaiser Permanente, Santa Clara Family Health Plan, County of Santa Clara Health Systems, Santa Clara County Office of Pretrial Services, Office of Diversion and Reentry Services, and County of Santa Clara Probation Department. This vital group of stakeholders came together to discuss the adult and juvenile justice system landscapes in Santa Clara County, including key demographic data and identifying social drivers of health and linkages to care coordination efforts for the JI Population of Focus. The Managed Care Plans and County experts presented on key differences between the Enhanced Care Management implementation for post- and pre-release benefits and how they interact to support reentry care coordination.


We are so honored to be a part of the amazing organizations who have been working diligently to prepare for this monumental effort, and we look forward to watching services roll out in the coming months. Bravo!

CONFERENCE SEASON IS IN FULL SWING

The Chapman team has enjoyed connecting with friends and colleagues in person over the past couple of months. Athena had the opportunity to be featured on the Legislative Update panel at the Optum CA IPA Physician Leadership Conference on September 7. She also presented on the Future for Seniors panel at the State of Reform in Southern California on September 11. Check out the upcoming events below to connect with us in person this fall!

Legislative Update

On September 31, Governor Newson formally closed out the 2023-2024 legislative session with a midnight deadline to sign or veto any legislation up for his consideration. This year, Governor Newsom had 990 bills up for consideration, and he signed just over 80% of them into law. The Chapman team kept an eye on quite a few bills of interest for both our clients and the overall healthcare industry. Below is a snapshot of five notable bills of interest.   • SIGNED: AB 2198 (Flora) - Aligns State & Federal rules around the implementation of Application Programming Interface (API) standards, pushing out the California deadline from 2025 to 2027.
  • SIGNED: AB 3275 (Soria) - Requires that health care service plans, including HMOs and Medi-Cal managed care plans, and health insurers must reimburse claims no later than 30 calendar days after receipt of a claim, and establishes additional requirements around claims reimbursement timelines.
  • SIGNED: SB 729 (Menjivar) - Requires plans to cover IVF services by July 1, 2025 to individuals who receive large group employer-sponsored health care.
  • DID NOT MOVE FORWARD: SB 1290 (Roth) - Essential Health Benefits - This bill had started the stakeholder and legislative process for establishing a new California benchmark plan. SB 1290 did not make it to the Governor's desk but will likely return next session.
  • DID NOT MOVE FORWARD: AB 236 (Holden) - This bill would have required plans and insurers to annually audit and delete inaccurate listings from provider directories, consider a central statewide utility, and tie requirements to accuracy benchmarks. This bill did not make it out of legislative session.
