Bernice Alaniz has 35 years of project and team management, communications, government affairs and public relations experience in Silicon Valley, 18 of those in transportation. She was appointed in 2019, as External Affairs Director for the BART Silicon Valley Program.

Ronak Naik currently serves as the Program Support Manager for VTA's BART Silicon Valley Program supporting day-to-day management, coordination efforts and administration activities for the Program. Since 2016, he has been working on the BART to San Jose/Santa Clara Extension project.

Governor Rune Update

Happy 2022 to everyone! This year is shaping up to be a very exciting year with both challenges and hope for some ‘return to normal’ elements. San Francisco is hosting the California Infrastructure Symposium this year on Friday, April 22 from 8:00 AM – 5:00 PM at the San Francisco War Memorial. This will be a hybrid event featuring both in-person sessions as well as the ability for remote participation.
San Francisco Section is looking to host a “CEOs Forum” featuring CEOs from small, medium, and large engineering companies to share some insights and lessons learned to our ASCE Student Members as well as our YMF-ers (and anyone else interested/curious). San Francisco Section has approximately 500 members who are at the ‘student grade’ of Society membership. Our affiliated schools with engineering programs are:
- California State University, Fresno
- Humboldt State University
- Santa Clara University
- San Francisco State University
- San Jose State University
- Stanford University
- University of California, Berkeley
Please feel free to email me if you are a CEO and you are interested in participating in the Forum. We anticipate this to be about 2 hours long, which gives each CEO 15 minutes or so for some background, shared experience, lessons learned, and advice and then about an hour for the audience to ask questions. This event would be structured as a hybrid event so we can reach as many students as possible. No formal date has been set yet, but we are targeting the April/May timeframe. San Francisco Section is targeting a ‘consolidated voting’ period this year that is synchronized with ASCE Society. Our aim is to coordinate the leadership elections process to make it easier for our members to participate, help Branches and Groups find talented volunteer leaders, and help aid educate our members about the larger Society-level issues that will be on the ballot. Society voting occurs in May; with ballots being released in April.
Our jobs site is up and running. Our site is different from most sites in that all ASCE Members can access and post their profiles and resumes online that are searchable by employers. Numerous employers have searched the jobs site and found prospective employees without even posting an ad. All members, especially student members, should consider creating an account and posting your profile if you are looking for work. Summer internships and new employment for graduating seniors are just a few months away! Visit the jobs site: https://www.asce-sf.org/jobs.
I will be hosting a monthly forum, which will provide ASCE Members in San Francisco Section a chance to ask questions, voice their concerns, and/or talk about issues of interest to the general membership. This forum will also enable ASCE Members to learn more about active initiatives within San Francisco Section as well as throughout Region 9 (California). Active initiatives include:
- San Francisco Section Jobs Site
- Region 9 Digital Strategy Update and Roll-out
- Increased student engagement and scholarships
- Open opportunities for ASCE Members at the Section, Region, and Society (Committee) levels
The Forum will be via Zoom on the following dates:

The Sacramento Chapter of EWRI (SCEWRI) continues to be an active institute in the Sacramento Section. The mission of SCEWRI is to openly foster, through collaborative interaction and ongoing dialogue, enhanced coordination and cooperation between water engineers, hydrologists, water resource planners, aquatic-resource specialists, and environmental practitioners. During the past year or so, SCEWRI switched gears from in-person meetings to virtual quarterly meetings. SCEWRI saw increased attendance in our virtual quarterly technical meetings.
The SCEWRI welcomed a new Board in July 2021. The Board hit the ground running - scheduling speakers, updating the bylaws, and getting the finances organized in preparation of returning to the in-person networking events. The Board also welcomed three new special advisors from academia, the public sector, and the private sector. Each board position and special advisor is a two-year term running from July through June. Through the revised bylaws, SCEWRI split the Secretary position into two with one focused on SCEWRI events and the other focused on SCEWRI Board.

As 2021 comes to a close and COVID‐19 continues to run its course, ASCE Technical Institutes have continued to pivot from in‐person events, to online virtual events, to the occasional outdoor event.
Transitioning to virtual meetings took some time for the Institutes, but they have built momentum
through a series of online events and mixers, virtual meet ups, and culminating in the inaugural launch of the Orange County Construction Institute Women In Construction Week. A few highlights from this year’s events are listed below:
Orange County Branch – Environmental & Water Resources Institute (EWRI)
On October 1, EWRI facilitated a presentation about the Orange County Water District’s (OCWD) Groundwater Replenishment System (GWRS), including the project need, approach, and effectiveness from two OCWD presenters: Sandy Scott‐Roberts, P.E., GWRS Program Manager; and Ben Smith, P.E., Senior Engineer.
The EWRI technical presentation described how OCWD procured engineering services from HDR to analyze lining repair alternatives. As the structural portion of the pipeline (the steel) was still in good condition, a non‐structural repair was found to be acceptable. Class II polymer lining was eliminated as a viable alternative because it would increase downtime of the pipeline, would be a higher cost, and OCWD did not feel that a non‐moist environment could be achieved inside the pipeline during installation. Class III cured‐in‐place lining was eliminated because a manufacturer of a 78‐inch diameter lining could not be located. A Class I epoxy lining was found to be the best alternative. OCWD elected to apply 60 mils of 100% solids epoxy on top of washed mortar lining.
