Young Workers Hit Hard By The COVID-19 Economy, October 2020 - This report from the Economic Policy Institute assesses youth workers' employment outcomes (ages 16-24) during the pandemic. It examines the short and long term of the recession on those workers. The report also provides recommendations to improve young workers' labor market outcomes through enforcement and enhancement of labor standards.
Administrative Burdens in the Time of COVID-19, October 2020 - This report from the Institute Research on Poverty at the University of Wisconsin Madison examines the learning, compliance, and psychological costs associated with reduced utilization of SNAP and low awareness of Earned Income Tax Credit (EITC) among low-income families. This report also provides numerous suggestions on shifting administrative burdens and reforming social programs to help people effectively.
Hunger in America, October 2020 – This Feeding America site provides information on the prevalence of food insecurity across the country and has been updated to address hunger during the COVID-19 pandemic. It includes profiles of people and communities affected by hunger and food insecurity.
Financial Innovations in the Workforce System, October 28, 2020 - This video from the Atlanta Fed's Ask Us Anything webinar series examines the role innovative financing structures can play in helping the unemployed, underemployed, and other underserved populations gain new technical skills to prepare them for quality jobs.
Skills For An Inclusive Economic Recovery, November 9, 2020 - This federal agenda from the National Skills Coalition includes legislative proposals that Congress could enact immediately, as well as recommendations to the President Elect, to promote an inclusive economic recovery.
Using Data Systems to Improve Workforce Development Outcomes in a Changing Landscape - In a final report, the Workforce Data Systems Project examines the technological infrastructure of WIOA reporting systems in 46 States through surveys and State site visits and provides recommendations to improve the integration of data systems for workforce practitioners and policymakers. The project sought to understand whether WIOA program partners effectively applied technology to assess the labor market, improve stakeholder communication, streamline case management, and meet WIOA goals. State SNAP agencies are required to report annually on SNAP E&T outcome measures, which are similar to the performance indicators for the core programs in WIOA, but reflect the unique characteristics of the SNAP E&T program and its participants.

Summary of Waiver Approvals, October 28, 2020 - The Administration for Children and Families released this updated summary of Child Care and Development Fund (CCDF) waiver approvals. This summary shows 74 waiver approvals by state and territory and by provision approved as of November 2, 2020. This cumulative table includes all waivers approved to date.

COVID-19 Vaccination Program Interim Playbook, October 29, 2020 - The Center for Disease Control and Prevention (CDC) updated its vaccination program interim playbook, via a letter to states on vaccination plans in late October. The document serves as an interim playbook on how to plan and operationalize a vaccination response to COVID-19 within their jurisdictions.
Foster Youth Would Benefit from Emphasis on Prevention and Treatment to Reduce Justice System Involvement, November 2020 - This study from Chapin Hall at the University of Chicago assesses California Youth Transitions to Adulthood (CalYOUTH) involvement with the justice system. This study uses longitudinal data in 2013 and 2017 to examine differences in rates of justice system involvement by race, ethnicity, and typology of criminal offenses. Lastly, the study encourages policymakers to prioritize rehabilitation over incarceration.

Interim Final Rule with Comment Factsheet, November 9, 2020 - The Centers for Medicare & Medicaid Services (CMS) has released this report which outlines the requirements and changes of a previous guidance that prohibited states from making any changes to benefits or cost sharing. Under the new guidance, states may terminate individuals not validly enrolled in Medicaid and make changes to beneficiary coverage, cost sharing, and post-eligibility treatment of income under certain circumstances.
