Welcome to the latest issue of The Connection, APHSA’s newsletter offering updates and resources pertaining to employment and economic well-being, child and family well-being, and human services integration.

APHSA is excited to be a part of the National Convening on Building an Inclusive Human Services System on March 28-29 in Hyattsville, MD. Hosted by the Administration for Children and Families (ACF), this two-day hybrid event will be the first federally sponsored national conference solely devoted to creating an inclusive human services delivery system. We want to hear from you! Human services leaders across the country are working to include the expertise of individuals with lived experience. In partnership with Social Current, we're seeking examples of such work to spotlight how others are engaging in efforts that help address structural racism, advance equity, diversity, and inclusion, and authentically center community to drive systems change. SNAP E&T Priority Population Toolkit, February 2023 - APHSA is excited to publish “Expanding Economic Opportunities for Noncustodial Parents through SNAP Employment & Training," the first in our new SNAP E&T Priority Population Toolkit series, which will identify and examine ways that states and third-party providers can support priority populations through Supplemental Nutrition Assistance Program (SNAP) employment and training (E&T).


Leading Practices to Advance Equity and Support of Underserved Communities, March 2023 - The U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Planning and Evaluation (ASPE) has recently released tools and resources related to centering equity in programs, policy, and research.


Young People and the Safety Net Project, March 2023 - This project from the Urban Institute examines how the safety net can address young people’s basic needs such as housing, health care, and income as they transition from adolescence to adulthood.


Meeting Young People’s Basic Needs through Strategic Partnership, March 2023 - This report from the Urban Institute explores the partnership between Yolo County California’s Health and Human Services Agency (HHSA) and the University of California Davis (UC Davis) to mobilize resources and coordinate outreach to CalFresh, California Supplemental Nutrition Assistance Program (SNAP) among university students.


Learning From Those with Life Experiences, March 2023 - This report from the Office of Planning, Research and Evaluation (OPRE) shares the findings of three focus groups conducted with people with lived experiences as part of the Understanding the Value of Centralized Services (VOCS) research designed to explore the advantages, disadvantages, and cost of providing social services in one location.

Announcements

The Children's Bureau, an office within the Administration for Children and Families (ACF), has launched a website for National Foster Care Month this May. The site highlights the stories of youth in foster care and resources to support the mental health of children, youth, and families in foster care.

Call for Participants: Understanding Public Perception of Child Welfare. The National Child Welfare Workforce Institute (NCWWI) is examining the public perception of child welfare from various perspectives, including the child welfare workforce. Participate here.

New GAO Report on Evidence-Based Supports for Relative Caregivers, March 2023 - The Government Accountability Office (GAO) has released a new report that details how states are investing in evidence-based supports for kinship caregivers.


Championing Change: A Practitioner Guide for Leading Inclusive and Equity-Infused Rapid-Cycle Learning, March 2023 - Mathematica has published a guide for practitioners seeking to equitably conduct program improvement. It provides evidence-based recommendations for infusing equity principles and practices into Rapid Cycle Learning.
