Chicago gridlock vs. corridor fixes


The congestion crisis: For the second year running, Chicago has the worst traffic congestion in the United States according to Inrix’s Global Traffic Scorecard--with drivers losing an average of 112 hours to peak traffic in 2025 — a 10% increase from the year prior — costing the typical motorist about $2,063 and an estimated $7.5 billion to the regional economy. Chicago even ranks near the top globally, with only Istanbul reporting worse delays, and congestion worsened in about 88% of U.S. cities as travel returned closer to pre-pandemic patterns while public transit use remains down roughly 22% since 2019.


Targeted investments: To tackle these systemic traffic and mobility challenges, major upgrades are underway in the I-290/Blue Line Corridor. The Illinois Department of Transportation has earmarked $1.3 billion (2026–2031) for bridge replacements, roadway rehabilitation, and interchange reconstruction, forming the backbone of a broader corridor overhaul. Complementing this, a $350 million drainage improvements project will install a 3.3-mile trunk sewer and new detention systems to better manage stormwater and reduce flood-related disruptions, while CTA’s newly updated Racine Blue Line station and federally funded track replacements aim to boost transit reliability. These coordinated efforts are designed to enhance connectivity and help blunt the economic drag of congestion on Chicagoland’s commuters and freight network.

US construction spending trends:

The US Census reports a seasonally adjusted annual rate of $2.17 trillion in construction spending for August 2025, showing a 0.2% monthly increase but a 1.6% decline year-over-year.


Why it matters: The report highlights economic uncertainties impacting construction sectors, with private construction showing weakness.

  • Private construction is down 2.9% year-over-year, driven by declines in residential and commercial sectors.
  • Public construction, however, is up 2.7% at $517 billion, reflecting growth in infrastructure projects.
  • Economic climate: Despite a positive revision of the 2nd quarter GDP to 3.8%, factors like high interest rates and fiscal policy changes continue to affect market stability.
  • Residential construction has shown slight month-over-month improvement, while nonresidential construction declined.


Sector shifts: Growth persists in water supply, sewage, waste disposal, and amusement & recreation sectors.

  • Commercial and residential sectors face challenges due to interest rate sensitivity and market trends.
  • Manufacturing sees declines after previous growth.


Industry challenges: Inflation and fluctuating material costs have strained budgets, impacting project scopes and timelines.

  • The Bureau of Transportation Statistics predicts a 31% to 40% loss in purchasing power by 2026.
  • The National Highway Construction Cost Index shows a 70% cost increase since 2020, reducing the real value of federal funding.

The latest ACEC Data Center Market Brief highlights five trends transforming the industry, driven by AI and sustainability.


Why it matters: As AI workloads surge, data centers face unprecedented power demands, projected to reach 123 GW by 2035.


  • Co-location with nuclear power and advanced cooling technologies is ensuring grid reliability and addressing water use misconceptions.
  • Adaptive reuse of underutilized real estate is providing cost-effective development pathways.



Trends to watch: Federal policies are streamlining data center deployment, accelerating environmental reviews and siting on federal lands.

  • AI-driven planning tools are becoming crucial in site selection, assessing incentives and environmental risks.
  • The market sees continued investment, with design and construction spending projected to reach $62 billion by 2029.



Engineering workforce shortfall: urgent challenges


The ACEC Research Institute’s latest study, The Workforce of the Future, reveals a critical shortage in the U.S. engineering workforce.


Why it matters: The industry faces a net annual shortfall of 18,000 engineers, threatening innovation and project delivery.

  • In 2022, 184,000 engineers retired or left the field, while only 166,000 new graduates entered.
  • The college-age population decline and Baby Boomer retirements exacerbate the shortage.


Key insights: Engineering graduates peaked in 2019 at 214,000 but have since decreased by over 10,000.

  • Core fields like civil, mechanical, and electrical engineering see a drop of more than 5,000 graduates.


The big picture: This shortage demands urgent action from industry leaders to attract and retain talent.

  • Addressing this gap is crucial for maintaining the U.S.‘s competitive edge in engineering and infrastructure development.

  • Policy initiatives: ACEC Illinois is advancing state-level policies to raise awareness of engineering careers across public agencies and the private sector, ensuring Illinois attracts and retains the next generation of engineers needed for critical infrastructure and economic growth.

EPA redefines waters of the US: key changes

The EPA has proposed a revised definition of waters of the US” (WOTUS), aligning with the Supreme Court’s 2023 Sackett v. EPA decision.


Why it matters: This redefinition aims to reduce federal jurisdiction over waters and wetlands, impacting environmental protections.

  • The proposal seeks to end the cycle of shifting WOTUS definitions with each new administration.
  •  It emphasizes local and tribal decision-making authority.


Key changes: The rule requires wetlands to have a “continuous surface connection” to navigable waters to qualify as federal waters.

  • Excludes ephemeral streams, ditches, and other non-permanent water features from federal protection.
  • Strengthens local authority and reduces regulatory burdens on farmers and landowners



What’s next: The public comment portal on the proposal is open until January 05, 2026.

  • The rule aims to provide greater certainty for landowners and developers, reducing potential legal penalties, while some environmental groups express concern over lost protections.
