SCDOT holds Traffic Incident Management (TIM) Meeting

The Midlands Traffic Incident Management (TIM) Meeting met on October 3 to discuss and coordinate first responder issues and concerns while working traffic collisions and traffic backups on South Carolina’s highways.

SCDOT SHEP Incident responders participated in the meeting along with local fire departments, local police and sheriff departments, the State Highway Patrol, the Federal Highway Administration (FHWA), the South Carolina Emergency Management Division (SCEMD) and the South Carolina Department of Health, Environmental Control (SCDHEC).

The group discussed recent large traffic incidents including a road rage incident, a fire truck hit by a motorist and an I-26 incident where a tractor trailer hit a firetruck. The discussions highlighted how each department works together to get traffic safely moving again after an incident.

SHEP gave a demonstration of the new Lane Blade equipment used to remove debris from roadways safely without the incident responder getting out of his truck. The group also discussed the impact of media on roadway incidents and local/state crash and fatality statistics.

SCDOT’s State Traffic Incident Management Coordinator Michael Bowman said, “The SCDOT facilitated Traffic Incident Management (TIM) training is a catalyst for standardized and safe first responder practices for roadway incidents and to ensure the travel lanes are returned to their normal capacities as quickly as possible.”

The meeting was held at the SCDOT Traffic Management Facility on Shop Road in Columbia.

The meeting included participants from every segment of the first responder community. The meeting is an opportunity to discuss issues and suggest improvements to increase safety and minimize traffic backups due to collisions, mechanical breakdowns and other highway incidents.

SCDOT Hosts Conference of Auditors for Southeast Region Departments of Transportation

SCDOT hosted the Southeastern States Audit Conference in Greenville, South Carolina this October 15 to 18. This conference began years ago as an informal forum for DOT auditors responsible for performing audits of consultants to share ideas and learn from each other. Over the years, participation expanded to include public accounting firms and engineering consultant finance employees. Representatives from 12 Southeastern states attended the conference. Featured speakers included SCDOT Chief Operating Officer Justin Powell and Federal Highway Administration South Carolina Division Administrator Emily Lawton.

SCDOT repairing bridges on S.C. 97 in Chester County

District 4 is making repairs to several weight-restricted bridges in Chester County. The photo here is of the S.C. 97 bridge over Suzy Bole Creek, which was built in 1941. Crews made repairs to footings of the steel bridge supports beneath the bridge.

About a mile up S.C. 97 from this project, another bridge repair was being done over Turkey Creek. Even though the two bridge repair projects had different contractors, SCDOT scheduled the projects to be done at the same time to limit the inconvenience of the detour around the two bridges. Both projects will be completed in the coming months.

Citadel student makes presentation at national highway engineering conference

SCDOT will host the 2025 national meeting for the Highway Engineering Exchange Program (HEEP). HEEP is an international organization which promotes engineering technology and software solutions relating to international, state, and local highway transportation agencies.

SCDOT’s commitment to hosting HEEP in 2025 allows us to participate in a student competition that is sponsored and funded by HEEP.

This competition affords one (1) student from each of South Carolina’s in-state civil engineering programs to create an abstract that will compete for a cash prize and the opportunity for an all-expense paid trip to the 2023 HEEP meeting to present their winning abstract.

Jacob Perkins of The Citadel was selected to attend the 2023 HEEP meeting held in Salt Lake City, Utah in October. Perkins (pictured, center) presented on Advanced Air Mobility Effects on South Carolina Highway Infrastructure. SCDOT congratulates Perkins for receiving the third place prize of $400.
