Delaware County Updating the Delaware County Hazard Mitigation Plan
Delaware County and its municipalities are updating the Delaware County Hazard Mitigation Plan (HMP). The HMP is designed to make our community more resistant to losses from natural and man-made disasters, and to enable the County and municipalities to be eligible for federal funding for qualifying mitigation projects.
The updated risk assessment is available on the HMP project website at www.delcopahmp.com, under the “Explore the Plan” link.
A recording of the meeting held to review the results of the risk assessment can be found under the “Meetings” link. All interested parties are invited to review and provide comments on the risk assessment using the “Questions” form on the website (see button below).

Public Workshop Series Wrap Up: Delaware County's Path Toward Zero Waste | Municipal Waste Advisory Committee to Present Zero Waste Draft Plan on Sept. 1
Delaware County recently wrapped up its three-part public workshop series, held to gather community input for the formation of the County’s new 10-year Municipal Waste Management Plan, last updated in 2013. The new plan will guide the County’s transition to sustainable methods of materials management using Zero Waste practices while ensuring that the County has sufficient processing and disposal capacity for its municipal waste for the next decade.
With the three-part workshop series now complete, the County’s Office of Sustainability, under the direction of Francine Locke, has completed a preliminary draft of the new plan. This draft is now available for download and review on the Municipal Waste Advisory Committee web page or directly via the button below.
This draft will be presented to the Delaware County Municipal Waste Advisory Committee during their September 1 meeting, to be held via Zoom at 12:00 noon. The goal of the meeting is a thorough public review of the plan, with the expectation that feedback from the Committee and the public will guide revisions to the plan before a final version is presented to Delaware County Council in the fall.
Pre-registration is a requirement for participation. To register, visit delcopa.gov/workshops, or click the “Sep. 1 Meeting Registration” button below. The Zoom link and ID required for online participation will be provided upon the completion of the brief registration process.
Zero Waste Workshop Series Recap
Nearly 200 stakeholders, including residents, non-profits, businesses, institutions, and other stakeholders participated in the public workshops held in April, May, and June, providing ideas, insight, guidance, and inspiration regarding the many aspects of waste management.
The first of the public workshops was held on April 28, at the Sellers Memorial Library in Upper Darby Township, with nearly 50 Delaware County residents and stakeholders focusing on the development of clear goals and guiding principles for the plan. At the conclusion of the workshop, the participants had successfully agreed upon a working draft inclusive of a number of guiding principles.
On May 26, the second of the public workshops was held at Norwood Public Library and featured a robust discussion of potential Zero Waste initiatives for reducing waste and increasing recycling and composting.
Finally, on June 30, the third and final public workshop was held at the Chester City Hall Community Room, with close to 100 residents and representatives from various organizations, participating in-person and via Zoom. Participants reviewed the Guiding Principles and Initiatives and the draft implementation plan, providing robust feedback regarding waste and recycling-related topics.
All three workshops can be viewed in their entirety at delcopa.gov/workshops.

COSA Celebrates National Falls Prevention Week with Free In-Person and Virtual Programs Designed to Prevent Falls and Keep Seniors Active
The Centers for Disease Control and Prevention findings indicate that every 20 minutes an older adult in the U.S. dies from a fall and that falls are the most common cause of traumatic brain injury.
The National Council on Aging notes that falling is not a part of normal aging. Seniors, and others with balance issues, can significantly reduce falls by doing the right exercises, making safety adjustments to the home, getting regular health checkups, and more.
To help raise awareness of the dangers of falls and the impact on a person’s health and vitality, the County Office of Services for the Aging (COSA) is providing free access to a variety of in-person and Zoom-based fall prevention programs—with an emphasis on injury prevention and strength building—in conjunction with National Fall Prevention Week, recognized this year September 18-24.
Residents age 60 and over are urged to sign-up for one of COSA’s evidence-based fall prevention programs that use proven approaches to help prevent falls. Programs are offered in collaboration with Crozer Health and the PA Department of Aging.
Registration is required for all programs. Registration details are listed below.
A Matter of Balance Program
Participants will learn to view falls as controllable, set goals for increasing activity, make changes to reduce fall risks at home, and exercise to increase strength and balance.
Free 8-session in-person program
Wednesdays, Sep. 7 - Oct. 26

Healthy Steps Program
Participants will reduce their risk of falls and address fears of falling while educating and equipping them with the right tools to make a difference in their lives. Research has found that adults who completed the Healthy Steps workshop lower their risk of a fall significantly by 15%.
Free 2-session virtual program held via Zoom
Thursday, Sep. 15 and Friday, Sep. 16

Arthritis Walk with Ease Program
COSA and the PA Department of Aging are sponsoring the nationally recognized Arthritis Foundation Walk with Ease Program for those 60 and older who need relief from arthritis pain or just want to remain active. This evidence-based program is proven to reduce the pain of arthritis; increase balance, strength and walking pace; build confidence in one’s ability to be physically active; and improve overall health.
Participants will receive the Arthritis Foundation’s Walk with Ease Guidebook and will walk 3 times a week on their own using the program’s 5-Step Walking Plan in this self-directed version of the program. Each walker will begin walking at their own level and will set their own goals and rewards. Participants share and receive support, encouragement, information, and direction at weekly online group meetings and through weekly e-mails.
