Introducing Our New Delaware County Health Department

On Tuesday, February 22, Delaware County Health Department Director Melissa Lyon introduced the Delaware County Health Department (DCHD) leadership team. 


The DCHD team includes:


  • Marie Carbonara, Division Administrator of Environmental Health
  • Rosemarie Halt, COVID-19 Task Force Director and Board of Health Chair
  • Stephanie Reese, Division Administrator of Personal Health
  • Lisa O’Mahony, Public Health Physician
  • Victor Alos Rullan, Epidemiologist


These administrators are leading the department’s team of 53 newly hired local experts to improve the health, safety, and quality of life of Delaware County residents.


“After years of anticipation and preparation, this is an exciting time for Delaware County to finally have its own Health Department dedicated to the health, safety, and well-being of our residents,” said Delaware County Council Chair Dr. Monica Taylor. “With Melissa Lyon’s and the Division's leadership, this team has started to build a comprehensive foundation for the Health Department that will help improve the lives of Delaware County residents.”


The DCHD Division administrators have already started the process to address health equity and help Delaware County start to help build healthy and thriving communities.

Mortgage and Housing-Related Assistance Available for Residents Affected by the Pandemic

The Pennsylvania Homeowner Assistance Fund (PAHAF), administered by Pennsylvania Housing Finance Agency (PHFA), supports homeowners in the Commonwealth who were financially impacted due to the pandemic.


Multiple assistance programs are available to help homeowners prevent mortgage delinquencies, default, foreclosure, displacement, and utility disconnection. The maximum amount of assistance for any homeowner under the PAHAF is $30,000 (or up to 24 months of assistance).Homeowners who are eligible will meet the following criteria:


  • Household income is equal to or less than 150% area median income (AMI), which varies by locality. Note: PAHAF Program priority will be given to households at or below 100% AMI.
  • Homeowner owns and occupies the property as their primary residence
  • Property is in Pennsylvania
  • Homeowner experienced a financial hardship as a result of the COVID-19 pandemic after January 21, 2020 (including a hardship that began before January 21, 2020 and continued after that date)
  • Homeowner cannot receive the same assistance for mortgage payment, mortgage reinstatement, property charges, and/or utility payment from another federal, state, local, nonprofit, or tribal source
  • Homeowner’s first mortgage is a conforming loan and meets the federal limits for the year in which the loan was taken

Delaware County Job Fair to be held in March

Delaware County is making progress towards its plan to resume full operational control and management of the George W. Hill Correctional Facility in 2022, and is looking to fill many open positions spanning a variety of sectors, including security personnel, IT personnel, HR/Administrative support, Deputy Wardens, Program Coordinators, and more.


The County is also actively hiring staff for the new Delaware County Health Department. A variety of positions are open for those interested in helping the County create a healthier and thriving community.


The County also has open positions at the Delaware County Courthouse, the County Sheriff's Department, and the County's Park Police.


To help residents interested in applying for these positions, we’re holding a four-day Job Fair, on consecutive weekends in March.

Members Wanted for New Advisory Committee on the Municipal Waste Plan

Delaware County Council and the Sustainability Department are seeking members for its Advisory Committee on the Municipal Waste Plan, as part of the broader objective to modernize the solid waste plan and identify ways to reduce, reuse, repair, compost, and recycle the county's discards over the next ten years.


Currently, the majority of the county’s non-recycled trash (370,000 tons/year) currently goes to the Covanta incinerator in Chester, with an additional 30,000 tons per year going to the Rolling Hills Landfill in Berks County.


“We want to reduce the amount of waste our residents and businesses generate and find more environmentally and economically beneficial ways to manage the materials that we do discard,” said Francine Locke, Delaware County Chief Sustainability Officer. “Our goal is to create an implementable, up-to-date plan that is guided by best practices from throughout the country, that will work for Delaware County, and that is informed by resident and business input. Throughout this process, will be providing opportunities for the public to weigh in on goals, guiding principles, programs and priorities.” 

The Advisory Committee on the Municipal Waste Plan is a requirement of State law that stipulates that members must be reflective of the community, including individuals representing civic and environmental organizations, government entities and agencies, businesses and industry, faith-based groups, and schools and universities.


Advisory Committee responsibilities include working with the consulting team to create agendas for three public meetings, encouraging representation and input from their constituencies, serving as “hosts” and conveners for the public meetings, and participating in a Public Hearing and a County Commission meeting. 


Those interested in serving on the Advisory Committee have until March 4 to submit a short application.

Delaware County Drive-Thru COVID-19 Testing Facilities to Close Amid Falling Case Counts

High-Volume Sites in Yeadon and Sharon Hill to Cease Operations Early Next Week

Thanks to a dramatic decrease in COVID-19 case counts, testing positivity rates, serious illness and hospitalizations over the past several weeks, the Delaware County COVID-19 Task Force is announcing the closure of two high-volume COVID-19 testing facilities that have been in operation during the Omicron variant-based surge this winter.


On Monday, February 28, at 2 p.m., the drive-thru testing site operated by Personic at the Delaware County Emergency Services Training Center in Sharon Hill will close.

On Tuesday, March 1, at 4:30 p.m., the drive-thru testing site on the Mercy Fitzgerald Hospital campus in Yeadon, operated under the direction of the Health & Human Services’ Increasing Community Access to Testing Team (ICATT), in partnership with Trinity Mid-Atlantic, will close.

The Delaware County COVID-19 Task Force thanks the organizations, including Personic, the PA Department of Health, the Department of Health and Human Services and their Increasing Community Access to Testing Team (ICATT), Trinity Health Mid-Atlantic, and eTrueNorth for providing PCR and Rapid Antigen testing for thousands of Delaware County residents during this critical time.


Although these testing sites are closing in the coming days, Delaware County will continue to offer free PCR testing at the Delaware County Wellness Center in Yeadon (125 Chester Ave.) on Mondays from 11 a.m. to 4 p.m. (testing continues in the parking area even as the Wellness Center undergoes construction), and at the Keystone First Wellness Center in Chester (1929 W. 9th St.) on Wednesdays from 11 a.m. to 5 p.m. 


Pharmacies and other health care organizations continue to provide COVID-19 testing, and at-home test kits are increasingly available through retail establishments. Additionally, every home in the U.S. continues to be eligible to receive 4 free at-home COVID-19 tests, which can be ordered through the United States Postal Service website.

If you own a dog in Pennsylvania, whether a Beagle or Bulldog, Dalmatian or Doberman, Saint Bernard or Shih Tzu, then you’ll need an up-to-date dog license (it’s the law).


Licenses are valid from January 1 through December 31, regardless of when the license was purchased. This means that even if you purchased an annual license for a new dog in July, or November, for example, you’ll need to purchase a new license immediately.


Delaware County residents can purchase dog licenses on an annual basis or can opt to purchase a lifetime dog license (requires the dog to be tattooed or micro-chipped). 


Prices range slightly, depending on whether or not the dog is spayed or neutered, with discounts for senior citizens and individuals with disabilities.


To purchase your dog license online with a credit/debit card or echeck, go to www.padoglicense.com. After completion of payment, a proof of license can be printed, and the license and tag will be mailed to you the following business day.
