The Delaware County Health Department is Now Offering COVID-19 Boosters for Children Ages 5 and Over | |
Based on the recent recommendations from the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA), children ages 5 and older are now eligible for a COVID-19 vaccine booster.
According to the CDC’s Advisory Committee on Immunization Practices (ACIP), the COVID-19 pediatric vaccine and boosters are safe and highly effective at protecting children against COVID-19 related illness, hospitalization, and death. Vaccinating children against COVID-19 is the best way to keep families and communities healthy and schools safe.
COVID-19 Eligibility Re-Cap (Current as of May 19, 2022):
For the Primary Vaccine Series:
- Children ages 5-11 can only receive the Pfizer-BioNTech 5-11 year-old vaccine
- Children ages 12-17 can only receive the Pfizer-BioNTech 12+ vaccine
For Boosters:
- Individuals ages 5 and older are eligible to receive a COVID-19 vaccine booster
- Children ages 5-17 can only receive the Pfizer-BioNTech 5-11 year-old vaccine booster
- All children 12-17 who are moderately or severely immunocompromised can schedule a second Pfizer BioNTech COVID-19 vaccine booster
Similar to the COVID-19 Pfizer vaccine for people age 12 and older, the COVID-19 vaccine for children ages 5-11 is administered as a two-dose series, with the second dose given three weeks after the first. The CDC recommends a booster of Pfizer-BioNTech vaccine for most children, at least 5 months after the final dose in the primary series. For children who are moderately or severely immunocompromised, a booster of the Pfizer-BioNTech vaccine is recommended at least 3 months after the final dose in the series.
The Delaware County Health Department encourages parents of children ages 5 and over to speak with their children’s primary care provider to address specific eligibility questions or concerns about getting their children vaccinated.
Children ages 5 and older can also receive their COVID-19 vaccines and boosters at one of two Delaware County Health Department vaccine clinic locations, including the newly renovated Delaware County Wellness Center at Yeadon, located at 125 Chester Ave., or at the Delaware County Wellness Center at Chester, located at 151 W. 5th St.
Walk-ins are welcome at each location during vaccine clinic hours. Please note that COVID-19 vaccine clinics are generally scheduled one day a week, every other week, at each location.

Delaware County Recognizes “Wear Orange” on June 3-5 to Raise Awareness About Gun Violence | |
Delaware County Council recognized “Wear Orange” at the June 1 public meeting. Wear Orange is an initiative created in 2015 to raise awareness about gun violence and remember survivors and victims of gun violence.
On January 21, 2013, Hadiya Pendleton performed with a majorette squad in President Obama’s second inaugural parade. One week later, Hadiya was shot and killed on a playground in Chicago. Soon after this tragedy, Hadiya’s childhood friends gathered to commemorate her life by wearing orange, the color hunters wear in the woods to protect themselves and others.
Wear Orange began on June 2, 2015, what would have been Hadiya’s 18th birthday. Since then, Wear Orange has expanded to a period of three days each year. In 2021, more than 1,000 partner organizations, influencers, corporate brands, elected officials, and landmarks joined hundreds of thousands of Americans to unite around a call to end gun violence. This year, Wear Orange will take place from June 3-5.
“Gun Violence has stolen countless, precious lives and the unimaginable tragedies at Robb Elementary School in Texas and at the Natalie Medical Building in Oklahoma are a jarring wakeup call that much more needs to be done,” said Delaware County Councilman Kevin Madden. “Delaware County is joining thousands of communities, advocates, organizations, and government agencies across the country in participating in the Wear Orange initiative this year.”
The County is joining this movement as part of its commitment to gun violence prevention and anti-violence education. The Delaware County Courthouse will be lit up in orange on June 3-5 and County employees were encouraged to wear orange on June 3. Delaware County District Attorney Jack Stollsteimer has worked tirelessly on efforts to reduce gun violence across the county. Efforts to reduce gun violence in the city of Chester have been effective and he continues to expand those efforts, and just announced that the County had been awarded a significant grant to support gun violence prevention efforts in Chester — read more below. | |
District Attorney Stollsteimer Announces $2 Million Grant from the Pennsylvania Commission on Crime and Delinquency to Support Gun Violence Prevention Efforts in Chester | |
Delaware County District Attorney Jack Stollsteimer today announced that the Pennsylvania Commission on Crime and Delinquency (PCCD) had awarded $2,000,000 to the County to support the gun violence prevention efforts in Chester being led by his office.
“Today’s announcement is the result of two years of work by my office to support a collaborative approach to reducing gun violence in the City of Chester. This collaboration – involving my office, the Chester Police Department, and the Mayor’s office -- has yielded concrete and demonstrable results - which is why PCCD looked so favorably upon our application. There is much more work to be done, but this funding provides us with an array of new tools that we believe will contribute to lower gun violence and improved quality of life for the City and its residents,” said Stollsteimer.
The funding awarded by PCCD is specifically designated for Violence Intervention and Prevention. The applications were competitive, and Delaware County was one of only four applicants to receive the maximum grant amount. The term of the grant is for two years. The application requested funding for a range of uses, including community engagement activities, illegal dumpsite cleanup, and additional resources for law enforcement. The grant will be managed by a program coordinator who will be tasked with overseeing a year-round calendar of activities for families and children living in Chester. Additional community resource specialists will also be hired, who will actively work to identify and support program participants. In addition, a case manager will assist the community resource specialists in evaluating and accessing the services needed by program participants.
Recognizing that quality of life issues have an impact on levels of crime, the District Attorney also requested funding to clean up some of the illegal dumpsites in the City. Sites that are cleaned up through this funding will be equipped with cameras that will be monitored by the Chester Police Department, and violators will be prosecuted by the District Attorney’s office. Finally, funding was also awarded to support the presence of additional officers on the streets.

44th Annual Delaware County Hero Bowl Held June 2 at Cardinal O’Hara High School | |
Delaware County Council and District Attorney Jack Stollsteimer were honored to join hundreds of residents from across the county to cheer on the high school football players participating in the annual Delaware County Hero Bowl on June 2 at Cardinal O’Hara High School in Springfield.
Since 1977, the Delaware County Hero Scholarship Committee has been raising funds to provide scholarship aid to the children of Delaware County police officers, firefighters, and EMS personnel who lost their lives in the line of duty. Since its founding, dozens of students have received scholarships through the Hero Scholarship Fund. To date, $683,200 has been raised by the Delaware County Hero Scholarship Committee. One of the organization’s main fundraisers is the Delaware County Hero Bowl, an all-star football game that includes top athletes from local high schools.
“Thank you to Criminal Investigation Division Detective Robert Lythgoe, President of the Hero Scholarship Fund and the dedicated volunteers, coaches, players, cheerleaders, and sponsors who make the Hero Bowl a success,” said Delaware County Council Chair Dr. Monica Taylor. “The Hero Scholarship Fund is one way we can help families in Delaware County who have lost a loved one serving and protecting his or her community.”
Retired Chester Police Captain Alan Davis, who has served on the Delaware County Hero Scholarship Committee for over 30 years was the recipient of the 14th Ted Pokoy Memorial Award. The Pokoy Award was named for retired Chester Police Officer Theodore Pokoy in commemoration of his outstanding service on behalf of the annual Hero Bowl and the Delaware County Hero Scholarship Fund.

Delaware County Controller Recognized for Excellence in Financial Reporting | |
The Delaware County Controller’s Office has been awarded a “Certificate of Achievement for Excellence in Financial Reporting” by the Government Finance Officers Association of the United States and Canada (GFOA), recognizing County Controller Joanne Phillips and her staff for their Comprehensive Annual Financial Report for the fiscal year ending December 31, 2020.
The Certificate of Achievement for Excellence in Financial Reporting is considered the highest form of recognition in the area of governmental accounting and finance reporting, and attainment of the award represents a significant accomplishment for Delaware County Controller’s Office. Phillips and her staff have earned the GFOA Certificate of Achievement each year since she took office in 2018.
The GFOA commended the Delaware County Controller’s Office in a letter, noting their hopes that Delaware County’s example would encourage other government officials in their efforts to achieve and maintain an appropriate standard of excellence in financial reporting.
“2020 and 2021 were incredibly difficult years and my staff persevered through it. This report was completed during a trying time that required essential workers to continue to serve the public through the pandemic,” said Phillips said. “In 2020, we rebuilt our office to ensure that everyone could work safely and arranged for remote communications and secure technology to share information with the independent auditors who worked off-site. I’m proud to say that my office was staffed every day and available to the public to ensure there was no lapse in service to our residents.”
A copy of the Comprehensive Annual Financial Report, the Certificate of Achievement, and the letter of recognition, along with other financial reports and audits, are available on the Controller’s Office website, free of charge, at delcopa.gov/controller.
The GFOA established the Certificate of Achievement to encourage local governments to go beyond minimum accounting requirements to prepare comprehensive and transparent financial reports each year. These reports are filed with official agencies overseeing municipal finance and are used by many stakeholders—creditors, grantors, developers, rating agencies and business owners—to assess the County’s financial position. In 2021 the County’s bond rating was improved and the Controller’s strong financial reporting helped in that effort.
“As the County’s chief fiscal officer, I want people to have an understanding of Delaware County’s finances. My office is entrusted with overseeing public money and we take our role as watchdog very seriously,” Phillips said.

In recognition and celebration of Pride Month, Delaware County will raise the Pride flag on June 8 at 3:00 p.m. in the Courtyard of the Government Center, located behind the Courthouse (201 W. Front St., Media, PA).
The community is invited to join Delaware County Council in raising the flag to celebrate the LGBTQI+ community and diversity, equity, and inclusion in our County.

Community Care Behavioral Health to Become New Behavioral Health Provider for Medicaid (HealthChoices) in Delaware County | |
Effective July 1, 2022, Community Care Behavioral Health will become the behavioral health provider for all Delaware County residents who are enrolled with Medicaid (HealthChoices), replacing Magellan Behavioral Health of Pennsylvania, Inc. Delaware County residents enrolled with HealthChoices will continue to have their behavioral health needs met by Magellan until June 30, 2022.
Delaware County residents enrolled in HealthChoices should expect to receive a new member handbook from Community Care Behavioral Health, soon after the July 1, 2022, transition.
Residents can contact Magellan with questions by phone at 1-888-207-2911, or through the PA Relay at 711 for deaf or hard of hearing members, prior to July 1, 2022. After July 1, 2022, residents should contact Community Care Behavioral Health at 1-833-577-2682, en Española 1-866-229-3187 or through the PA Relay at 711 for deaf or hard of hearing members.
