You can't rain on a Delco Parade! 

The rain didn't stop the 62nd annual Delaware County Veterans Day Parade in Media this morning. The annual parade was moved indoors and complete with the Penncrest Marching Band, the Color Guard, and a presentation to honor our local Veterans. 


Delaware County Council was proud to join members from the County including District Attorney Jack Stollsteimer and Register of Wills Rachel Ezzell Berry to honor the County's Veterans during a ceremony at the Town House this morning.

Delaware County Elections Provides Update Regarding Results of the Nov. 8 General Election; "Smooth Time at Polls" Reported by Media

Delaware County Council congratulates the many individuals and organizations that contributed to a successful Election Day on November 8.


Above all, thanks to Delco voters! The unofficial 2022 turnout of more than 250,000 voters will rival the 2018 Midterm number of 253,000 – both the highest so far of the 21st Century.


Thank you to the 2,175 poll workers who staffed and managed the 428 Delaware County precincts this past Tuesday, as well as Election Department staff and seasonal workers led by Elections Director James P. Allen. Special thanks also go to the County’s Park Police, the County’s Emergency Services, the County’s Public Works Department, the County’s Motor Vehicle Management team, and local law enforcement from Chester and Media Borough. A salute also goes to the watchers and observers who provide valuable oversight of our electoral processes!


Delaware County Elections completed the processing of most all ballots before midnight Wednesday night. By law, military/overseas ballots can arrive and be eligible to count through the Tuesday after election day. Additionally, more than 2,400 provisional ballots are being reviewed for consideration to be added to the counts next week. All eligible remaining mail-in and provisional ballots will be processed, regardless of how close any contests are. Final processing is tentatively scheduled for Nov. 16-17.


In accordance with Pennsylvania State Law, Delaware County Elections’ retabulation team was sworn in on Veterans Day to begin the review of precinct records to identify any apparent or obvious discrepancies. This process includes review of the results tapes, a 2% recount of precincts, and a comparison of ballots cast versus ballots supplied and ballots returned unused. 


The unofficial totals exclude small numbers of mail-in ballots that were flawed, based on the return envelopes being: undated or improperly dated; unsigned; unsealed; or the ballot not placed in the “secrecy envelope” before being submitted in the larger “Ballot Return Envelope.”


Voters are reminded that all vote totals posted on the Delaware County Election Results page, located at delcopa.gov/results, remain unofficial until the certification process is complete and the vote totals are submitted to the PA Department of State. The certification deadline for the Nov. 8, 2022 General Election is Mon., Nov. 28. Voters with election-related questions may call the Delaware County Election Hotline at (610) 891-VOTE or visit the Delaware County election website — Delco Votes! — at delcopa.gov/vote.

Reminder: Delaware County Office of Sustainability to Offer Campaign Sign Recycling

The Delaware County Office of Sustainability, in partnership with Delaware County Council, the Delaware County Solid Waste Authority, and the Delaware County Bureau of Elections will hold two separate election Campaign Sign Recycling Events one this weekend and one in early December at the Delaware County Emergency Services Training Center in Sharon Hill.


All campaign signs (plastic-coated, cardboard, and vinyl signs) and accompanying metal stands will be accepted free-of-charge.


Each year, Americans generate over 42 million tons of plastic waste each year, with less than 10% being recycled. Recycling events like these are a small step in the County's pursuit of a zero waste efforts.

While voters, candidates, and campaigns are highly encouraged to REUSE election campaign signs and metal stands whenever possible, recycling is considered the next best option.

Delaware County Recognizes the Anniversary of the United States Marine Corps

Delaware County Council members Kevin Madden and Christine Reuther, Executive Director Howard Lazarus, and the County’s Interim Director of Military and Veterans Affairs Sandra Garrison were honored to join U.S. Marine Corps Veterans State Representative Dave Delloso, Park Police Officers Stephen Spadaro and Frank Casey, Thomas Sottile, Darwin Mushrush, Bill McMullen, Sgt. Patrick McKenna, Harry Eder, and Bill Murray in raising the U.S. Marine Corps flag on November 10 outside of the Delaware County Courthouse in Media.


The flag raising was held in honor of the founding of the Marines on November 10, 1775.


The U.S Marines Corps flag will fly from the flagpole in the courtyard of the Government Center and Courthouse complex for a week. 


Throughout the year, the County raises flags in honor of all branches of the military and invites active military and Veterans to join in the flag raisings. The Army flag was raised in June, the Coast Guard flag was raised in August, the Air Force Flag was raised in September, and the Navy flag was raised in October to commemorate the anniversaries.


Council expresses deep gratitude to those who have served or are serving in the military protecting and defending our country.

Residents Invited to Recognize Delaware County Freedom Medal Recipients at Dinner Benefitting the Delaware County Veterans Memorial 

Delaware County Council is proud to participate in Delaware County Veterans Memorial Association’s 8th Annual Freedom Medal Awards Dinner on Thurs., Nov. 17, at the Springfield County Club.  


The annual Freedom Medal Awards Dinner pays tribute to local Veterans and serves as a benefit for the Delaware County Veterans Memorial Association by raising funds that support educational programs that ensure future generations know about our nation’s military history and sacrifice. 


Delaware County is home to over 35,000 Veterans who have bravely served our nation. 


Thanks to the hard work and dedication of the Veterans Memorial Association, our community has been provided with an inspiring space at the Veterans Memorial and POW Wall in Newtown Square to reflect upon the bravery and sacrifice of our local Veterans and honor those who have served to defend our rights and protect our freedom 


The 2022 Freedom Medal honorees include:

Revolutionary Reads Author Event with Dr. Serena Zabin Held at Widener University

Delaware County Council was honored to recognize Nether Providence Police Chief David Splain during its public meeting on November 2. 


Chief Splain was recently appointed as the 2022-2023 President of the Pennsylvania Chiefs of Police Association. 


The Pennsylvania Chiefs of Police Association is a professional organization of more than 1,000 Chiefs of Police and public safety and private law enforcement organizations across the Commonwealth of Pennsylvania. Its mission is to promote excellence in service and expertise in law enforcement and public safety services, to advocate for Law Enforcement leaders, and to provide innovative programs and training for our members.


“We are extremely proud to have Chief Splain serve in this role as President of The Pennsylvania Chiefs of Police,” said Delaware County Council Vice Chair Elaine Paul Schaefer. “Chief Splain is an exemplary member and leader in the law enforcement community and will represent Delaware County with honor and integrity.”


Chief Splain began his career in 1985 as a patrolman for the North Wildwood Police Department, and in 1986 joined the Darby Borough Police Department part-time before being hired full-time by the Yeadon Police Department. He quickly rose through the ranks and was promoted to Detective Sergeant which he held until 2013, when he was hired as the Chief of Police for the Nether Providence Police Department.


During the meeting, attended by various Police Chiefs from across the county and law enforcement and leaders from Nether Providence, Council presented Chief Splain with a resolution recognizing his service and commitment to the residents of Delaware County and acknowledging his new role as President of The Pennsylvania Chiefs of Police Association. 


“Council commends you and we express our sincere gratitude to you on behalf of the citizens of Delaware County for your diligence and devotion to duty to our community,” said Schaefer. 

Delaware County Encourages Property Owners to Sign Up for FraudSleuth, a Free Program Offered by the Recorder of Deeds 

The Delaware County Recorder of Deeds is pleased to report that a significant number of property owners have signed up for FraudSleuth®, a free property fraud protection tool which was launched in April. 


FraudSleuth provides Delaware County property owners with automatic alerts to help safeguard against property fraud. 


FraudSleuth® is a software-based monitoring tool that alerts property owners when any document—such as a mortgage, deed, or mortgage satisfaction—related to a specific parcel is recorded under that parcel’s ID. Similar to how credit monitoring services track consumer purchases and payments, FraudSleuth tracks properties and automatically alerts owners to possible fraudulent activity. 

Recorder of Deeds Online Service

FraudSleuth® is currently used by many counties in Pennsylvania with local governments working to combat an uptick in property fraud and increased calls from residents for assistance.


"While it has been relatively rare in Delaware County, there has been an increase in title theft and deed fraud nationwide over the past couple of years,” explained Robert A. Auclair, Esq., Recorder of Deeds. “While many property owners have signed up, we want to encourage those who have not yet done so to take advantage of this free monitoring service available to all property owners in the county."


To begin using FraudSleuth®, property owners need to visit the Recorder of Deeds Online Services website, accessible at delcopa.gov/deeds, and create a profile for the property they wish to monitor. Profiles are quick and easy to create, requiring a limited amount of information, including the property owner’s name, the parcel ID number, and an email address (where the owner wishes to have their alerts sent). If a property owner wants to monitor multiple properties, then multiple profiles will need to be created; one for each property.


To create a new profile from the Recorder of Deeds Online Services website:


  • Create a New User Account
  • Click “Preferences”
  • Click “Configure FraudSleuth Profile”
  • Click “Add Profile”
  • Input the Profile details (including your name and the parcel ID)
  • Click “Save” to complete the process.


When a document is recorded against the information on file with the Delaware County Recorder of Deeds office, the email generated by FraudSleuth will include matched data, including the document type, the document reference number, and the recording date/time of the matching document. The document can then be viewed on the Recorder of Deeds Online Services website. 


Residents should be aware that an alert does not mean that fraudulent activity has occurred. Legitimate transactions involving the property owner, bank, and other entities will also trigger an alert, and it is the property owner’s responsibility to monitor the alerts and take action if the activity is suspicious.


If the property owner receives an alert regarding activity that appears fraudulent or suspicious or inaccurate, property owners can contact the Delaware County Recorder of Deeds office at (610) 891-4152 or contact the Delaware County Criminal Investigation Unit (CID) at (610) 891-4161.

Delaware County Council to Hold its Regular Public Meeting on Wed., Nov. 16

Delaware County Council holds a “Regular Public Meeting” at 6 p.m. on the 1st and 3rd Wednesday of each month to publicly discuss topics of interest to the County and address a variety of County matters. County Council members and other attendees may make announcements, issue reports, discuss important developments, and review and vote upon administrative matters such as County contracts, purchases, agreements, ordinances and amendments.


These bi-weekly Regular Public Meetings are each preceded by a “Preliminary Agenda Meeting” that is held at 10:00 a.m. on the prior Tuesday. These meetings serve to familiarize County Council, other government representatives in attendance, and the public on matters before votes and other decisions may be undertaken by Council during Wednesday’s Regular Public Meeting.


The next scheduled meetings:


  • Preliminary Agenda Meeting: Tuesday, November 15, 10 a.m.
  • Regular Public Meeting: Wednesday, November 16, 6 p.m. 


Downloadable agendas, including key documents related to items enumerated on the agenda, are available for download from the County website linked below.


County Council meetings are open to the public and Council encourages public participation. Meetings are also livestreamed for public viewing, and available shortly after the meeting's completion as a recording. Livestreamed and recorded meetings are available at delcopa.gov/meetings.


Members of the public may discuss any matter listed the agenda at the beginning of the meeting, and any matter of interest to the attendee near a second public comment period held near the end of the meeting. Council meetings typically conclude by approximately 8 p.m. Masks are optional.


In addition to County Council members, the Executive Director, County Controller, County Solicitor and County Clerk are typically present during these meetings.
