Delaware County held a Phillies Spirit Day on Friday afternoon to cheer on the Phillies as they get set to take on the Houston Astros in the World Series. 


The County Team wore their favorite Phillies gear to show their love for their hometown team.

Delaware County Elections Issues Final Guidance Regarding Vote-by-Mail Ballots

Delaware County voters have until 11:59 p.m. on Tues., Nov. 1, to apply for a vote-by-mail ballot for the upcoming Nov. 8, 2022 General Election.


Delaware County Elections is issuing the following guidance for voters who plan to vote with a vote-by-mail ballot (either a no-excuse mail-in ballot or a traditional absentee ballot) during this election.


Guidance for voters who have not received their vote-by-mail ballot


All vote-by-mail ballot applicants receive an email from the Pennsylvania Department of State informing them that their vote-by-mail ballot has been mailed. Voters who do not receive their vote-by-mail ballot within 6 days of the email can do one of the following:


  • Visit the Delaware County Voter Service Center, located on the ground floor of the Delaware County Government Center Building in Media, to obtain a replacement vote-by-mail ballot and envelope packet. Voters may receive and then mark the ballot and submit the envelope during the same visit. The Voter Service Center is open Mon-Tue-Thu-Fri: 8:30 a.m. – 4:30 p.m.; Wednesdays: 8:30 a.m. – 8 p.m.; Saturdays: 9:00 a.m. – 12 noon; and Election Day, Nov. 8: 7 a.m. – 8 p.m.

  • Send an email to the Delaware County Bureau of Elections at delcoelection@co.delaware.pa.us to request that their vote-by-mail ballot and envelope packet be re-mailed. For identify verification purposes, voters must include the Full Registration Name, the Delaware County Registration Address, the Mailing Address that was selected for ballot, and the Date of Birth.


Guidance for voters who have not yet applied for a vote-by-mail ballot


Delaware County voters who still want to apply for a vote-by-mail ballot have two options:


  • Apply online at delcopa.gov/vbm-app by Mon., Nov. 1 at 11:59 p.m. A valid PennDOT driver’s license or state ID number is required.
  • Apply in-person at the Voter Service Center, by Mon. Nov. 1, at 4:30 p.m. Valid ID is required.


The Voter Service Center is open on the following dates and times prior to the deadline: Fri., Oct. 28, 8:30 a.m. – 4:30 p.m.; Sat., Oct. 29, 9:00 a.m. – 12 noon; Mon., Oct. 31, 8:30 a.m. – 4:30 p.m.; Tues., Nov. 1, 8:30 a.m. – 4:30 p.m.


Guidance for voters who only recently applied for a vote-by-mail ballot


Voters may check the status of their vote-by-mail ballot at delcopa.gov/ballot-tracker. Voters can also contact the Delaware County Election Hotline at (610) 891-VOTE (Mon. – Fri., 8:30 a.m. – 4:30 p.m.) with questions on any election-related topic. 


Guidance for voters who have not yet returned their vote-by-mail ballot


  • Marking your ballot. Use blue or black ink. Fill in the box to the left of each selection. Never use the Write-In space for a candidate whose name is already on the ballot. Such votes are not valid.


  • Don’t Vote Naked! Voters must place their ballot inside the white secrecy envelope (marked “Ballot Return Envelope”), and then place that sealed white envelope inside the larger “Ballot Return Envelope” that the voter signs and dates. Failure to use both envelopes properly creates a “naked” ballot that is not eligible for counting. Voters who believe they sent a “naked ballot” can visit the Voter Service Center for a replacement.


  • How to Return Vote-by-Mail Ballot. Signed & sealed Ballot Return Envelopes may be placed in any of the County’s more than three dozen ballot drop boxes through 8 p.m. on Election Day (with the exception of Chadds Ford, which closes at 4 p.m. on Election Day) or returned through the US Postal Service (postage is provided). Note: To be counted, ballots must arrive in the Elections Department by 8:00 p.m. on Election Day if sent through the US Postal Service.


Voters are reminded that the return of a ballot by anyone other than the voter them self is prohibited— unless the person returning the ballot is rendering assistance to a disabled voter or an emergency absentee voter. Such assistance requires a declaration signed by the voter and by the person rendering assistance.


Voters who attempt to return ballots on behalf of other voters without authorization will be referred to the Delaware County District Attorney for investigation.


Guidance for military and overseas voters 


Per Pennsylvania Law, military and overseas voters must submit their completed ballot for delivery by mail no later than 11:59 p.m., Nov. 7 (the day BEFORE Election Day), and the Delaware County Bureau of Elections must receive the ballot by no later than 5:00 p.m. on Nov. 15 (one week after Election Day).

Quick General Election Reminders!


More than three dozen Delaware County ballot drop boxes are NOW OPEN and accepting completed vote-by-mail ballots. Most drop box sites are open 24/7, with a few exceptions.

All Delaware County drop boxes are secure and under video surveillance.

Delaware County voters can use any Delaware County drop box or can return their vote-by-mail ballot via the US Postal Service.

If using the US Postal Service, voters are encouraged to use the drop-offs inside the lobby of a local post office.

---

Voters must return only their own vote-by-mail ballot. The only exception is to assist a disabled voter or an emergency absentee voter, which requires a declaration form signed by the voter and by the person returning the ballot.

If a voter needs help or information on paperwork for assisting a disabled voter, voters may call the Delaware County Election Hotline at (610) 891-VOTE (8683).

If a mistake is made in completing and sealing the vote-by-mail ballot, voters may visit the Delaware County Voter Service Center in Media to receive a replacement ballot and envelopes.

Community Engagement Meeting Scheduled for Phase 2 of the Chester Creek Trail Development

Have ideas about the Chester Creek Trail Development? We want to hear them!


The County will be holding a community engagement meeting on Thursday, November 3, from 7:00 p.m. - 8:30 p.m., at the Aston Community Center to provide residents with an overview of Phase 2 of the Chester Creek Trail development.


Residents will also be able to provide feedback through an interactive community mapping exercise.


Pre-registration is not required.

Chester Creek Trail Development (Phase 2) Feedback

Act Now! Deadline for Applications for the Commission for Immigrant Affairs is Tues., Nov. 1

Delaware County is looking for residents who are interested in applying to be on the newly created Delaware County Commission for Immigrant Affairs.


County Council recognizes the critical need to proactively address the needs of immigrant communities in Delaware County, through the intentional engagement of County residents and community partners. The Immigrant Affairs Commission will be a vital piece of our equity journey, as we continue to ensure our practices, programs, and initiative are reflective of our County's diversity. This Commission will help us celebrate and amplify the diversity of and within our Immigrant Community. 


The Delaware County Commission for Immigrant Affairs will provide review and recommendations to Council and pertinent County Departments to address the needs of immigrant communities in Delaware County. 


The Commission will:


  • Strengthen the voices of local immigrant communities
  • Advise County Council and pertinent County Departments on policies and programs to improve the lives of immigrants within Delaware County
  • Share resources and raise awareness about the history, geography, and culture of the various immigrant communities represented within Delaware County


The members of the Commission will be comprised of the County’s Diversity, Equity, and Inclusion Officer and ten residents of Delaware County appointed by County Council. The Commission members will elect a Chair to set agendas, preside over meetings and perform other leadership functions, as well as a Vice-Chair and a secretary, and will hold public meetings at least quarterly at a publicly advertised time and place to be determined by the Commission.


There are 10 vacancies (Initial terms are as follows: 4 terms ending in 2025; 4 terms ending in 2024; and 2 terms ending in 2023).


Residents interested in applying to serve on the Commission can apply through Nov. 1, 2022. 

Delaware County Commission for Immigrant Affairs Application

Delaware County Council to Hold its Regular Public Meeting on Wed., Nov. 2

Delaware County Council holds a “Regular Public Meeting” at 6 p.m. on the 1st and 3rd Wednesday of each month to publicly discuss topics of interest to the County and address a variety of County matters. County Council members and other attendees may make announcements, issue reports, discuss important developments, and review and vote upon administrative matters such as County contracts, purchases, agreements, ordinances and amendments.


These bi-weekly Regular Public Meetings are each preceded by a “Preliminary Agenda Meeting” that is held at 10:00 a.m. on the prior Tuesday. These meetings serve to familiarize County Council, other government representatives in attendance, and the public on matters before votes and other decisions may be undertaken by Council during Wednesday’s Regular Public Meeting.


The next scheduled meetings:


  • Preliminary Agenda Meeting: Tuesday, November 1, 10 a.m.
  • Regular Public Meeting: Wednesday, November 2, 6 p.m. 


Downloadable agendas, including key documents related to items enumerated on the agenda, are available for download from the County website linked below.


County Council meetings are open to the public and Council encourages public participation. Meetings are also livestreamed for public viewing, and available shortly after the meeting's completion as a recording. Livestreamed and recorded meetings are available at delcopa.gov/meetings.


Members of the public may discuss any matter listed the agenda at the beginning of the meeting, and any matter of interest to the attendee near a second public comment period held near the end of the meeting. Council meetings typically conclude by approximately 8 p.m. Masks are optional.


In addition to County Council members, the Executive Director, County Controller, County Solicitor and County Clerk are typically present during these meetings.

Acclaimed Chronic Pain Self-Management Program — Power Over Pain — Offered by COSA at Tinicum Memorial Library

The County of Delaware Office of Services for the Aging (COSA) is offering the acclaimed Chronic Pain Self-Management Program, developed at Stanford University, for those individuals 60 years of age and older who live with chronic pain.


The program will meet online once a week for six weeks on Wednesdays from November 2 through December 7, 2022, at the Tinicum Memorial Public Library in Essington.


Classes are free, but space is limited, and registration is required.

1 in 5 people live with chronic pain, which can impact all aspects of a person’s life, causing physical, mental, emotional, and spiritual distress. 


Chronic Pain Self-Management is the idea that individuals are in control over how they deal with their pain. Individuals are the experts with regards to their own bodies and therefore, play the biggest role in managing their pain. 


How the Program Works


The Chronic Pain Self-Management Program provides participants with the self-care tools and life skills that support them in reaching their personal goals to manage their chronic pain. 

Topics include dealing with frustration, fatigue, isolation, and poor sleep; learning exercises to improve strength, flexibility, and endurance; using medications effectively; communication; nutrition; and evaluation of new treatments.


This evidence-based program is FREE through support from COSA and the PA Department of Aging.

Delaware County Sheriff’s Office Now Hiring

The Delaware County Sheriff’s Office is now hiring Deputy Sheriffs.


The Sheriff’s Office provides a wide range of services to the county and its residents. Deputy Sheriffs are responsible for the security and protection of citizens as follows:


Sheriff’s Deputies are assigned to each criminal courtroom and are responsible for maintaining the custody of incarcerated defendants who are required to appear before the court. This includes the transport of prisoners to and from county, state and federal institutions for court appearances. The Sheriff’s Office has an Extradition Unit for the retrieval of fugitives who are captured out of state to return them to Delaware County for adjudication.


Deputies are also responsible for the safety of the Judge and all persons in the courtroom during court proceedings.


In addition, Deputy Sheriffs are likewise responsible for the custody of juvenile defendants (those under the age of 18) and their transportation to and from detention centers for court appearances, plus the security of the Judge and all persons in the courtroom during juvenile proceedings.


To qualify, individuals must be a minimum of 18 years of age (21 years of age preferred), a resident of Delaware County for at least 3 months, a High School graduate (or equivalent), possess a valid PA Driver’s License, and be able to pass a background check, physical test, and psychological and medical exams.

America250's Revolutionary Reads Selection: The Boston Massacre: A Family History

Last Chance to Participate in Friendship Circle Senior Center Book Club and to RSVP for next week's Author Visit at Widener University

As announced in last week's edition of the Delaware County Weekly, Delaware County is joining with communities across the nation to celebrate America's 250th Anniversary on July 4, 2026! 


As part of this build up to this exciting anniversary, each year the America250PADelco Committee will choose a single book for its Revolutionary Reads program, which will spotlight a single title examining the leadup to the Revolutionary War and the Declaration of Independence. A free community reading event, discussion, and author visit will then be held for each book selected for the program.


The 2022 selection is The Boston Massacre: A Family History by Serena Zabin


In this book, historian Serena Zabin, a professor of history and director of the American Studies program at Carleton College, weaves colorful stories from original sources, following British troops as they are dispatched from Ireland to Boston in 1768 to subdue the increasingly rebellious colonists. 


Residents are invited to join Dr. Jordan Smith to discuss the book, which invites reconsideration of one of the iconic events leading to the American Revolution. Dr. Smith is an assistant professor of history at Widener University, where he teaches courses on colonial and revolutionary America, the Atlantic world, and public history. He received his PhD from Georgetown University in 2018.
