| | "UNGARDEN" THAT STINKNET! | |
Buffelgrass has been our most infamous, ecosystem-threatening invasive plant. However, it now has some serious competition in the form of a little yellow flower called stinknet. Stinknet typically blooms in March and April and this pungent annual is a triple threat of problems: it's highly flammable, can cause severe allergies, and out competes native plants. . If you see stinknet, remove it immediately and then report the location on stinknet.org [survey123.arcgis.com]. It takes only a couple minutes and is invaluable for tracking the spread of stinknet in Southern Arizona. You can also check the website's map [stinknet.org] to see if there is an infestation near you. If you have any questions, contact Pima Extension invasive species outreach coordinator Ben Tully at: bentully@arizona.edu
| | RECENT DISCUSSIONS WITH BANNER HOSPITAL | | View from Jefferson Park toward Emergency Room doors. Low barrier at the Ring Road prevents cars from coming through, but invites walkers | |
THREE ISSUES were discussed recently with Mr Watkins, Senior Director, Facilities Services at Banner Hospital:
-
Possibility of a neighborhood message board on north side of the basin near the ramada. The hospital would support the idea of a message board if the neighborhood wishes to install one.
-
A resent rash of Emergency Room patients who leave the ER mid-service and head into the neighborhood. These folks have landed on nearby porches and one even fell on the sidewalk where 911 had to be called. Possible ways to screen the open view of the residences was discussed.
-
Use of a residence on the south side of Lester, 1622, for overflow parking.
| Proposed use of this residence as parking for hospital facilities staff overflow. No plans to remove building. Will be slightly re-landscaped to provide for limited parking. | |
HIT AGAIN! The traffic circle at Lester and Santa Rita--right in the center of our historic homestead area was hit again! The traffic circles were installed with a grant written by a former JPNA vice president. The Jefferson Neighbohood Reinvestment Project (2006) was a grant for sidewalks, traffic circles, and art. The Department of Transportation and Mobility, DTM, will repair the traffic circle, but the art? From Jesse Soto of Department of Transportation "I have attached the Pima County Neighborhood Reinvestment Grant- Jefferson Park IGA, the primary elements of work were neighborhood sidewalks and traffic circles. Landscaping and art work were not part of this IGA. Therefore, the neighborhood would be responsible to replace and repair these items. The DTM will make all necessary repairs to the traffic circle."
More details at the April 23 JPNA meeting.Stay tuned.

You’re Invited!
Connecting Neighborhoods with Neighborhoods
Event on Saturday, April 26
Join us for this networking event for Neighborhood Association leaders to come together to share their insights, strategies, and experiences.
Date: Saturday, April 26, 2025
Time: 8:30 – 9 a.m. Sign-in & Refreshments
9 – 11 a.m. Program
Location: Howenstine TUSD Education Center, 555 S. Tucson Blvd.
The program will include a brief overview of Neighborhood Associations today, followed by interactive breakout groups focusing on two key areas:
- Increasing involvement in Neighborhood Associations
- Recognizing successful neighborhood projects.
The latter will feed into an interactive neighborhood projects map, which will be introduced at the event.
So often, the best resource for a Neighborhood Association is another Neighborhood Association. Here’s your opportunity to find out what other neighborhoods are doing and share what your neighborhood has been pursuing, lessons learned, and more. Plus, attendees will be entered into a raffle—just a small thank you for participating.
PLEASE RSVP: To ensure that we have sufficient refreshments and materials, RSVP to Neighborhood@tucsonaz.gov by Friday, April 11, 2025.
If you have any questions, please contact Rebecca Ruopp at Rebecca.Ruopp@tucsonaz.gov or Christopher Blue at Christopher.Blue@tucsonaz.gov.

| | TEP Files Appeal to Mayor and Council | |
TEP continues to pursue their goal of overheading lines in three major intersections. They recently filed an appeal, asking the Mayor and Council to overturn the Zoning Examiner's decision which prohibits it. The Underground Coalition sent a letter to Mayor and Council asking them to follow the city plans and ordinances and to uphold the Zoning Examiner's ruling - no overheading. To read the entire document from the Coalition, go to: http://www.jeffersonpark.info/tep-138-kv-poles.html

| | CONSTRUCTION STARTED - EDISON STREET | |
1. The Tucson Department of Transportation and Mobility realized that, since we are a historic neighborhood, the water mains should be checked before they proceeded further with paving. The water main on Edison, between Mountain and Cherry, needed to be replaced before the roadwork could be done.
2. The work on Edison’s water main will consist of a new water main, new service lines and meters for the residents along this stretch.
3.SHUT DOWN OF SERVICE - "We will send out notification letters usually a week prior to the shutdown of the existing water main so that the residents are aware of the work and disruption of service. The contractor will place a 24 hour reminder notice (door hanger) the day before the shutdown of service will commence. Please keep in mind, we still need to determine the shutdown area for this neighborhood. The area that will be impacted by the shutdown of service may encompass a larger area than the scoped work. This is due to the condition of the water valves in the area. If we state that we will have a night shutdown, that will normally occur 9 pm to 6am. If we state that it will be during the day, that will normally occur 10am to 3pm.”
RECENT DOORHANGERS sent out by Hunter Contracting, Inc. report that underground utility work will take place from April 14 - June 6, Monday - Friday, 7am to 4pm. Access to homes and businesses will be maintained. If a resident has special needs, contact Anthony Muniz at 520-975-3130.
(Thank you, DTM Jim DeGrood, JPNA Cindy Doklan, and Hunter Contracting)
| | Phase 5/6 - How or when will Grant Road be finished? | |
See the letters sent at:
http://www.jeffersonpark.info/grant-rd-widening.html
Excerpt from Tucson Agenda concerning the RTA :
What is the fate of the Grant Road Phase 5/6 project that affects Jefferson Park, Samos, Campbell/Grant, and Catalina Vista? The entire February 8, 2025 Tucson Agenda was dedicated to the issue. Here's an important segment from the article:
"But there are eight other projects in Tucson that were part of the original RTA plan, but have yet to be delivered:
- Valencia Road - from I-19 to Alvernon Way
- Grant Road widening, Phase 5 and 6
- + five more
City and RTA officials dispute who is primarily responsible for these delays. And to further muddy the waters, political turnover in each of the jurisdictions means that current elected officials have a get-out-of-jail-free card by blaming unpopular decisions on their predecessors. RTA officials have floated that local governments could dig into their own pockets to fill the gap, but that is unlikely to happen."

MONTHLY REPORT
A medical flight is considered both an arrival and a departure of the same aircraft.
February - Total flights =138 (69 arrivals,69 departures), 32 arrivals non compliant, 19 departures non compliant - 32% flights non-compliant
March - Total flights = 282 (141 arrivals, 141 departures).
42 non compliant arrivals, 28 non-compliant departures - 24.8% flights non-compliant
A quote from a neighbor in the March report "Flight arrived directly from the north over the 17-1800 blocks of Jeff Park. Completely out of the agreed upon flight corridor. And- what is the deal with the volume of these helicopters? They used to be dramatically quieter. I’ve been living here since 1994, and it’s NEVER been like it’s been the past 6-9 months."
