The below video is a portion of my remarks during a Senate Committee hearing on Senate bill 202 which proposes to remove the Governor from the process of approving parole for those sentenced to terms of life imprisonment for first degree murder and first degree rape. The bill allows for the prisoner’s first parole hearing after 17 years of their sentencing and grants total discretion for parole decisions to an appointed board with no oversight by the Governor.
