FOCUS OF THE MONTH

The FY 26-27 ICMS Implementation Handbook is Now Available!

We are pleased to announce the release of the FY 2026–27 Permanent Housing ICMS Implementation Handbook, a comprehensive resource designed to support Intensive Case Management Services (ICMS) Providers in delivering high-quality, participant-centered services.


This year’s Handbook reflects the continued evolution of the homelessness response system, including the transition to HSH, the integration of Time-Limited Subsidy and Shallow Subsidy programs into Permanent Housing ICMS, updated service delivery and documentation expectations, enhanced billing guidance, and expanded details on monitoring and quality assurance.


We encourage you review the Handbook carefully to familiarize yourself with new requirements, operational updates, and available resources for the upcoming fiscal year. The Handbook serves as a key companion to the ICMS Statement of Work and provides important guidance to support consistent implementation, housing stability, and positive participant outcomes throughout FY 2026–27.

Spotlight Update:

We're absolutely thrilled with the number of nominations we're already received for Spotlight features! We have created a photo release consent form that will require completion prior to Spotlight features. We will begin reaching out to nominators directly to begin the process of completing any required documentation.

ICMS Snapshot Updates

A new flag (highlighted in salmon) was added to the Current Resources and Statuses category in the Participant Level Summary tab for all TLS participants in CHAMP assigned to your agency.


This flag is intended to help agencies identify participants whose current UHA status requires action to support voucher issuance and housing placement efforts.


Providers are expected to:


  • Review the ICMS Snapshot daily
  • Coordinate and communicate with TLS providers to complete the UHA process and facilitate a warm handoff
  • Attend any case conferences assigned to your agency
  • Encourage clients to lease in place whenever possible, unless extenuating circumstances exist
  • Elevate housing search concerns and barriers to your assigned HRE Program Manager


For assistance connecting with TLS providers for clients matched to PSH, coordinate with the TLS Point of Contact identified in HMIS or reach out to your assigned HRE Program Manager.
