This July, GWRCCC continues to champion environmental justice and clean energy solutions that prioritize equity, access, and sustainability for all. We remain committed to ensuring that the pursuit of freedom encompasses clean air, resilient communities, and a healthy planet.


From July 1–7, we recognize National Clean Beaches Week, a reminder of the importance of protecting our waterways, coastlines, and ecosystems. Clean beaches are not just a vacation destination—they are vital to community health, biodiversity, and climate resilience. Our support for alternative fuels and zero-emission transportation plays a crucial role in reducing pollution that harms our land and waters.


On July 11, World Population Day, we acknowledge the need for sustainable infrastructure and thoughtful environmental planning that meets the growing needs of a global population, while ensuring no community is left behind. Equitable access to clean transportation and green jobs must be central to this strategy.


As we mark World Nature Conservation Day on July 28, GWRCCC reaffirms its dedication to preserving natural resources through clean energy adoption, sustainable mobility, and workforce development. Our work to promote electric vehicle infrastructure, cleaner fuels, and education within underserved communities directly contributes to protecting our shared environment.



This month and every month, we are building toward a future where environmental health, economic opportunity, and clean energy access are realities for all. Because true freedom—and true justice—must also be green.


GWRCCC Green Leaders On The Move: The Future Of Mobile EV Charging With Pioneering eMobility

Geo Murickan, CEO of Pioneer eMobility, discusses how e-Boost is solving long wait times for EV charging infrastructure with mobile fast-charging solutions. He explains how propane-powered units offer flexibility for fleets, the challenges of grid connection delays, and the role of renewable propane in reducing emissions. Murickan also shares advice for fleet operators electrifying in 2025 and introduces ME2X, a new solution for delivering off-site solar power.

Ron Flowers Future Green Leaders Scholarship


In honor of Ron Flowers, the first executive director of GWRCCC and a champion for clean transportation in the DMV, we are proud to offer the Ron Flowers Future Green Leaders Scholarship. This $1,000 award supports a graduating senior pursuing a college degree who is passionate about improving the environment.


Applicants must submit a 150+ word paragraph on how they plan to make a positive environmental impact, along with their name, grade level, current school, intended college, and extracurricular activities. Submissions are due by July 31, 2025, in a Word document to bradydye@gwrccc.org.

All Things Fleet

In recent developments, the push for alternative fuel adoption in fleet operations continues to gain momentum. As of February 2025, fleet managers are increasingly turning to biodiesel as a viable alternative to traditional diesel due to its positive environmental impact and cost-effectiveness. Biodiesel, particularly B20 and B100 blends, offers a smooth transition to clean energy without requiring costly new equipment or vehicles.


This trend is supported by a growing body of evidence that shows biodiesel’s benefits in reducing greenhouse gas emissions and improving air quality. According to the U.S. Department of Energy, biodiesel has been shown to reduce carbon dioxide emissions by up to 86% compared to traditional petroleum-based diesel. Additionally, biodiesel's higher cetane levels result in smoother engine operation and reduced engine wear, further enhancing fuel efficiency and the lifespan of fleet vehicles. As cities and agencies seek ways to comply with stricter emissions regulations, biodiesel remains a leading choice for fleet managers looking for sustainable, cost-efficient solutions.


Moreover, several state and local government programs have begun offering incentives to fleets adopting cleaner fuels, making biodiesel even more accessible. The U.S. Environmental Protection Agency (EPA) also supports these efforts, recognizing biodiesel as a key player in reducing dependency on fossil fuels while promoting cleaner air and fewer emissions.

The New Era of Hybrid Vehicles

Hybrid vehicles have evolved into powerful, efficient, and reliable options for fleets. With better fuel economy, reduced emissions, and improved performance, today’s hybrids—including plug-in models—offer a practical bridge between gas-powered and fully electric vehicles. As technology advances, hybrids continue to support sustainability goals while meeting modern fleet demands.

Funding Opportunities


New $19.5M Grant Opportunity to Support Global Small Modular Reactor Deployment

The U.S. Department of State’s Bureau of International Security-Nonproliferation announced a $19.5 million funding opportunity under the FIRST Program to advance safe and secure small modular reactor (SMR) deployment globally. This initiative supports U.S. energy dominance and nonproliferation goals through workshops, training, and international partnerships. Up to 10 cooperative agreements ranging from $50,000 to $4 million will be awarded. Applications are due by July 30, 2025. Eligible applicants include U.S. and foreign nonprofits, businesses, universities, and public entities.



DOEE opens Private Fleet Diesel Electrification and Low-NOx applications for registered vehicles in DC

The District of Columbia's Department of Energy and Environment has opened applications to select and replace District-registered Class 4+ medium- or heavy-duty diesel-powered vehicles with zero-emission vehicle equivalents, aiming to lower emissions in the community. To be eligible for replacement, the vehicle must be registered in the District. The deadline for applications is August 1, 2025, with the application timestamped at 11:59 pm on the due date. Nonprofit organizations, faith-based organizations, universities/educational institutions, and private enterprises are eligible to apply for the grant. DOEE has committed $2,396,457 for the project. Exelon Opens 2026 Climate Investment Applications and Announces New Environmental Stewards

Exelon has opened applications for its 2026 Climate Change Investment Initiative (2c2i), accepting submissions through Sept. 15, 2025. The initiative supports startups developing clean energy and climate resilience solutions in Exelon's six key markets. Three new companies—Salient Predictions, SusMaX, and Zero Homes—have joined the 2c2i portfolio for their innovative contributions to weather forecasting, coal ash recycling, and home energy upgrades. With 34 active startups, Exelon has committed $20M to support sustainable innovation. Click here to learn more.



Maryland Clean Energy Loan Program Surpassing $3 Million Milestone for Energy Efficiency Upgrades

The Maryland Clean Energy Center announced that its Clean Energy Advantage (CEA) Loan Pilot Program has surpassed $3 million in financing, enabling homeowners to access loans up to $50,000 with credit scores as low as 580. With 0% interest for the first 24 months, the program aims to empower residents to invest in energy-efficient upgrades, significantly reducing energy costs and enhancing home comfort. The initiative supports over 300 Maryland homeowners, with funding available until December 31, 2025. CEA is administered in partnership with the Montgomery County Green Bank and aims to promote equitable access to clean energy resources while generating local job opportunities. Algorithms for Modern Power Systems (AMPS)

The Algorithms for Modern Power Systems (AMPS) program will support research projects to develop the next generation of mathematical and statistical algorithms for improvement of the security, reliability, and efficiency of the modern power grid. The program is a partnership between the Division of Mathematical Sciences (DMS) at the National Science Foundation (NSF) and the Office of Electricity Delivery & Energy Reliability (OE) at the U.S. Department of Energy (DOE). The Apprenticeships in Clean Energy (ACE) Network is a national coalition of industry, training, and workforce development leaders. NRDC Hiring Carbon Management Specialist

The Natural Resources Defense Council (NRDC) is seeking a Carbon Management Specialist to advance its work on carbon dioxide removal (CDR). This role will support NRDC’s Climate & Energy Department by co-leading CDR strategy, influencing state and federal policies, and helping scale CDR solutions to meet long-term climate goals. The position will work under the Director of Technology and Innovation and in collaboration with senior leadership.


Montgomery County Seeks Capital Projects Manager for Transportation Initiatives

The Montgomery County Department of Transportation is hiring a Capital Projects Manager to oversee the planning, design, and construction of key transportation infrastructure. This role will manage projects including roadways, transit hubs, bike lanes, pedestrian walkways, and drainage improvements. The position ensures successful project delivery from initiation through close-out, supporting the county’s long-term mobility and sustainability goals.


Renewable Fuels Drive GHG Reductions Across Europe

The Tour d’Europe, a three-month journey spanning 77,500 km across 16 countries, showcased the impact of renewable fuels in cutting greenhouse gas (GHG) emissions. With 11 cars and 5 trucks using HVO, B100, E85, renewable gasoline, and BioLNG, the project demonstrated up to 77% CO₂ reduction verified via a digital fuel twin tool. Data was analyzed by the Technical University of Darmstadt and Karlsruhe Institute of Technology. Concluding in Brussels, the initiative urges EU policymakers to adopt a technology-neutral approach that embraces renewable fuels as an immediate, feasible decarbonization solution.

Data Insights: U.S. EV Fast Charging – Q1 2025 Report Highlights

Paren’s latest State of the Industry Report shows DC fast charging reliability is improving nationwide, with uptime rising to 82.6. Station size is expanding—average ports per station hit 3.9, up from 2.7 last year. Utilization reached over 40% in cities like LA, NY, and Miami during peak hours. Over 55,000 ports are now active; growth slowed slightly due to winter construction delays. NACS connector adoption is rising, but most new ports remain CCS-enabled.
