This June, in recognition of Juneteenth and National Great Outdoors Month, GWRCCC honors the ongoing pursuit of freedom, equity, and environmental justice in the clean energy movement. Juneteenth is not only a celebration of emancipation, but also a reminder that the fight for justice must include access to clean air, safe communities, and sustainable infrastructure for all.


As we enjoy the great outdoors this month, we spotlight the importance of clean transportation, renewable energy, and equitable climate solutions that uplift historically underserved communities. Whether it's investing in electric vehicle infrastructure, supporting workforce development in green industries, or expanding access to cleaner fuels, these efforts are part of a broader mission for environmental equity and sustainability.


Together, we can build a future where clean air, economic opportunity, and environmental health are accessible to every community—because freedom and justice must also be green.

GWRCCC Green Leaders On The Move: The Future Of Mobile EV Charging With Pioneering eMobility

Geo Murickan, CEO of Pioneer eMobility, discusses how e-Boost is solving long wait times for EV charging infrastructure with mobile fast-charging solutions. He explains how propane-powered units offer flexibility for fleets, the challenges of grid connection delays, and the role of renewable propane in reducing emissions. Murickan also shares advice for fleet operators electrifying in 2025 and introduces ME2X, a new solution for delivering off-site solar power.

First, I must say a huge thank you to all of the public and private sector fleet and sustainability leaders who provided information to GWRCCC about their 2024 efforts to reduce emissions from transportation and to improve our environment. This information will be included in our annual report to the U.S. Department of Energy. We truly appreciate your time and commitment to this important work.


We understand that many of you are concerned about the current state of the industry. We, too, are facing challenges due to recent local, regional, and national trends. For over 30 years, Clean Cities has persisted and performed to advance new technologies aimed at reducing pollution and emissions. That important work continues—because of you.

Ron Flowers Future Green Leaders Scholarship


In honor of Ron Flowers, the first executive director of GWRCCC and a champion for clean transportation in the DMV, we are proud to offer the Ron Flowers Future Green Leaders Scholarship. This $1,000 award supports a graduating senior pursuing a college degree who is passionate about improving the environment.


Applicants must submit a 150+ word paragraph on how they plan to make a positive environmental impact, along with their name, grade level, current school, intended college, and extracurricular activities. Submissions are due by July 31, 2025, in a Word document to bradydye@gwrccc.org.

Quinten J. Washington, Quintessential

Quinten J. Washington is the President & CEO of Quintessential Construction Managers & Consultants, LLC, a firm he founded in 2006 to deliver high-quality project and construction management services throughout the DMV region. A graduate of California State University, Northridge with a B.S. in Civil Engineering, Quinten has over two decades of experience working with industry leaders like Bechtel, AECOM, and Black & Veatch.


He has held leadership roles with the Construction Management Association of America (CMAA), the National Society of Black Engineers (NSBE), and the Prince William County Superintendent’s Advisory Council. As a strong advocate for STEM education, he has mentored students and supported events like the USA Science & Engineering Festival.

All Things Fleet

In recent developments, the push for alternative fuel adoption in fleet operations continues to gain momentum. As of February 2025, fleet managers are increasingly turning to biodiesel as a viable alternative to traditional diesel due to its positive environmental impact and cost-effectiveness. Biodiesel, particularly B20 and B100 blends, offers a smooth transition to clean energy without requiring costly new equipment or vehicles.


This trend is supported by a growing body of evidence that shows biodiesel’s benefits in reducing greenhouse gas emissions and improving air quality. According to the U.S. Department of Energy, biodiesel has been shown to reduce carbon dioxide emissions by up to 86% compared to traditional petroleum-based diesel. Additionally, biodiesel's higher cetane levels result in smoother engine operation and reduced engine wear, further enhancing fuel efficiency and the lifespan of fleet vehicles. As cities and agencies seek ways to comply with stricter emissions regulations, biodiesel remains a leading choice for fleet managers looking for sustainable, cost-efficient solutions.


Moreover, several state and local government programs have begun offering incentives to fleets adopting cleaner fuels, making biodiesel even more accessible. The U.S. Environmental Protection Agency (EPA) also supports these efforts, recognizing biodiesel as a key player in reducing dependency on fossil fuels while promoting cleaner air and fewer emissions.

The New Era of Hybrid Vehicles

Hybrid vehicles have evolved into powerful, efficient, and reliable options for fleets. With better fuel economy, reduced emissions, and improved performance, today’s hybrids—including plug-in models—offer a practical bridge between gas-powered and fully electric vehicles. As technology advances, hybrids continue to support sustainability goals while meeting modern fleet demands.

Funding Opportunities

FTA Announces $1.5B in Bus & Low/No Emission Grants

The Federal Transit Administration is offering $1.5 billion in FY25 funding for its Bus and Low/No Emission Program. $1.1B is set aside for zero- and low-emission transit projects. Applications are due July 14, 2025. A webinar will be held June 4, 2–3:30 PM ET to explain eligibility and application steps. Register here.


Maximizing Algal System Yield & SMR Solicitation Reissued

The DOE has reissued its $900 million solicitation for Generation III+ Small Modular Reactors (SMRs) under DE-FOA-0003485. The funding opportunity, now aligned with the new administration's priorities, requires resubmission of previous applications. Key updates include the removal of the Community Benefits Plan and changes to project evaluation criteria. Submissions must now be made through FedConnect.net. Maryland Clean Energy Loan Program Surpassing $3 Million Milestone for Energy Efficiency Upgrades

The Maryland Clean Energy Center announced that its Clean Energy Advantage (CEA) Loan Pilot Program has surpassed $3 million in financing, enabling homeowners to access loans up to $50,000 with credit scores as low as 580. With 0% interest for the first 24 months, the program aims to empower residents to invest in energy-efficient upgrades, significantly reducing energy costs and enhancing home comfort. The initiative supports over 300 Maryland homeowners, with funding available until December 31, 2025. CEA is administered in partnership with the Montgomery County Green Bank and aims to promote equitable access to clean energy resources while generating local job opportunities. Data Insights: U.S. EV Fast Charging – Q1 2025 Report Highlights

Paren’s latest State of the Industry Report shows DC fast charging reliability is improving nationwide, with uptime rising to 82.6. Station size is expanding—average ports per station hit 3.9, up from 2.7 last year. Utilization reached over 40% in cities like LA, NY, and Miami during peak hours. Over 55,000 ports are now active; growth slowed slightly due to winter construction delays. NACS connector adoption is rising, but most new ports remain CCS-enabled. Fixed pricing dominates nationally, while Time-of-Use rates lead in California. The NEVI program pause threatens rural EV infrastructure expansion. Read the full report here.
