For Women’s History Month this year, GWRCCC is taking this celebratory time to
highlight women holding leadership positions in the clean energy industry. Research shows that
women hold only 22% of positions in the traditional energy sector, but 32% of positions in the
renewable energy sector1. As the sustainable economy grows, women are increasingly spearheading the transition, paving the way for a new era of leadership.
The Greater Washington Region Clean Cities Coalition is working to minimize this gap
even further, with 85% of staff positions held by women. We also hold close relations with
several women-run companies, including CEO Sheryl Ponds of Dai Technologies Corporation,
which brings full-service installation of Electric Vehicle charging equipment to the Washington
Region.
Jill Hamilton, founder of Sustainable Energy Strategies, and another close partner with
GWRCCC, had this to say about female leadership;
As a woman in a historically male-dominated industry, I remember when someone made
me feel inadequate or invaluable, whether intentionally or unintentionally. Eleanor Roosevelt
said it best, “No one can make you feel inferior without your consent.” We are so much better
when we work together. Trust, there is room for all of us. Listen when someone is speaking.
Collaborate where possible. Encourage young people. We all have a voice and role to play
during this great energy transition. All I ask is that you show up and participate.
By collaborating with these organizations and uplifting female voices, we can promote
women who are leading the transition to clean energy. It will take a great deal to foster
sustainability, but as Jill Hamilton stated, together, we can make it happen.

He explains how propane-powered units offer flexibility for fleets, the challenges of grid connection delays, and the role of renewable propane in reducing emissions. Murickan also shares advice for fleet operators electrifying in 2025 and introduces ME2X, a new solution for delivering off-site solar power. |

GWRCCC recently hosted our Annual Opening Reception on February 26th at our new office building, located at 899 North Capitol Street, N.E., Washington, DC. Over 300 people attended the event. Advocacy Matters
GWRCCC, along with its members and stakeholders, joined over 100 clean energy and transportation leaders from across the country at the Annual Energy Independence Summit, hosted by Transportation Energy Partners in Washington, DC. Collectively, over 130 congressional offices were visited, with discussions focusing on funding for the U.S. DOE Clean Cities and Communities Program, the Renewable Fuel Standard, the release of contracted/awarded IRA and BIL funding, and the need for predictability in federal tax incentives for clean energy and transportation projects.

The GWRCCC DC Opening Reception was a fantastic evening of networking, collaboration, and discussions on the future of clean energy and sustainable transportation.
Held in the heart of Washington, D.C., the event brought together government officials, industry leaders, and community advocates to explore new initiatives and strengthen partnerships.

As the founder of Event One Solutions
International, she has conceptualized and executed over 50 events across North Africa, Europe, the
Middle East, and the United States, focusing on energy, environment, water, smart cities, and climate
solutions, with an emphasis on the circular economy. As Commissioner of the International Climate
Webinar Series, she fosters critical dialogue and promotes sustainable solutions. Salima also co-
founded Energy One Solutions International, a startup optimizing energy solutions and creating monetization strategies for the energy transition. Her early contributions include co-organizing the first major exhibition and conference for the North African water and energy industry in 2001 and
contributing to Africa's inaugural environmental information magazine.
Her proven ability to manage complex communications is underscored by her seven years as Communication Director with the
GO15 Association of the 19 largest power grid operators in the world. Working directly with CEOs and top executives, she developed and implemented the GO15 communication strategy, which included
organizing high-profile conferences and events around the globe.
With an academic foundation in
Agronomy and Crop Science and trilingual skills, she effectively engages diverse international

Article by GWRCCC Intern Kaite Lee, UC Davis | Fleet vehicles typically use diesel fuel due to its proven consistency in performance. When selecting a fuel several factors go into the decision: price, emissions, vehicle needs, and more. Diesel has an overall better fuel efficiency and longer lifespan compared to gasoline, however, fleet managers trying to move towards clean energy should try biodiesel as an alternative. This fuel provides a seamless transition without the need for new equipment or vehicles. Biodiesel has a higher cetane level which allows the engine to run smoother and quieter which in turn increases the fuel lubricity, which is important for heavy-duty diesel engines. The national price averages in October 2024 were $3.24 per gallon for diesel, $3.18 per gallon for B20, and $3.96 per gallon for B100. Jason Nordt, Fleet Management Officer of the DC Department of Public Works, shared that they “utilize B100 fuel year round and thus far it has been very successful for us… it improves air quality and reduces emissions in the fleet program”. When considering fuel options, biodiesel is a sustainable and fuel-efficient choice for fleets. | | |

Recent federal policy shifts have brought changes to the energy sector, impacting the trajectory of renewable energy initiatives. The previous administration introduced legislation aimed at accelerating the transition to clean energy, while the current administration has placed a renewed focus on strengthening domestic energy production across various sectors. As these policy adjustments unfold, many are watching closely to see how they will shape the future of renewable energy development. GWRCCC remains committed to keeping stakeholders informed on key legislative updates.
On February 14, 2025, an executive order established the National Energy Dominance Council, tasked with advising the President, coordinating efforts between the federal government and private sector energy partners, and providing recommendations to enhance domestic energy production. The order highlights an all-encompassing approach to energy, including traditional and renewable sources, as well as critical materials.
At the same time, reports indicate that federal grants supporting battery manufacturing and electric transportation have been paused, alongside a review of approvals for certain wind and solar projects. While the full scope of these policy changes is still unfolding, GWRCCC remains dedicated to advocating for clean energy advancements and will continue to monitor and provide updates on legislative developments affecting the sector.

DOE Awards Over $12 Million for Local Clean Energy Projects
The U.S. Department of Energy has awarded $12.62 million to 35 state, local, and Tribal governments under the Energy Efficiency and Conservation Block Grant (EECBG) Program to enhance energy efficiency, lower energy costs, and reduce greenhouse gas emissions. Funded by the Bipartisan Infrastructure Law, these grants will support initiatives such as fleet electrification, solar installations, and energy efficiency upgrades in low-income communities. The EECBG Program is part of the Biden-Harris Administration’s Investing in America agenda, aiming to advance environmental justice and accelerate the nation’s clean energy transition.
Maryland Clean Energy Loan Program Surpassing $3 Million Milestone for Energy Efficiency Upgrades
The Maryland Clean Energy Center announced that its Clean Energy Advantage (CEA) Loan Pilot Program has surpassed $3 million in financing, enabling homeowners to access loans up to $50,000 with credit scores as low as 580. With 0% interest for the first 24 months, the program aims to empower residents to invest in energy-efficient upgrades, significantly reducing energy costs and enhancing home comfort. The initiative supports over 300 Maryland homeowners, with funding available until December 31, 2025. CEA is administered in partnership with the Montgomery County Green Bank and aims to promote equitable access to clean energy resources while generating local job opportunities. Funding Notice: $88 Million for Advanced Vehicle Technologies
The U.S. Department of Energy (DOE) has announced an $88 million funding opportunity under the Fiscal Year 2025 Vehicle Technologies Office (VTO) Program. This initiative seeks innovative transportation solutions for both on- and off-road vehicles. Submission Deadline for Concept Papers: April 1, 2025, at 5:00 p.m. ET
Awards will range from $1 to $6 million, with up to 47 projects funded.
Applicants must submit a concept paper by April 1 before the full application.
NEVI Round 2 RFP Deadline Extended & Updates
Maryland has released Addenda No. 2 and 3, addressing Offeror inquiries and extending the NEVI Round 2 RFP deadline. These updates are now available on the eMaryland Marketplace Advantage website. The new submission deadline is June 30, 2025, at noon ET, with the final date for submitting questions set for May 30, 2025 (see Section 4.4 for details). EPA Awards $4.3 Billion for Community-Driven Climate Solutions
The U.S. Environmental Protection Agency announced $4.3 billion in grants for 25 selected applications under the Climate Pollution Reduction Grants (CPRG) program. These funds will support state, local, and Tribal entities in 30 states to implement projects that reduce greenhouse gases, improve air quality, and promote environmental justice. The U.S. Department of Transportation (DOT) has announced $800 million in funding under the Low Carbon Transportation Materials Program, aimed at promoting the use of low-carbon construction materials in transportation projects. Supported by the Inflation Reduction Act, this initiative empowers state, local, and tribal governments to reduce greenhouse gas emissions and transition to sustainable transit options.
