There is exciting news regarding lots of local, state, and federal funding opportunities. Recently, the U.S. Department of Energy and the U.S. Environmental Protection Agency released grant announcements for projects related to ports, vehicles, and much more. Each week, GWRCCC provides information about various grants to paying members in our Press Review. When applying for public and private grants, always contact us for letters of support and to become a project partner. Our organization has over 30 years of experience in grant and project management.

Kiara Moore is a junior Broadcast Journalism major at Bowie State University and is graduating in May 2025. As a communications and social media intern for GWRCCC, she has been dedicated to honing her skills in effective communication and bringing awareness to the cause of the organization. She brings a fresh perspective to the team, eager to contribute innovative ideas and enhance the organization’s outreach efforts.
She was born and raised in Washington, D.C. but currently lives in Bowie, MD. She is currently a campus ambassador for Good Molecules, a prominent skincare brand and a part of the Bowie State Gospel Choir. She enjoys reading romance novels, working out at the gym, binging old Disney+ classics and writing!

By signing the EMPOWER Program pledge, your business or organization pledges to try to provide resources and guidance to ensure EV charging is accessible to all communities in the DC, Maryland, Virginia region. Join us in promoting sustainability for employees in the D.C., Maryland, and Virginia region.
We don’t need project specifics, just a commitment; by signing, you will try to install at least one EV charging station in the future. Once you sign the pledge, we will give you $250 and access to resources to help you through the workplace charging installation process.

Clean Bus Planning Awards (CBPA) program | |
|
The National Renewable Energy Laboratory (NREL) announced the $5 million Clean Bus Planning Awards (CBPA) program, funded by the Joint Office of Energy and Transportation (Joint Office). Managed by NREL, the CBPA provides free technical assistance to create comprehensive and customized bus electrification plans for fleets across the United States.
Applications for assistance are open on a rolling basis through Sept. 30, 2024, giving fleets an opportunity to fully understand their needs before applying for support. This new program will reduce the burden of electrification by helping fleet managers create a step-by-step plan to transition their bus fleet. Learn more.

Clean Ports Program Zero-Emission
Technology Deployment Competition NOFO

The nearly $2.8 billion Zero-Emission Technology Deployment Competition will directly fund zero-emission port equipment and infrastructure to reduce mobile source emissions at U.S. ports. Eligible uses of funding include human-operated and maintained zero-emission cargo handling equipment, harbor craft and other vessels, electric charging and hydrogen fueling infrastructure, and a number of other technology investments. Applications under this competition will be evaluated under multiple tiers in order to ensure that funds are distributed across ports of different sizes and types, and to ensure funding for ports serving Tribal communities.
The funding for the two Clean Ports Program grant competitions is available to port authorities; state, regional, local, or Tribal agencies that have jurisdiction over a port authority or port; air pollution control agencies; and private entities that apply in partnership with an eligible entity above, and that own, operate or use facilities, cargo-handling equipment, transportation equipment, or related technology of a port. The funding can be used for projects at water ports (coastal and inland) as well as projects at facilities where goods are transferred between rail cars and trucks (dry ports).

The approximately $150 million Climate and Air Quality Planning Competition will fund climate and air quality planning activities at U.S. ports — including emissions inventories, strategy analysis, community engagement, and resiliency measure identification. Together, these opportunities will advance next-generation, clean technologies that will more safely and efficiently drive the movement of goods and passengers at our nation’s ports, a critical part of America’s supply chain infrastructure while reducing pollution and advancing environmental justice.

Preparing to Apply for DOT Funding in 2024?
Dozens of discretionary grant funding opportunities provided through the BIL will be made available over the next twelve months from virtually every operating administration at DOT. To help your organization prepare for the coming year, bookmark DOT’s Calendar of Key Notices of Funding Opportunities; see how prepared you may be as an applicant by working through our Grant Application Checklist; and check out other resources available on the DOT Navigator along with more detailed information available on each program’s specific webpage. If your organization unsuccessfully submitted an application in FY 2023, look to see if you can still request a debrief from the DOT program to learn more about your application’s strengths and weaknesses to help prepare a stronger application in the coming year.

Technical Assistance to Support Electric Vehicle Deployment
The Joint Office of Energy and Transportation (Joint Office), in partnership with FHWA, the Federal Transit Administration (FTA), and the Environmental Protection Agency (EPA), offers free technical assistance on the planning, deployment, operation, and maintenance of a national network of electric vehicle (EV) chargers, zero-emission fueling infrastructure, and zero-emission transit and school buses. Technical assistance is available to states, communities, tribal nations, school districts, and transit agencies.

DC Moves Forward with Advanced Clean Cars II Program
Recently, DC announced its formal adoption of the Advanced Clean Cars (ACC) II Rule, which requires auto manufacturers to ensure that every new light-duty car sold in the District is a zero-emission vehicle (ZEV) by 2035. ACC II would set the District on a path to lower vehicle emissions and kickstart a healthy transition to electric vehicles and cleaner air.

Department of Energy and Environment – Environmental Protection Specialist
This position is in the Air Quality Division of the Environmental Services Administration. The incumbent in this position will assist in the development and drafting of environmental policies, regulations, guidelines, procedures, and forms. They will work on one or more environmental programs and assist in planning, developing, preparing, and implementing Standard Operating Procedures, Quality Assurance Project Plans, and similar quality control measures relating to specific environmental disciplines. Biden-Harris Administration invests $3B into clean ports as part of President Biden’s Investing in America agenda
The U.S. Environmental Protection Agency announced the launch of the $3 billion Clean Ports Program to fund zero-emission port equipment and infrastructure to tackle the climate crisis and improve air quality at U.S. ports as part of President Biden’s Investing in America agenda. The funding opportunities were created under President Biden’s Inflation Reduction Act — the largest climate investment in history — and will advance environmental justice by reducing diesel pollution from U.S. ports in surrounding communities, while creating good-paying jobs.
