Here we grow again! Future Green Leaders

Future Green Leaders is a 6-week program that focuses on teaching youth about the importance of leadership, financial empowerment and green jobs. Students in this program will become well-informed about sustainability and environmental basics.

2023 Climate and Energy Leadership Awards

Government agencies, non-governmental organizations (NGO), and educational institutions across metropolitan Washington are invited to apply or nominate candidates for the 2023 Climate and Energy Leadership Awards offered by the Metropolitan Washington Council of Governments (COG). Winners serve as a role model for the region, and are recognized in front of local, regional, and national officials for their innovative climate stewardship projects and programs that engage and serve the region’s underserved communities. Some past winners include Fairfax County Public Schools (2016), and Prince George’s County Sustainable Energy Program (2018) and Rise N Shine Foundation, Inc. (2022).

Joint Office of Energy and Transportation Update

The Biden-Harris administration today announced the Joint Office of Energy and Transportation’s $51 million Ride and Drive Electric funding opportunity to support the rapid transition to electrified transportation and catalyze private sector investments in clean transportation.


The administration also announced the launch of the National Charging Experience Consortium to accelerate rapid, on-the-ground solutions that ensure a reliable, equitable, and easy-to-use charging experience for all Americans.


Ride and Drive Electric Funding Opportunity Announcement

The Ride and Drive Electric funding opportunity will be administered by the Joint Office of Energy and Transportation (Joint Office), which was created through the Bipartisan Infrastructure Law (BIL) to leverage the combined expertise of the departments of Energy and Transportation to build out a national electric vehicle (EV) charging network that can build public confidence and fill gaps in rural, disadvantaged, and hard-to-reach locations.

The funding will advance the mission and vision of the Joint Office by:

  • Enhancing institutional capacity
  • Encouraging holistic approaches
  • Fostering inclusive and equitable outcomes
  • Ensuring a reliable and consistent consumer experience.

The National Charging Electric Consortium (ChargeX)

The ChargeX Consortium is a new effort led by U.S. Department of Energy national laboratories that will work to rapidly develop solutions that ensure a reliable and frictionless charging experience for all Americans.


Argonne National Laboratory, Idaho National Laboratory, and the National Renewable Energy Laboratory will collaborate with organizations representing a cross-section of the EV charging industry on complex issues that require multi-stakeholder collaboration to solve and simplify.


The Consortium already has commitments from more than 25 companies and organizations working to support the deployment of a reliable national charging network. The ChargeX Consortium builds on the foundation for charging reliability established by the minimum standards for Federal Highway Administration Title 23 funded EV charging infrastructure projects and

complements the Ride and Drive Electric funding opportunity.

The 2023 Clean School Bus (CSB) Grant Program is now open! This is the first grant funding opportunity through the multi-year funding program and follows the 2022 CSB Rebate Program, which was the first round of funding. Under the 2023 Grant Program, EPA anticipates awarding approximately $400 million in competitive grant funding to eligible applicants for the purchase of zero-emission (ZE) school buses, clean school buses, and ZE charging infrastructure.

This Notice of Funding Opportunity (NOFO) includes two sub-programs, one for school district and Tribal applicants (School District Sub-program) and one for third-party applicants (Third-Party Sub-program). EPA is providing two separate competitions under this single NOFO to address the unique needs and concerns of diverse recipients and encourage participation in the CSB grants program. 

 

EPA is prioritizing applications that will replace buses serving high-need local education agencies, rural areas, Tribal school districts funded by the Bureau of Indian Affairs, and public school districts receiving basic support payments for students living on Tribal land. In addition, EPA is committed to ensuring the CSB Program delivers on the Biden-Harris Administration’s Justice40 Initiative that at least 40% of the benefits of certain federal investments flow to disadvantaged communities.

 

The NOFO will be open for 120 days. Applicants must submit all grant application materials to Grants.gov by: Tuesday, August 22, 2023, at 11:59PM ET.

 

EPA will host a series of public webinars from May through August to provide potential applicants with an overview of the NOFO and how to apply. More information will be posted to the Clean School Bus Webinars webpage.

Technical Assistance Webinars on Buildings Upgrades


Technical assistance webinars for the Buildings Upgrade Prize are open to the public and will cover topics such as community-driven planning, funding sources for building retrofits, and more. The Buildings UP Prize Phase 1 application is due July 18.


Application support is also offered before Phase 1 to encourage new and under-resourced applicants to apply.

Safe Streets and Roads for All - Announcement

More than 500 communities received funding for planning and projects from first round of grants announced in February; second round of funding encourages applicants to submit proposals that include demonstration projects that can be built quickly from temporary materials.

The U.S. Department of Transportation (DOT) has opened the process for cities, towns, counties, Tribal governments and Metropolitan Planning Organizations (MPO) to apply directly for a total of $1.177 billion to fund local projects that improve roadway safety. 

The funds are from the competitive grant program, Safe Streets and Roads for All (SS4A), which was created in President Biden’s Bipartisan Infrastructure Law to help communities both plan and carry out projects that help reduce the number of deaths and serious injuries on our highways, streets, and roads. Funding can be targeted toward known high-crash areas, which are easier than ever to identify thanks to an interactive tool created by DOT. Locally driven solutions can include everything from improving “The crisis of traffic deaths on our nation’s roadways demands urgent and sustained action by us all,” said U.S. Transportation Secretary Pete Buttigieg. “With our Safe Streets and Roads for All program, we are helping communities across the country save lives by making their roads safer.” 

Launching and administering the SS4A grant program is a major element to DOT’s National Roadway Safety Strategy, launched in 2022 to address the high number of traffic deaths happening across the country. 

In February, DOT announced 473 communities received Action Planning grants and 37 communities received Implementation grants from the first round of SS4A funding. With similar funding available this year, the Department encourages all interested communities to apply. The application process for SS4A is designed to be as easy as possible and increase accessibility to this program, particularly for smaller communities, Tribal governments and recipients new to Federal funding. Applicants for this cycle are encouraged to submit proposals that include the use of demonstration activities, sometimes also known as “quick build” projects, as part of their Action Plans, as well as undertaking more traditional action planning and implementation activities. DOT anticipates awarding at least $250 million in demonstration activities this funding round. 

Applications may come from individual communities or groups of communities and may include MPOs, counties, cities, towns, other special districts that are subdivisions of a state, certain transit agencies, federally recognized Tribal governments, and multijurisdictional groups of eligible applicants.

VTO Announces Video Information Series to Assist Applicants Apply for Funding Opportunities


The U.S. Department of Energy’s (DOE) Vehicle Technologies Office (VTO) is announcing a new video information series explaining VTO’s Funding Opportunity Announcement (FOA) process and application components. The videos, which are available on VTO’s Funding Opportunities page, were created to help potential applicants understand the VTO FOA process and requirements and learn how to properly submit the required FOA components.


VTO developed this series in response to Clean Cities stakeholder feedback regarding barriers to VTO’s funding opportunity processes. The series provides clarity on VTO’s FOA process, which is complex and can be difficult for new applicants. The series also applies learnings from the Clean Cities Energy and Environmental Justice Initiative on empowering underserved communities to expand the reach of impacts from funded projects to maximize the benefits of VTO investments that flow to underserved communities.


This series includes:

Session 1: Basics of a VTO Funding Opportunity – DOE staff provide an overview of the application process for a VTO FOA, including the concept paper and full application phases. Presenters also discuss the key FOA content to read and review, specific FOA language to pay close attention to, and the required components of a full FOA application.


Session 2: Preparing a FOA Budget Justification and Other Application Components – DOE staff describe key information regarding FOA application components that correspond to a project budget, including an SF-424 allowable project costs, Budget Justification, and Cost Share.


By helping to foster business opportunities and economic development for all potential applicants, this information series is aligned with the Biden administration’s Justice40 Initiative, which established a goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities that are marginalized, underserved, or overburdened by pollution. DOE: Funding Opportunity Announced: for Applied Research and Development Projects to Drive Industrial Decarbonization

 

DOE Office of Energy Efficiency and Renewable Energy (EERE) announced a $156 million funding opportunity that will advance high-impact applied research, development, and demonstration projects to reduce greenhouse gas emissions across the U.S. industrial sector. Applications packages must be submitted on or before June 23th, 2023

EPA: 2023 Clean School Bus Program Grant Notice of Funding Opportunity 


Under the 2023 Grant Program, EPA anticipates awarding $400 million in competitive grant funding to eligible applicants for the purchase of zero-emission school buses, clean school buses, and ZE charging infrastructure. EPA is providing two separate competitions under this single NOFO to address the unique needs and concerns of diverse recipients and encourage participation in the CSB grants program. Applications are due August 22nd, 2023.

Upcoming USDOT Funding Opportunities


· FHWA has announced the first-of-its-kind pilot program to make roads safer, prevent wildlife-vehicle collisions, and improve habitat connectivity through the Wildlife Crossings Pilot Program. Grants are available for all project activities, including but not limited to research, planning, design, and construction. FHWA seeks to award non-construction and construction projects under the Wildlife Crossings Program, including research on safety innovations, mapping and tracking tools, and the design and construction of overpasses and underpasses. Applications are due August 1, 2023.


· Competitive funding is now available for states, Metropolitan Planning Organizations, local governments, transit agencies, and Tribes through FHWA’s Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program. The program supports projects that improve the resilience of surface transportation systems, including highways, public transportation, pedestrian facilities, ports, and intercity passenger rail. FHWA encourages applicants to use the application checklist when preparing their application. Applications are due August 18, 2023.

MEEP Program

MEEP is supported by a grant from the U.S. Department of Energy. The project allows school districts to gain experience with electric school buses from multiple manufacturers, evaluate vehicle performance (including comparison to baseline conventional fuel buses), and provide valuable information about incorporating electric school bus technologies into their fleets.

MAEP Program

Funded by the US Department of Energy, this $14.6 million project is designed to create a regional EV ecosystem in the District of Columbia, Maryland, Virginia, and West Virginia. It will connect the Mid–Atlantic Region’s cities through EV infrastructure sub–projects including multimodal hubs such as airports, seaports, and logistics centers. It will also address educational, planning, and equity issues of populations near these hubs. The goal is to install approximately 200 EV charging units. It is a 3–year project through 2024.
