Sen. Borris L. Miles Biography
Sen. Borris L. Miles is a lifelong resident of Houston who grew up in Sunnyside and attended Yates High School. He received a degree in Criminal Justice from Sam Houston State University and is a former law enforcement officer. Miles is
now a successful entrepreneur and businessman, owning and operating one of the largest insurance agencies in Texas and responsible for the redevelopment of several commercial areas in Houston.
Senator Borris L. Miles was elected to the Texas Senate in 2016 after serving four
terms in the Texas House of Representatives. He has prioritized expanding the
opportunities for minority businesses while in the Legislature. He worked with
TxDOT to create The Road Ahead, a program to directly connect prime contractors
with qualified DBEs, and negotiated with TxDOT to double the DBE goal for the
288 toll project. Senator Miles has filed legislation to increase oversight of state
agencies' compliance with DBE goals and to have schools teach students in Career
and Technical Education classes about opportunities for minority businesses.
- Senate Bill 1364, expanding the small business development center network
- Senate Bill 1738, expanding mentor-protégé programs across state agencies
- Senate Bill 795, expanding the Texas Enterprise Fund to match HUB awards by the Fund in proportion to awards by state agencies
- Senate Bill 794, requiring the Texas Enterprise Fund to report on grant awards made to HUBs
- Senate Bill 298, requiring the TEA to develop curriculum on HUB certification for technical and career education courses, and would have directed the Comptroller to publicize the certification procedures and assistance opportunities for HUBs
In the Senate, Miles serves on the Criminal Justice; Health & Human Services;
Natural Resources & Economic Development; and Nominations Committees.
