Jennifer LaCava Honored by NYSATA

High school art teacher Jennifer LaCava won New York State Art Teachers Association’s Regional Art Educator of the Year Award at its annual conference in Binghamton last month. Congratulations, Jen!

From Jen’s colleague, Craig Mateyunas:

Jen is a truly active member of NYSATA. Since knowing Jen, she has always been proactive about sharing new information and artistic skills with other art educators within NYSATA. Jen is well known for having taught workshops at Great Camp Sagamore for the past few years. When hearing people talk about what they learned through one of Jen’s lessons and how helpful Jen is, it is a clear reflection of who she is an an artist, person, and educator. Jen is always encouraging participation in Region 9 activities and strives for perfection as she carries out her role as Co Chair and Board of Trustee Representative. Through this leadership position, her organizational skills are highlighted which is bringing in new ideas and getting more people involved in NYSATA everyday.

In November, I attended the annual NYSTRS Delegate Convention, which was held in person for the first time since November 2019 in Saratoga, New York.

At the convention, legislative changes from 2022 were discussed. They are as follows:

  1. NYSTRS retirees can earn unlimited compensation in a position at a school district or BOCES without suspension of their retirement allowance from April 9, 2022 through June 30, 2023.
  2. Tier 6 employee contribution rates will be determined using only a membe'rs annual base wages for contributions to be made during the two fiscal years ending June 30, 2023 and June 30, 2024.
  3. Members in Tiers 5 and 6 will now only need five years of service credit to be vested for eligibility towards a service retirement benefit. Prior to this change, Tiers 5 and 6 members needed 10 years of service credit to vest.

Two pieces of legislation that are pending approval by the state legislature were also discussed. They are as follows:

  1. Would allow a NYSTRS service retiree who a. returns to active service, b. suspends their pension benefit, and c. earns at least 2 years of service credit after their restoration to active service, to elect a full recalculation upon retiring again. That recalculation would combine with the service credit and salary they earned before their initial retirement with the service credit and salary they earned after their restoration to active service. Upon election of recalculation the member must return the amount of pension previously received plus interest, either in a lump sum or by an actuarial reduction of their recalculated pension.
  2. Would amend section 177 of the Retirement and Social Security Law to increase the percentage of assets which may be invested by a public retirement system of the state of New York under the “basket clause“ provision from 25% to 35%.

NYSTRS remains committed to being an exemplary pension system and to providing excellent customer service.

Replies must be made within 48 hours so that we can respond to requests in a timely manner. Once we hear back from you, we will forward the parent's phone number and student information.
