City of Orillia: City-Owned Properties One Step Closer to Being Smoke Free
News Release
A by-law banning smoking/vaping tobacco and cannabis outdoors on property owned or leased by the City of Orillia is being presented to Council for final approval on April 1 after receiving Council support at its meeting this week. Once approved, the by-law would come into effect on May 15, 2019.
"Council thoroughly debated the idea of banning smoking and vaping on properties owned or leased by the City and ultimately determined that we want to create a greener, healthier community and this is one way in which we can support that initiative. I believe that by making our City parks, trails and properties smoke- and vape-free we are providing a welcoming environment that contributes to the overall wellbeing of our citizens and visitors. Based on discussion around the Council table, this by-law may evolve with time," said Mayor Steve Clarke.
At its meeting on March 4, Council provided direction on specific exemptions it would like included in the by-law. The exemptions are: the current designated smoking area at the City-owned Nordia property (2 Hunter Valley Rd.), and the Stephen Leacock Museum (50 Museum Dr.) during special events, subject to a smoking permit being issued by the City's Parks, Recreation and Culture Department.
The ban on smoking/vaping outdoors includes tobacco, cannabis, e-liquid for vaping, and herbal material used in waterpipes, and applies to the following locations owned or leased by the City of Orillia:

Any property upon which is located a municipal building, park, or beach;
·
Any parking lot, trail, walkway, or lane;
·
Any dock;
·
On or within a vehicle located on City-owned or leased property; and,
·
On or within a boat located or moored on City-owned or leased property.
In addition to the specific exemptions approved by Council, the following general exemptions apply to a person that is:
·
Smoking/vaping on any portion of a highway (this includes sidewalks) as municipalities do not have any jurisdiction to regulate this area;
·
Smoking/vaping while situated on a vessel containing sleeping, cooking, and toilet facilities that is moored within any City-owned or leased water lot;
·
Smoking/vaping on a campsite within a park, provided the campsite has been approved by the City in conjunction with a special event;
·
Entitled to possess cannabis for medical purposes and can provide the necessary documentation.
The Simcoe Muskoka District Health Unit (SMDHU) states: "Adopting or expanding a smoke-free/vape-free by-law is an important consideration for a municipality to positively impact the health of the communities it governs. Based on the evidence, SMDHU encourages municipalities within the health unit to enact smoke-free/vape-free legislation for the following reasons:

Directly contributes to creating a smoke-free/vape-free culture
·
Reduces the initiation of smoking and vaping among our youth
·
Reduces the prevalence of tobacco use
·
Protects the environment
·
Protects against second-hand smoke and vape
·
Increases the number of people who quit smoking
·
Reduces tobacco-related morbidity and mortality, including acute cardiovascular events."
Following approval of the by-law banning smoking/vaping on property owned or leased by the City, the City will hire a part-time Municipal By-law Enforcement Officer to assist in enforcing the by-law effective May 15. The City will also erect new signage, which will complement a robust public education campaign, to inform residents and visitors of the ban. These costs are being subsidized through provincial funding provided by the Ministry of Finance associated with the legalization of cannabis.

City of Orillia: Transit service to Orillia Square Mall extended to April 2020
News Release
Those looking to ride the bus to and from the Orillia Square Mall can continue to do so until at least April 2020.
At its meeting on March 4, Council approved the continuation of Orillia Transit service to the mall located outside of City limits for another year following the Township of Severn committing one-year funding to the operating costs of the service. The total cost of running transit service to the mall is $47,500, which was historically paid by the mall annually, and will now be divided between the mall ($15,000), the Township of Severn ($15,000) and the City of Orillia ($17,500).
"A partnership between the City, Severn and the mall to fund this service demonstrates good partnerships at work and I commend our neighbours for their contribution," said Mayor Steve Clarke. "Orillia Council is pleased transit service to the mall will continue to run. I believe Orillia taxpayers should not be on the hook to pay completely for a service that goes outside of the City. We will continue to negotiate for long term stability of the service."
Council authorized staff to continue working with the mall's management company, Bentall Kennedy (Canada) Limited, and the Township of Severn to re-negotiate the transit services agreement to the Orillia Square mall beyond April 2020. The results of those negotiations will be considered during the 2020 budget.
In 2017, the new ownership group of the Orillia Square Mall (Canadian Tire Real Estate Investment Trust REIT represented by Bentall Kennedy) offered a reduced contribution to renew the transit service agreement to the mall. At that time, Council extended the service to April 30, 2019 for the reduced contribution with the condition that if a full value agreement could not be met by Dec. 1, 2018, transit service would be discontinued to the mall.

City of Orillia: Provide Feedback on Orillia's Backyard Hen Pilot Project

Orillia's backyard chicken/hen coop pilot project will end on June 5, 2019. The City of Orillia wants to hear your feedback on the pilot project and potential next steps through a short survey available at
orillia.ca/backyardhens

In May 2017, following much public interest and to foster local food production, Council approved awarding of up to 12 hen coop licenses permitting backyard chickens in Orillia on a two-year trial basis, with certain restrictions including flock size and property area. The purpose of the two-year pilot project was to gather additional data so that Council could decide whether to permit backyard hens on a permanent basis.
"As the City of Orillia backyard hen pilot project winds down, we want to gather feedback from the public regarding the success of the pilot and how you would like the City to proceed," said Mayor Steve Clarke. "This initiative was championed by residents eager to bring backyard hens to Orillia. We now want to connect back with the community to see if that desire remains."
During the pilot project, there have been three licensed backyard coops housing hens in the city. Throughout the pilot, staff conducted both scheduled and random inspections on the existing coops and did not note any major issues or complaints.
Before reporting back to Council Committee regarding next steps, the City is looking for feedback from the general public, but in particular those residents who expressed interest in having backyard hens, but who did not participate in the pilot project, and from residents who have active hen coops in the city.

Currently, the number of hens in a coop is limited to four hens over the age of four months. Roosters are prohibited and a property must be at least 500 sq. m. (5,382 sq. ft.) in size to accommodate a hen coop. There are also restrictions regarding the location of the hen coop on a property and a licensing fee of $100 is required. City of Orillia: Annie Lloyd- 2018 Athlete of the Year

Nineteen-year-old varsity athlete, Annie Lloyd, was named Orillia's 2018 Athlete of the Year at the Council meeting on March 4, 2019.
Annie Lloyd had a standout year in 2018. Lloyd represented Ontario at the 2018 National Women's Field Lacrosse Championship as co-captain. Lloyd competed with Queen's University Women's Lacrosse Team, winning the Ontario University Athletics Championship. Lloyd was also selected as the Ontario University Athletics Offensive Player of the Year.
"I was honoured to be nominated and I am so happy to be able to represent Orillia," said Lloyd following the ceremony.
Nominated by Mark Obee, Lloyd is described as "an exceptional athlete, who is a leader on and off the field. She is respected by her peers and is an excellent coach and mentor for the younger squad. She is recognized for her leadership abilities, hard work, commitment and positive contributions in her selection as Co-Captain of Team Ontario. She is an athlete who younger players admire and aspire to follow, and she volunteers her time back to the sport."
"On behalf of Orillia City Council and the Recreation Advisory Committee, I'd like to congratulate Annie on her outstanding year and thank her for her ongoing commitment to leadership on and off the field. Her dedication and hard work will also serve her well in her other life pursuits," said Mayor Steve Clarke.
Nominees for the 2018 Orillia Athlete of the Year included internationally renowned rower and water skier, Bob Wink, the Orillia Cricket Club stand-out and Man of the Series, Hemant Patel, and multi-sport athlete and member of league championship AA baseball team, Teddy McCollum-Kuntz.
The award winner was selected by a 10-member panel of local judges representing Orillia Secondary School, Twin Lakes Secondary School, Patrick Fogarty Secondary School, the Elementary School Physical Education Council, Orillia Today, Max 89FM, KICX 106FM, the Orillia Y.M.C.A, Orillia Sport Council and the City of Orillia Recreation Advisory Committee.

He will choose a selection Vinelands wines and fine Canadian cheeses to complement the culinary creations by some of our local food purveyors. There will also be live entertainment during the event.
With your help, our goal is to expand our community outreach in partnership with local and regional charities by providing transportation, meals and opportunities for children and youth to participate in programming that would otherwise not be available to them. These specialized programs support children's development and youth's portfolio development for admission to post-secondary education.

City of Orillia Participating in The County of Simcoe's LIP Partnership #ItStarts Campaign

This year the County of Simcoe's Local Immigration Partnership (LIP) is working on a campaign called #ItStarts to reduce racism and discrimination.
The #ItStarts Campaign is a public education initiative designed to promote equity, acceptance, and diversity. Our goal is to make Simcoe County a more welcoming community for immigrants and visible minorities. We do this by encouraging conversation surrounding racism, and by asking individuals and organizations to take a stand. This year, the campaign will take place over the month of March, which aligns with the International Day for the Elimination of Racial Discrimination (March 21). You can learn more about the LIP and the campaign here.
The City will be taking part in this campaign on March 21 by coordinating photos of individuals holding a sign which reads: "I support diversity because..." and posting these photos on social media. We would like to welcome our partner organizations to participate in this initiative with us.

It is a great event educating, increasing awareness and empowering our 650 grade five students from 22 elementary schools who are 10 years old: to delay onset of drugs, cannabis and alcohol as well as to handle peer pressure in a strong healthy way.

City securing redevelopment rights over the
southern portion of 70 Front St. N.
Process allows for Coldwater Street viewscape and future redevelopment
For immediate release (Feb. 22, 2019) -
To enable the transformative redevelopment of 70 Front St. N., the City of Orillia is pursuing steps to secure the right to redevelop the City-owned land on the southern portion of the site.
"We want to be very clear that securing the redevelopment rights over the southern portion of the 70 Front St. N. plaza has no adverse impact on the future of the Metro store in Orillia or its valuable employees. Metro has a long-term lease at its current location for at least a decade. This is one step in the overall downtown waterfront redevelopment process that allows the City to deliver on its commitment to complete the Coldwater Street viewscape and bring a catalytic development to the core of our city," said Mayor Steve Clarke.
While the City currently owns the entire site, Metro and Subway tenants have lease rights over the southern portion of the plaza which could prevent the site from being redeveloped. A legal process has been initiated to secure the City's right to redevelop the site by expropriating certain lease rights which could affect redevelopment. The City has attempted to gain Metro's consent to extend Coldwater Street and redevelop the southern portion of the site; the City will continue to work with Metro on this matter.
In 2016, the City acquired land at 70 Front St. N. in order to extend Coldwater Street to Centennial Drive and to facilitate redevelopment of the underutilized plaza. In 2017, the City introduced a potential development concept to better understand how the site could potentially be developed, and in 2018 Council gave staff the green light to sell the lands through a Request for Proposal (RFP) process.
When demolition of the southern portion of the site occurs, which will be coordinated with the Centennial Drive reconstruction, the Metro store can still be fully operational as the removal of the southern portion of the plaza does not impact the Metro store and Metro parking lot on the northern portion of the site. The redevelopment of the site has the potential to positively impact Metro as new residents, and therefore potential new customers, would be added to the area.
Concurrently, the City is expropriating the lease rights for Subway located in the southern portion of the plaza and working with Subway to maintain a presence in Downtown Orillia. Two other existing tenants have leases that are expiring in the near-term or have a month-to-month lease and expropriation of their lease rights is therefore not required.
"Securing redevelopment rights is part of the overall process of preparing the downtown waterfront site for sale and redevelopment consistent with the Downtown Tomorrow Plan," said Laura Thompson, Manager of Real Estate and Commercial Development. "Enabling the Coldwater Street extension and redevelopment of the southern portion of the site will increase the quality and quantity of bidders and positively impact the overall purchase price."
This latest step is one of many Council has been working through to prepare the underutilized downtown waterfront site for redevelopment. Council recently enshrined through the Zoning By-Law and Official Plan updates specific rules for the Waterfront Redevelopment Lands such as building heights, landscaping requirements, construction of a public square, design policies that are in keeping with the historic nature of the downtown, and parking provisions that take into account the community feedback received through numerous public consultations regarding the future of the area.
"The redevelopment of this site will provide a strategic link between Orillia's beautiful waterfront and heritage downtown that is in keeping with, or even enhancing, Orillia's wonderful character. Council wants to add residents and new jobs to the downtown that will contribute to the overall tax base and bolster the local economy. This will take tax pressure off Orillia residents, stimulate further development in the area, and contribute to the lifestyle and wellbeing of the community by providing a vibrant downtown core," said Mayor Clarke.
The RFP for the redevelopment of the site is anticipated for release this summer and will outline the vision for the site and evaluation criteria for incoming proposals.

The Orillia 2020 Ontario Winter Games is exactly one year away. The City of Orillia will once again host this spectacular event, taking place between Feb. 27 to March 1, 2020, in partnership with the Ontario Ministry of Tourism, Culture and Sport.
The Orillia 2018 Ontario Winter Games were an enormous success thanks to the community support that was received throughout the region. These games generated an economic impact of $4.2 million.
The "One Year Out" celebration, held today at Rotary Place, was an opportunity for stakeholders to meet the Games Organizing Committee (GOC) and launch the volunteer recruitment campaign and event website,

"The opportunity to host the 2020 Ontario Winter Games presents an incredible opportunity to show off our amazing community. Not only do we have the honour of supporting a record number of young athletes from across the province, we should also take pride in the economic impact to the area generated as a result of the 2018 Games," said Jed Levene, Chair of the GOC.
Levene is President of Rockwater Wealth Management, Past President - Orillia District Chamber of Commerce, Rotary Club of Orillia and Orillia Area Community Development Corporation. Christine Mitchell, a member of the City of Orillia Parks, Recreation and Culture Department, was introduced as the General Manager of the Games.
The 2020 Ontario Winter Games will attract an estimated 3,500 participants who will compete in 27 different sports over the four-day event. New sports introduced to the 2020 games are biathlon, field hockey, futsal and karate. Based on the previous Games and the increase in participants, it is estimated that the Games will help generate approximately $5 million in economic activity for the area.
"In 2018 our community rallied behind the Games and delivered a world-class event," said Mayor Steve Clarke. "I encourage all those who volunteered in 2018 to bring their valuable and much appreciated experience to the 2020 Games and ask all their friends and family to do the same. We are particularly excited to host a number of sports and athletes at our new recreation centre scheduled to open this summer. Together we can showcase Orillia as a premiere sports tourism destination with a community of volunteers like no other."
Today's event launched the Games new online volunteer recruitment campaign. This new online system will streamline the process for registering and give volunteers the flexibility to select their own schedules based on their interest and availability. The system will also be used as a communication tool to send out monthly updates to volunteers ensuring they stay engaged and receive first-hand information regarding any updates to the Games.
