City of Orillia: Orillia Extends Backyard Hens Pilot Another Four Years
News Release

Orillia residents can keep backyard hens for at least another four years. The City of Orillia is extending its pilot project for the keeping of backyard hens on certain properties until June 5, 2023.

"Extending the backyard hens pilot project another four years will hopefully encourage more residents to take part in the opportunity so that Council can further evaluate whether to make the program permanent," said Mayor Steve Clarke. "The initial two-year pilot resulted in only four hen coop licences being issued and Council agreed that more participants and time was needed to make a final decision."

The pilot project allows for a total of 12 hen coop licences throughout the City. With only four hen coops licences currently issued, eight licences are available on a first-come, first-served basis.

In addition, the Ontario Ministry of Agriculture, Food and Rural Affairs is developing educational programs for those wishing to keep urban chickens and for small-animal veterinarians. It is anticipated that these programs will be fully developed by the end of the extended four-year pilot project, at which time these resources will be available in Orillia.

The regulations for the extended pilot project remain the same. A hen coop may be located on a property that is zoned Rural (RU), Residential (R1, R2, R3, R4), Open Space One and Two (OS1, OS2). The property must be at least 500 sq. m. (approx. 5382 sq. ft.) in area to support a hen coop. No hen coop is permitted unless a valid licence has been issued by the City under the Hen Coop Licensing By-law. There is a one-time licensing fee of $100.

The original pilot project was initiated in response to requests by residents and in the interest of encouraging local food production. The original pilot began on June 5, 2017 and will expire on June 5, 2019.  The extended pilot will expire on June 5, 2023.

City of Orillia: Council Approves Sale of Former Train Station At 150 Front St. S
News Release

Council approved the final step in the sale of a former train station located at 150 Front St. S. at its meeting on May 6, 2019.

The City-owned property was determined to not have a municipal use and was therefore deemed surplus to the City's needs in 2011.

"Council recognized the unique heritage features of the former train station and has protected these features by designating the property through the Ontario Heritage Act prior to sale," said Mayor Steve Clarke. "The purchaser, Tim Chow, presented Council with several potential opportunities for redevelopment of the site and we look forward to seeing this property revitalized."

The 150 Front St. S. property was most recently listed for sale in October 2018 at a listing price of $900,000 with a deadline for offers of Jan. 11, 2019. Several offers were received before one offer was selected by Council for further negotiations. Council passed the by-law authorizing the sale of the property to Chow on May 6, 2019. Details, such as the terms of the agreement and purchase price, will remain confidential until the property sale closes on Nov. 1, 2019.

"The accepted offer represents the highest value financially and exceeded the City's asking price," said Laura Thompson, Manager of Real Estate and Commercial Development.

Former tenant, the Orillia District Chamber of Commerce and Service Ontario, recently relocated to a new home at 575 West St. S. Current tenant Ontario Northland, which offers inter-city bus service, can continue to operate from their existing location until Oct. 31, 2019. The purchaser has also committed to speaking with the bus line to determine if there's an opportunity for them to stay on-site beyond this date. Ontario Northland has expressed an interest in having a continued presence in Orillia.

"Ontario Northland has minimal site requirements and we are confident that the City can assist them in finding another location in the downtown if they are not able to stay in their current location," said Thompson.

The City of Orillia investigated potential uses for the site, such as a municipal transit hub; however, several factors such as easements over the property, the heritage designation, the lack of direct access to a signalized intersection which has the effect of impeding turning movements for buses entering and leaving the site, and a lack of alternative access points to the site, revealed the site was not well suited for a transit hub.
Moving forward, the purchaser will be required to further complete their development concepts, and will be required to proceed through the applicable municipal approval process prior to starting work on the lands.

City of Orillia: New Website, Video Promotes Business in Orillia
News Release

A new website and video developed by the City of Orillia Economic Development Department promotes Orillia as a place where business truly meets pleasure!

"Economic development is, and will continue to be, a top priority for Council," said Mayor Steve Clarke. "Orillia has so many great opportunities and a quality of life second-to-none, so it is important that we continue to reach out and promote all that we have to offer using current and relevant tools."

Designed around frequently asked questions from potential investors and developers, the updated "Doing Business" section of the City of Orillia website was recently launched by the economic development office. The new web portal features a user interface based on feedback from the development community and includes a number of features to assist investors in accessing key information quickly in order to make Orillia a business destination.

Beyond the 'Why Orillia' value proposition, developers are typically interested in things like: recent development activity, inquiries about available serviced land, and information related to development incentives offered by the community. The site also features a lands database function, which gives browsers a direct link to local properties listed for sale and lease through the Lakelands Real Estate Board. The database is updated daily.

"The new site is built intuitively, to provide answers to key questions and to give easy access to other important business resource materials, all within a couple of clicks," said Dan Landry, Manager of Business Retention, Expansion and Industrial Development. "We've also incorporated a fresh, modern look with updated visuals and links to videos that tell the story of all that Orillia has to offer."

One of the videos is the second in a series currently being produced by the economic development team, which focuses on attracting commercial and industrial development. As well as being a key link on the new website, the video will also be used in social media campaigns and trade show initiatives the department has planned.

"The City and the region are both very attractive to developers and investors right now. These tools will help us to put our best foot forward and make sure Orillia is considered favorably," said Landry.

Visit the new website at businessinorillia.ca . A link to the new video is available on the landing page and on the City of Orillia YouTube channel. For more information, contact Dan Landry, Manager of Business Retention, Expansion and Industrial Development, at 705-325-4900.
