Hi there,

It's an honor to be your voice in Congress. Here's a look at my latest work for you in Washington and around Utah's Fourth District.

My team is always on call, and we want to hear from you! For more information on our efforts in the House, the constituent services my office can provide, or to share your thoughts with me, visit Owens.House.Gov or give us a call at 801-999-9801.

National Police Week

During National Police Week, we honor America's finest – the brave men and women who risk their lives each day to protect and serve our communities. We will never forget the service and sacrifice of our law enforcement officers in Utah's Fourth District and across the nation. Just this week, House Republicans passed THREE bills to protect and support America's law enforcement community:

H.Con.Res.40 expresses support for local law enforcement officers and condemns efforts to defund or dismantle local law enforcement agencies.

H.R. 2494, the POLICE Act of 2023, would make assaulting a law enforcement officer a deportable offense for illegal aliens.

H.R. 3091, the Federal Law Enforcement Officer Service Weapon Purchase Act, establishes a program for federal law enforcement officers to purchase retired handguns at fair market value, so long as the officer is in good standing with the agency.

Working for the Fourth District

Decades of hard-won progress are under attack because the Left refuses to acknowledge that men and women are biologically different. Proud to stand with Riley Gaines and so many of my colleagues in support of the Women's Bill of Rights to protect fairness and equal opportunity.

I enjoyed visiting with a delegation from Utah representing several chambers of commerce, including leaders and members from the South Valley Chamber and ChamberWest. Utah's businesses are key to our state's success!

I met with National Precast Concrete Association to discuss a number of top issues that are important for Utahns and Americans in the Precast Concrete Industry, like workforce shortages, harmful regulations, and ways to modernize essential infrastructure and boost business.

It was a pleasure to catch up with Council for Higher Education Accreditation (CHEA) leaders met on Capitol Hill to discuss the to discuss the importance of accreditation and institutional autonomy across the nation. CHEA is a the leading national advocate and institutional voice for promoting academic quality through accreditation, and as the chair of the Subcommittee on Higher Education and Workforce Development, it's one of my top priorities to ensure we keep raising the bar for education in America.

A reliable and accessible air service is essential for the success of rural communities in Utah and across the nation. I enjoyed meeting with the Regional Airline Association to talk about modernizing airline infrastructure, attracting new investments, and driving economic growth.

Investments in accessible and affordable transit will drive our state’s economic engine into the future. I enjoyed meeting with the Cache Valley Transit team to get an update on ongoing infrastructure projects to expand public transit options in Cache Valley.

Many thanks to Industrial Bank for sitting down with me in our nation’s capital to discuss credit access for small businesses, expanded consumer choices, and innovative banking services for Utah families.

Since 1986, the James Madison Foundation has worked hard to produce extraordinary teachers of the American Constitution. It was an honor to meet with Lewis Larsen this week to discuss supporting academic and professional opportunities for our nation's teachers.

Legislative Update

Secure the Border Act

When Title 42 ended on May 11, our southern border went from crisis to catastrophe. 24 months ago, President Biden inherited a secure border. On this administration’s watch, we lost operational control, enriched the cartels, and had over 5 million people cross into our country illegally. While Congressional Democrats bury their heads in the sand, House Republicans are stepping up to solve Biden’s Border Crisis. The Secure the Border Act – the strongest border security package to hit the House floor in history – finishes the wall, ends catch and release, increases the number of Border Patrol agents, halts the flow of deadly fentanyl, protects innocent children from human traffickers, and puts the safety of the American people first.

The Direct Capital Access (DCA) ACT

Traveling from Utah to Washington D.C. isn't easy or cheap, thanks to a 60-year-old federal regulation restricting the number of flights to and from locations beyond 1,250 miles of DCA. We need more flights to our nation's capital, and my latest bill - the DCA Act - delivers by adding 28 additional in- and beyond-perimeter flights at Ronald Reagan Washington National Airport (DCA) in the 2023 Federal Aviation Administration (FAA) Reauthorization bill. Modernizing the perimeter rule will improve access to Washington, D.C., reduce airline ticket prices, and increase tax revenue for the area. I'm proud to introduce to ensure that families in my district and across the country–especially those in rural and western regions–have the opportunity to visit our nation’s capital.

Protecting Title IX

This week, I co-signed a letter to Department of Education Secretary Miguel Cardona objecting to the Department's new rule which undermines women's equality in sports. The rule reinforces the Biden admin's anti-science gender ideology and its intentional perversion of the plain meaning of “sex” under Title IX. Unlike the Biden administration, House Republicans will fight to uphold Title IX and save women's sports.

National Right to Work Act

Utah has the #1 economy in the nation because our workforce has the freedom to choose flexible work options, negotiate their terms of employment, and join or leave unions. House Democrats-sponsored legislation like the National Labor Relations Act and the Railway Labor Act threatens the constitutional right of employees to set the terms of their employment and empowers self-serving union bosses. I am proud to support the National Right to Work Act to end forced unionization, empower the workforce and promote job growth.

Employee Rights Act

Hard-working families, small business owners, and independent contractors in Utah and across the nation depend on flexible and stable work options. The pro-union and anti-growth policies of the Biden administration have dampened job growth, denied workers their freedom to choose their work structure, and exacerbated inflation for consumers. I am proud to support the Employee Rights Act to reverse burdensome regulations, empower the workforce, and curb the corruptive power of union bosses.

Save Local Businesses Act

The Biden administration’s recently proposed joint employer rule is a back-breaking regulation for Main Street USA. Small business is the heart and soul of Utah’s Fourth District, and employers can’t afford to compete with the White House’s heavy-handed tactics. I am proud to support the Save Local Business Act to restore the flexibility, adaptability, and innovative spirit of small businesses nationwide.

EARN IT Act

The circulation and distribution of Child Sexual Abuse Materials on online platforms is egregious and unacceptable. As the dad of 6 kids and the grandfather to 16 grandkids, fighting to protect the safety and well-being of innocent children is deeply personal. I am proud to support the EARN IT Act for the second time to empower law enforcement with every legal tool available to enforce child sex abuse laws, streamline the reporting process, and hold online companies accountable for allowing this material to surface on their sites.

Gateway Community and Recreation Enhancement Act

Utah is home to five breathtakingly beautiful national parks. These natural wonders support the local economy, provide recreational opportunities for families and attract tourists from across the globe. This week, I co-sponsored the Gateway Community and Recreation Enhancement Act to ensure unfettered access to recreational destinations for Utahns, and community-based solutions to infrastructure challenges and housing shortages in gateway communities.

The Chemical and Biological Defense Program's Improvement Act

Dugway Proving Ground (DPG) in Utah has been at the forefront of American innovation in biological and chemical defense capabilities for over eight decades. I am proud to join my colleagues from the Utah delegation to support the Chemical and Biological Defense Program Improvement Act to enhance American defense capabilities, boost Utah's economy, and bolster our national security.

America's Workforce Challenges

Every member of Congress is hearing that employers are struggling to find skilled workers. A skills-based economy is on the horizon, but for America to compete on that global stage, the nation must improve its workforce development system. Skills-based education is not partisan—laws like the Workforce Innovation and Opportunity Act help equip Americans with the tools needed to have meaningful careers, but reforms are needed. Preparing for tomorrow’s workforce starts today. We can build a stronger workforce system by listening to the needs of job creators, delivering upskilling opportunities to workers, and holding skills education programs accountable for their performance. You can read a recap of the subcommittee here.
