Funding Available for

Housing For Justice Involved Individuals Round # 2

The Illinois Housing Development Authority (IHDA) is pleased to announce funding for its Housing for Justice Involved Individuals (HJIIP) ProgramFinancing is available for the acquisition, rehabilitation, and/or new construction of HJIIP projects that serve the most vulnerable populations and that offer flexible, voluntary supportive services designed to increase housing stability.


IHDA expects most applications will be for 100% HJIIP projects of 25 or fewer units. Requests cannot be for no more than $475,000 per project. A project Concept Meeting is required prior to submitting an application.

Important Dates for the HJIIP Request for Applications:


Mandatory Concept Meetings

  • The Concept Meeting Request Form will be available on IHDA website by Wednesday, May 15, 2024. Once available, applicants will schedule meetings by completing a Concept Meeting Request form and emailing it to [email protected]


  • The mandatory Concept Meeting Request Form is due to IHDA no later than Friday, June 14, 2024.


Applications

  • Applications are due to IHDA by 5:00 p.m. (CST) on Friday, September 27, 2024. Applications must be submitted electronically using IHDA's online portal. See page 15 of the Request for Applications for more details.

Important Dates

2024 Home Illinois Summit


The Illinois Office to Prevent and End Homelessness is hosting the second annual Home Illinois Summit 2024, scheduled for June 4 - 5, in Springfield, Illinois. There is no cost to attend. IHDA partners are encouraged to register and participate in the dynamic discussions, engaging workshops, and opportunities to connect with diverse colleagues from across the state to further the goal of reaching functional zero homelessness in Illinois. The event will include:


  • June 4, 2024, a half-day event with a focus on Homelessness and Health in partnership with the Illinois Department of Public Health.


  • June 5, 2024, a full-day event.

9% LIHTC


  • Friday, July 19, 2024 – LIHTC awards presented to IHDA Board 


  • New for the 2024 9% LIHTC funding round, to reduce the time from LIHTC award to initial financial closing, IHDA intends to bring forward the LIHTC request as well as all IHDA subordinate resource requests at the July Board meeting. Projects will be required to close within 12 months (per page 61 of the QAP) of signing their LIHTC reservation letter, or Sponsors may be ineligible to participate in a future funding round.

 

4% LIHTC


  • IHDA will continue to accept 4% LIHTC PPAs and full applications on a rolling basis through the end of 2024. For more information on application timing, please see the updated 2024 Multifamily Transaction Timeline.


Design, Construction & Regulatory Compliance (DCRC)


  • The DCRC Requirements have been updated as of Monday, April 15, 2024 and have been uploaded to IHDA's website. A summary of the changes is provided at the beginning of the document.


  • The next update is scheduled for Monday, July 15, 2024. 

Development Highlight

Broadview Legacy Apartments - Broadview, IL

Housing Forward, a nonprofit working to end homelessness, has opened the doors to its new Permanent Supportive Housing development, Broadview Legacy Apartments. This residential building, located at 1020 Roosevelt Road in Broadview, offers 16 apartments tailored to individuals and families exiting homelessness, including dedicated accommodations for veterans, transition-age youth, and families. The three-story building has 12 one-bedroom units and 4 two-bedroom units for families, with additional communal spaces and dedicated Housing Forward office space. 

 

The $7.8 million project was financed through an award from IHDA’s Permanent Supportive Housing Development Program in addition to a mix of state, federal, and private funding. IHDA will also provide ongoing rental assistance for 14 of the building’s 16 units. 

 

Permanent Supportive Housing (PSH) helps people who have a history of homelessness, long-term physical and mental disabilities, or serious health conditions find stability and independence. This program combines permanent affordable housing with flexible, voluntary support services to assist with housing retention. Broadview Legacy Apartments will offer onsite support services that will help residents transition from housing crisis to stability. These support services are designed to build independent living and tenancy skills and connect people with community-based health care, treatment, and employment services.

 

Housing Forward was founded in 1992 by a group of congregations and community members to provide emergency shelter services for those experiencing homelessness. Today, Housing Forward offers support from the onset of a financial or housing crisis to its permanent resolution. The organization prevents homelessness whenever possible, responds to housing crises, and stabilizes residents facing homelessness with permanent housing.

Heather Spray - Manager, Multifamily Development Officer

Where are you from originally?

  • I’m originally from southern Wisconsin and moved to Chicago in 2015 to attend grad school at DePaul University.

 

Where do you live now?

  • I live in the Avondale community area of Chicago.

 

What is your role at IHDA?

  • I have the pleasure of managing our team of eight Development Officers! Our team reviews applications for financing, brings the requests through approvals, and works with the internal and external stakeholders to achieve initial closing. I also play a larger part in the administration of some of our competitive funding programs, like the 9% LIHTC round. 

 

When did you start working at IHDA?

  • I started at IHDA in February 2021.

 

What drew you to IHDA/affordable housing originally?

  • I knew for a long time that I wanted to work in the public sector. While in grad school, I completed fellowships for federal and local government, which helped me realize how exciting the administrative side of things can be. After grad school, I worked for a few years at a global association for companies like architects, engineers, and GCs working in the built environment. I realized in my time there that while issues impacting cities were of interest to me, I was most excited when talking about issues of access and equity, particularly affordable housing. That eventually led me to applying for a Development Officer position, and I’m so thrilled to be on the multifamily financing side of things!

 

What do you find most rewarding about your job?

  • There is a lot that is rewarding about this job, as I’m working with talented colleagues toward the creation and preservation of affordable housing in Illinois. As a manager, I do get to work with the IHDA and external team members to creatively solve problems. It is really rewarding to work through issues that come up as part of the review or due diligence process, collaborating with team members to get it unstuck, and ultimately driving towards approval and closing.

 

What has been your favorite project while working at IHDA?

  • While it feels like every project is my new favorite, I have a special place in my heart for the Community of Sunnybrook, which recently achieved initial closing. Community of Sunnybrook was maybe the third project I was ever assigned at IHDA, but it had been around for a few years before that. After working through some issues on the municipal level, we were finally able to move the project forward. It was a privilege to work with a development team that had been persevered for the better part of a decade.
