Bonjour ILS Members,
In the early 1990’s, I remember watching a children’s American TV game show with my little sister: Where in the World is Carmen Sandiego? The show was created to help children learn geography after a National Geographic survey indicated that Americans had very little knowledge of world geography. The show was a creative, educational and entertaining game show series where kid detectives would win by answering various rounds of questions and ultimately locating and “arresting” Carmen somewhere in the world to recover the valuables that she had stolen.
As I was preparing this Chair’s Message and reflecting on our Section’s upcoming delegation to the International Bar Association (IBA) conference in Paris, France, I thought to myself: Where in the World is the ILS? Well, it was quite fitting to see how our ILS Leaders and Members had traveled abroad quite extensively to represent the ILS in the past several months.
In March, ILS Past Chairs, Jacqueline Villalba and Eduardo Palmer, along with ILS Members, Alcides Avila and Arturo Aballi, traveled to Spain to meet with the Madrid Bar Association and presented a seminar on U.S. Immigration and Investments. In that same month, ILS Europe Committee Co-Chair, Susanne Leone, met in Paris with Paris Bar officials to discuss our existing cooperation agreement and plan for our upcoming IBA visit.
In May, I visited Milan, Italy to meet with leaders of the Milan and Bergamo Bar Associations about collaborating and developing future programs under our cooperation agreement.
In September, ILS Past Chair, Thomas Raleigh and ILS Member, Joseph McFarland, attended the Quebec City Bar 2023 Rentrée Judiciaire events in Quebec City, to build on the legal education exchange and reciprocal conferences our Section has enjoyed with them for over twenty years under our cooperation agreement.
In October, ILS Arbitration and Mediation Committee Chair, Gary Birnberg, was in London, England to attend the Opening of the Legal Year and meet with various leaders from the Bar Council of England & Wales to discuss the development of our cooperation agreement with them. ILS Past Chair, Peter Quinter, was also in Paris participating in a Tampa-Le Havre Sister City exchange and was welcomed by the Mayor of Le Havre who is the past Prime Minister of France. He also ran in a 20k while he was there. Go Peter!
Earlier this month, ILS Asia Committee Co-Chair, Neha Dagley, was in Brussels hosted by the International Institute of Air and Space Law (IIASL) to attend various presentation and events, including the ACI Airport Council International for a deep dive into EU aviation regulation and explored the new frontier - space law!
From October 30 through November 3, ILS Delegates (10 and counting) will be representing our Section at the IBA in Paris, France. The IBA is the largest conference of international lawyers in the world! We will be meeting with various Foreign Bars and International Lawyers from around the world to strengthen our relationships, and promote our Section, State and programs, including iLaw2024. We’re also planning to sign a cooperation agreement with the Bar Council of England and Wales, co-host a leadership breakfast with the Paris Bar and host a networking reception for Section Leaders, Members and Foreign Bar guests. This is a fantastic opportunity to network and engage with international lawyers from around the world. There is still time to become an ILS Delegate and join us for IBA 2023 in Paris. At the ILS, we’re not only traveling all over the world, but we’re also writing about it in our International Law Quarterly (ILQ). It is a fascinating issue full of insightful articles on Brazil, Russia, India and China, and the important impact this significant economic block has on the world as whole. ILS Asia Committee Co-Chair, Neha Dagley, visited Brussels to meet with and learn from influential organizations shaping the future of aviation law and policy in Europe!
During her trip, Neha visited the ACI Airport Council International, DG Move (Directorate-General for Mobility and Transport, European Commission), and Eurocontrol for a number of discussions and programs focused on initiatives and regulations shaping the aviation landscape in Europe and beyond.
Neha states that she is "thrilled to say that this trip was not only enlightening but also extremely productive. The insights gained and connections made will undoubtedly influence me over the coming year."

The reciprocity under the ILS-Quebec City Bar Cooperation Agreement continues as the Quebec City Bar hosts former ILS Chair, Tom Raleigh, and ILS Member, Joseph McFarland, in September of this year.
Tom and Joe attended a comprative law seminar discussing remote work issues, presentations on the evolution of Quebec family law, and heard comments by members of the Quebec judiciary celebrating their annual Rentrée judiciaire” (return of the judicial session)

Call for Volunteer Arbitrators for the 2024 Richard DeWitt Memorial Vis Pre-Moot | |
Call for volunteer arbitrators! The Florida Bar International Law Section is looking for volunteers to participate as arbitrators for the Richard DeWitt Memorial Vis Pre-Moot on Saturday, February 17, 2024. The Pre-Moot will host students from top law schools, both domestic and international, to present arguments before panels of volunteer arbitrators in preparation for the most recognized moot competition in the world, the Willem C. Vis Moot. Up to 7 hours of Florida CLE is available for all volunteers.

Volunteers may participate in person (preferred) or virtually (via Zoom). The Pre-Moot will be held at JAMS Resolution Center in Miami, 600 Brickell Ave., Suite 2600, Miami, Florida, the Saturday after the International Law Section's 2024 Flagship iLaw Conference. Volunteers may indicate their preference for morning or afternoon rounds (or both).
