Executive Board Member Reports

Juliana McMahan, Chair

On January 31, the Washington State Republican Party (WSRP) State Committee held their organization meeting in Vancouver. I was in attendance along with State Committeeman Marcus Hoffman and State Committeewoman Cerina Murphy. Jim Walsh was re-elected as our State Chairman and Michelle Belkot was elected as our State Vice Chair. In addition, I was honored to be re-elected to serve Region 6 as one of two Executive Board Members.

During the meeting I was approached by members from two counties who wanted to thank KCRP for suggesting the sample ballot mailing. They reported that they had Republicans who won specifically because they did that mailing. Both of them plan to do it again in future elections and profusely thanked us for suggesting it to them.

There are 66 local races up for election in Kitsap County this year! If you or anyone you know is interested in serving on one of these local boards or commissions, this is a great way to be involved in government without making a huge commitment. Last cycle the majority of these races only had a single candidate—and one of them didn’t have any candidate at all! We would like to get qualified candidates to run for every single one of these races. Each of them is important in helping our county to run smoothly. They are also a great way to build a farm team of citizens who understand the innerworkings of government and prepare them for running for higher offices.

This past month it was brought to the board’s attention that Judge Tracy Flood has been creating havoc in the City of Bremerton Municipal Court system. As a result, the board drafted and adopted a resolution calling for her resignation. (Copy below along with links for more information.)

During our February meeting we heard from Rep. Michelle Caldier and she talked about some of the frustrations caused by the heavy-handed tactics of the Democrats in Olympia. It was sad to hear how vindictive the Speaker of the House is being towards anyone who disagrees with her agenda. She even went so far as to “punish” Governor Bob Ferguson (when he didn’t follow her lead) by adopting a rule that forbade him from having guests in the wings of the House Chamber! It sounds like the Speaker runs things more like a communist dictator than an elected representative! There has been almost no effort to be bipartisan and involve our elected Republican representatives in the process. Rep. Caldier mentioned several of the very bad bills being proposed and encouraged everyone to register their positions. It does make a difference in committee when they look at a bill and there is an overwhelming number of citizens who have registered their “nay” positions. She also announced that she is running for the open State Senate seat in the 26th Legislative District.

Some of the most outrageous bills so far during Legislative Session include one to overturn the Parent’s Rights Initiative passed last year, give the state more control over how much rent you can charge, require firearms insurance to the tune of $25,000 per firearm, increase the property tax threshold from 1% to 3%, lower the requirement to pass levies from 60% to 50%, and provide unemployment for illegal workers. The state party has been having a lot of difficulties and delays getting the PCO Portal up and running. After experiencing a lot of setbacks, I worked with the state party to help them get on NextCloud for their shared storage solution. The new PCO Portal will be available for PCOs to use later this month!

At the WSRP Organization Meeting we had good attendance of about 140 elected positions from across the state, plus approximately 40 other people in the audience. We had forty first timers like me. Sessions were open to all and transparent. The energy level was fairly high.

The best part was hearing about the various items and actions Republican county parties put in place this last cycle and reporting on the end results. There was very little reporting about state and federal issues. There seems to be a little more exchange and coordination between our state elected people in Olympia and our party than last time I was your State Committeeman, but this still needs improvement.

I am hopeful the next meeting we can have a more robust exchange across all the state counties to talk about what worked and what did not. I would love to see how we plan on taking future actions and being more successful in fundraising.

I attended the WAGOP meeting in Vancouver on January 31. The bylaws state that the chair/vice chair and budget must be put into place in January, so this was the absolute last day they could have been done, and it felt rushed.

Several speakers came to the event, such as Senator John Braun, Representative Peter Abbarno, and representatives from Turning Point Faith and the Young Republicans. Randy Hayden from Snohomish County also spoke to the importance of school board races coming up. He provided resources available to teach candidates to become effective school board members and went into details about WASDA and the conservative caucus. He is willing to join county meetings via Zoom if requested to speak to the PCO’s directly. Candidates should be aware of the role athletic directors play in the fight for girls’ sports. The county chair meeting was mostly to introduce each other and to share strategies that have been working for them in their areas. Most of them emphasized the importance of their active PCO’s and improving the conservative voter turnout utilizing GOTV. They will be setting up a group in the state’s portal to communicate more effectively and unite.

Alice Tawresey, Bainbridge Island

City Council, City of Bainbridge Island—Meetings are held every Tuesday (except 5^th Tuesdays) beginning at 6:00 PM until business is finished.

Recent land use—City Ordinance 2025-02 to provide for the “eminent domain” (court ordered condemnation) purchase of .11 acres of land and buildings, adjacent to city-owned property near the ferry dock. The assessor values the land and buildings at $717,180. The court will decide what the city must pay based on this and other factors unless the owner and the city can settle on a price before the court proceeding. The purpose of this purchase is to add land for the city’s 100-unit/5-story low-income housing plan. This development will be the first thing drivers and pedestrians see when they arrive on the island. A 100-unit, 4-5 story building is larger than most other structures on the island and will be a visual distraction (eyesore) at the entrance to the island. Units will range from 400-600 square feet and are intended for local employees. However, its proximity to the ferry will most likely result in housing people working in downtown Seattle instead.

A new fee for businesses wanting to display a “sandwich board” sign was approved. $50 for the first sign, $200 for the second, $500 for the third.

An approximate 3% increase across the board was approved for all city fees and charges.

Bainbridge Island School District—Meetings are held on 2^nd and 4^th Thursdays, beginning at 5:45 PM

There are two positions on the school board open for applicants. District 2 and District 5. Application process begins on January 10 and January 7, respectively. Anyone in those districts wishing to apply should go to the district website: Application Board Director District 2.pdf - Google Drive.

Report on BISD deficit (from posted letter from Amii Thompson, Superintendent)

• $6.5-7M this year. Due to prior years (4) of deficit spending with “limited budget oversight and declining enrollments.”
• Projected decline for 2025-26 is 85 students across the district (state funding is $11,600/student).
• To make up this deficit, the district will increase student fees, “borrow” from the capital budget and sell the 38.7 acres of property previously intended for school buildings. This will allow the on-going “loans” from the capital to the operating budget. The school district hopes to sell the land to a public entity to protect it from development.
• The district’s Moody bond rating reportedly has been downgraded, which would affect its ability to sell financing bonds.

Central Kitsap Community Council

The Central Kitsap Community Council January meeting was the first of the year. The agenda focused on members getting to know each other, with no formal issues discussed. However, there was significant emphasis on creating a Silverdale Community Center. With all the negative politics from the last few years, it was refreshing to observe people with a small-town focus and reflect on how we are more alike than different across the political aisle. Central Kitsap Community Council meetings are held on the second Wednesday of each month at 5 PM.

Central Kitsap School Board Meeting

As a newcomer, I will spend the next few months learning, researching, and eventually contributing my 3-minute inputs at these meetings. My first impressions and assumptions are these: 1) DEI (Diversity, Equity, and Inclusion) and SEL (Social Emotional Learning) are thriving in our school system, supported by our superintendent and many on the Board. These values are interwoven into presentations and discussions. 2) The budget is running into a deficit. The enrollment numbers are attributed to "smaller families," with no mention of the increase in homeschooling. CSK School Board meetings are held on the last Wednesday of the month.

Linda Popp, North Kitsap

I went to my first North Kitsap School Board meeting at the end of January. There were only three of us in attendance. They did a mile-high overview of the budget, so there was no delving into what those expenses are at that time. I hope to sit down with one of our conservative Board Directors and go over the budget numbers I saw and ask a few questions.

They were celebrating School Board Appreciation week, and had banners and thoughtful little notes from the students in the district. But not much more to discuss there. I did speak with Joy Gjervold at the PCO/Volunteer meeting at the end of January, and she has a contact who can help us understand what’s going on, and what to look for, for any of us who are school district reps on the KCRP Board. We just have to email her and she’ll get us in touch with her contact.

As your Candidate Recruitment Chair, I have a list of all the candidates who are up for reelection this year, and I’ve identified (as good as our data is) whether they’re Republican or not. It’s time for me to start calling them and verifying that they plan on running again this year.

I did want to reiterate one more time, that as Board Members we can’t do all the work. We have lives too. If you’re part of this organization and want to see Kitsap get Republicans elected, then please get in the fight and spend a little time helping us! We’ll never get any more Republicans elected without everyone’s help.

Sean Murphy, South Kitsap

I attended the Kitsap County Commissioners meeting and when I first arrived it was packed. After they presented a community service award, 1/3 of the audience left. The commission appointed two individuals to new jobs in the county and another 1/3 left. Of the remaining citizens, these were the topics they brought up: protecting beavers, protecting owls, allowing dogs (not restricting breeds) into homeless shelters, and further revisiting and strengthening environmental protections. Moving forward, county commissioner meetings (which are held twice a month), will no longer both be held in the evening. The first meeting will be held at 5:30pm and the second meeting will be at 10:30am.

I attended the Port Orchard City Council meeting and only one citizen attended. He spoke about engines revving on Bay St. and then left. The city council talked about the upcoming FIFA events and not much else.

Cerina Murphy attended the South Kitsap School Board meeting which had a lot more concerned citizens there, in addition to the union reps. There were multiple meetings last month to address the levy coming up February 11. The majority of the levy seems to be to fund staff and administration. There were no contingencies planned for students if the levy does not pass. When asked directly what would happen if it failed, they said nothing would change. There are no concrete or direct plans to improve student performance either.

Resolution Calling for the Resignation of Judge Tracy Flood

WHEREAS, The City of Bremerton is the most populous city in Kitsap County;

WHEREAS, The operation of a competent, objective, fair, and professional municipal court in the City of Bremerton is essential to the preservation of due process, equal protection before the law, the requirement for speedy trials, responsible use of taxpayer money, and in general, good government;

WHEREAS, Judge Tracy Flood was elected in November, 2021, and assumed the office of City of Bremerton Municipal Court Judge in January 2022;

WHEREAS, On January 17, 2025, the Washington State Commission on Judicial Conduct found that Judge Tracy Flood violated two Cannons of the Code of Judicial Conduct;

WHEREAS, The Washington State Commission on Judicial Conduct found that at least five attorneys refused to practice in Judge Tracy Flood’s court because of its inefficiencies and the way they were treated by Judge Tracy Flood;

WHEREAS, The Washington State Commission on Judicial Conduct found that in all, 19 employees and volunteers left the Bremerton Municipal Court during Judge Tracey Flood’s tenure because of her conduct;

WHEREAS, The Washington State Commission on Judicial Conduct determined that the actions of Judge Tracy Flood caused the complete turnover of two entire sets of court staff resulting in catastrophic loss of expertise and experience in the Bremerton Municipal Court;

WHEREAS, The Washington State Commission on Judicial Conduct censured Judge Tracy Flood, immediately suspended her from office with pay, and recommended that the State Supreme Court remove her from office;

WHEREAS, Seven of the Washington State Supreme Court Members endorsed Judge Tracy Flood and two of them donated to her campaign and are therefore unlikely to be able to make an impartial ruling on her case; and

WHEREAS, the timely restoration of a functional Bremerton Municipal Court, restoration of the trust of the people, and ensuring the responsible use of taxpayer money depends on the resignation of Judge Tracy Flood.

NOW, THEREFORE, BE IT RESOLVED, That Kitsap County Republican Party calls on Judge Tracy Flood to immediately resign from the office of City of Bremerton Municipal Court Judge.

Bits & Pieces

During the January 29 meeting the most interesting speaker of the night was Joy Gjersrold, who held forth about the Conservative Ladies of Washington (easily found on Facebook). 

One of the primary concerns Joy had was regarding "reporting" in public schools. A parent had a daughter who was caught with sinister doodles about self-harm in the margins of one of her books (which could have been dramatic fantasy as the girl is in middle school). When the parent received a call from the school, they couldn't even tell her the details "because of privacy concerns" even though she was the legal guardian! This borders on complete and utter ignorance on the part of the counseling department. ALL staff at ALL schools in Washington state go through rigorous training when it comes to reporting. In this case, it involves a legal decision known as "Tarasoff" while the case mentioned was not identical to the Tarasoff precedence, the spirit is the same. The common-sense approach is, to report ANY suspicion of harm from being done to someone, even if it's threat to harm oneself. 

One of Joy's concerns was how our children are "dropping below standards." A GOP psychologist who has studied test design put it this way. "This is a manufactured crisis designed to get parents to willingly give tax and levy money for MORE testing! The "standards" testing is not NORMED as testing USED to be. Children nation-wide are not being compared by age cohorts (as politically incorrect "IQ" testing used to do) but an arbitrary "level" is being set which a student must attain or they are "below standard." We do not have an accurate baseline of grade level to age. What IS "on level"? Who set the standard? And how much tax money do we have to pour into this testing rat-hole before we stop re-inventing the wheel??? 

A well-trained teacher will tell you that the education process is a balanced triumvirate between parents, schools, and students. Thus, the closer the education process to the community it serves, the better the communication will be. State legislation is presently being characterized as "a firehose of new bills" which are coming before the state legislature faster than citizens can process it. Many bills are designed apparently to break the bonds between the three parties, parent, student and school. THIS IS PURE MARXISM. 

The Trump administration is a firehose of Executive Orders coming at us, which is bypassing the process of Congressional legislation. (Bush, Obama and Biden all did the same.) This is a relic of the Obama administration. Mr. Obama's favorite comment was "and we have to do it RIGHT NOW!" This is called "flooding the zone" and the normal reaction of a human being when confronted with TMI (too much information) is to recoil in confusion and horror. We aren't designed to handle information that quickly.

Truth Social: @realDonaldTrump—I am pleased to announce that Michael Boren will serve as the United States Under Secretary for Natural Resources and Environment at the Department of Agriculture. Michael is a successful businessman, who has founded six companies, including Clearwater Analytics. He has also served as a volunteer fireman for Sawtooth Valley Rural Fire Department, and as a board member of the Idaho Department of Parks and Recreation. Michael will work to reinvigorate Forest Management at a time when it is desperately needed.

Thank goodness!!! The Sawtooths are a mountain range in the Pacific Northwest. We have been driven nuts by forest fires in Oregon and Washington for the past five years. The forests are grossly mismanaged in our part of the world, and ripe for destruction by seasonal forest fires. It is a waste of natural resources. Much of the environmental protocol needs to be reversed—undergrowth cut back, etc.

Pastor Budde is using a common social pattern called "passive aggressiveness." In AA communities this is known as the "Guilt Trip." People who use this passive aggressive behavior pattern should be ignored, and/or called out on it. Recognizing the "Guilt Trip" for what it is, is a major step on the road to recovery. Be clear-sighted, mentally healthy members of KCRP, and do not fall victim to the insidious attack of the "Guilt Trip" just continue to be honest, fair, well-informed, well-meaning, and kind.

I think all of us are watching the activity of DOGE with the same shocked horror we would feel in uncovering a rotting dinosaur; corrupt payments to American media, bizarre pay outs which have nothing to do with poverty or hunger. The counter point to this is, Elon Musk has a cadre of young high-level hackers who are very patriotic and willing to find the corruption, and see if criminal charges should be brought, or if lost taxpayer money can be recovered. It's too soon to tell where this will end, but the organization IS allowed under the Constitution. DOGE makes a daily report to the President: https://doge.gov

As per Article 1, Section 8 Clause 1 of the US Constitution, the House (Congress) has the power of the purse to appropriate funds as needed to carry out the Constitution's mandates. BUT as per Article 1, Section 9 Clause 7, it also says that "no money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time."

DOGE as per Executive Order is attempting to access records of all monies drawn from the Treasury to create Accounting (as per Article 1, Section 9, Clause 7), yet is being blocked by federal judges regarding this. Congress does not seem to be doing good account reporting, so thank goodness our President IS. It is implied that this is Congress's duty, which is like putting a fox in charge of the hen house; absolutely nothing precludes the President from delegating this accounting task, or halting corrupt expenditures.

The 14th Amendment grants citizenship to anyone born in the United States. Or does it? This unfortunately has given rise to the concept of "anchor babies" which allows the family of a child born here, the ability to latch onto that citizen when they are a minor, and thus be granted immigration status ahead of others who might have been waiting. President Trump has signed an executive order to halt this, claiming abuse of the system. Expect legal challenges. NOTE: Invaders of the United States of America are NOT "subject to the jurisdiction thereof." (Direct quote 14th Amendment.) So babies of ILLEGAL immigrants, by definition, are not automatic citizens.

Exposing NGOs: Illegal immigrants pouring over the Border for four years are finally explained. They often get welfare and free housing. (59 million from FEMA to house them in NYC while un-homed American citizens in North Carolina freeze.) Turns out the "NGOs" have been funded through foreign aid to the countries of origin, foreign aid—which comes out of the pockets of American taxpayers. The potential for bad interactions between the power grid and normal operational electronics is well known and HAS been for many decades. AI uses a LOT of bandwidth and is dependent on steady electrical flow: EVs as a primary means of transportation will be impacted. It all adds up to a serious vulnerability in any strategic safety we might enjoy as free Americans in an open society. For a better perspective from "pop science," check into a marvelous sci-fi thriller, The Steel Albatross by Scott Carpenter (yes THE Scott Carpenter). Mysteries such as EMPs are discussed, and just how often the military is the culprit in black-outs, all framed in an easily understood story. It's but a small leap to imagine "bad guys" using EMPs. We are all stepping together into a new electronic age, it's best that we understand just what we ARE dealing with. 

AI centers are being promoted by Mr. Trump and foreign investors from the Middle East AND Japan, in places like Oklahoma, Texas, nd Arizona. (As per local residents, there are already Chinese investors in large new chip factories in the Phoenix area.) The next four years are looking very good so far.

Schools: 

Bremerton did not need to have an election for their new school board member. This from Parent Square: The Bremerton School Board is pleased to welcome Ben Anderson as its newest School Board Director. He will fill the vacancy left by Director Carolynn Perkins' resignation last month.

Central Kitsap held a "study group" meeting on February 12, 2025. Many impressive statistical graphs were shared regarding academics and attendance across the district, though the charts were unreadable on Zoom. Of most concern to CK staff was the drop in attendance, for students in seats translate to money for the district. Spring will see more testing and a better picture as to how academics are really going, but over all there is much room for concern in math scores. 

Possibly this is true across the five school districts in our county, but there is a feeling of "being baffled with statistics" when it comes to school board meetings and sharing academic test results. We need to get more people who work with statistics to attend school board meetings and hold the districts' feet to the fire when it comes to reporting on school testing. It's expensive to test, and flimsy analysis is not necessarily what we need to encourage more effective teaching methods. 

One teacher characterizes the status of ALL the school districts as: Stay involved, get your kids to school, and be sure to help them learn basics in math, such as memorizing multiplication tables! Teachers only have them part of the day, the parents need to stay involved too.
