Executive Board Member Reports

Juliana McMahan, Chair

This year’s elections are very important—even though a lot of them are for nonpartisan races. We have a critical special election in the 26th Legislative District because we have a good chance to overturn the Democrat’s super majority in the Senate.

There are lots of opportunities for you to volunteer and get more involved this year. We are hosting Super Saturdays (doorbelling), phone banking events, fundraising events, and training events. There is something for everyone! Checkout our website for the latest list of events (https://www.kitsaprepublicans.com/calendar) and to sign-up to volunteer (https://www.kitsaprepublicans.com/event-signup).

Please consider becoming a member of KCRP by making a monthly or one-time donation to help support this project. Just $5/week or $20/month would be a huge help towards our fundraising goals.

WAGOP will be holding a Republican Action Conference September 5-7 in Yakima. Please plan to attend for this great opportunity for training and to hear from some great speakers.

Cerina Murphy, State Committeewoman

I spoke with the chair of Puget Sound Patriots (PSP), Marcus Carter, about the movie showing of “The House” and PSP would be happy to be involved, so we will be coordinating the date for the showings with them and the state party for marketing materials. The Patriot’s Picnic is in August, so we will most likely go with a September date. We’ll let you know when we have confirmed the details.

I finished the flier and the web page for our summer internship program. I will be reaching out to local schools this month to put fliers up or coordinate to have a booth set up. If you know any students that would like to apply, please have them email apply@kitsaprepublicans.com.

I spoke with the chair for the Washington State Young Republicans and I am hoping that with our internship program we can look forward to starting our own chapter of them here in Kitsap. The Pierce County Young Republicans are very active, and I think we would be able to connect with them for guidance.

WAGOP State Committee Meeting Report 05/17/25:

The Center for Self Governance is offering apprentice level classes for anyone running for school board or city council to help them better understand the positions they are running for. The state party is looking at school board races individually to help areas with their messaging, policy stances, etc. in the upcoming year, so this resource will be good to get to potential candidates early.

The state superintendent added an amendment to HB1296 saying that the state can withhold operating money from school districts that do not obey his recommendations this session. This would be a really good topic to keep in front of voters in this upcoming cycle. Also HB1531 passed which expands the Department of Health’s authority to mandate activities during declared health emergencies.

The focus of the state party this years is on the 5th LD and 26th LD senate races, so they will be heavily involved with Michelle Caldier’s campaign. The 26th has a chance that to flip this race this year, so they will be asking other counties to volunteer to come to the 26th LD for door belling and voter outreach.

On a lighter note, Chairman Walsh mentioned that AG Brown has been filing lawsuits against President Trump almost weekly. He’s up to 17 as of the meeting in May. Brown will do press releases or conferences before or during the lawsuits, but no media coverage of the outcome. Most of them are poorly written and get thrown out. More political theater.

The next meeting in Yakima is September 5-7 and will include this year’s Republican Action Conference. Scott Pressler has been invited to be on a panel, so mark it on your calendar if you wish to attend. You can get more information online at https://wagop.org/wagop-action-conference-2025.

Bremerton School District Update

Ground has been broken for the new school building for Viewridge Elementary, apparently being built on the “footprint” of the old Junior High School.

Bremerton School Board Meeting on May 15:

  • Attendance: Only six board members were present. Two students from Bremerton High School’s ASB provided updates.
  • Retiree Recognition: The agenda included recognizing retirees, some of whom were longtime school board members.
  • Housing Authority and Family Support:
  • Information about housing options for families in need was shared, specifically at Wheaton Landing.
  • Head Start is involved in supporting these families.
  • Vouchers for two-bedroom, two-bath units were discussed, but it was noted that not all families will fit into these units.
  • Enrollment Report:
  • Graphs presented showed a drop in overall district enrollment.
  • The budget was designed for 4,565 students, but current enrollment is 4,316, resulting in a surplus due to the loss of 249 students.
  • There is a notable 15% drop in students moving from 5th to 6th grade (transition to middle school).
  • Upcoming Events:
  • Graduation is scheduled for June 6.
  • Designer advisory meetings are planned for the two new elementary school sites (Armin Jahr and View Ridge), with opportunities for community input on design elements.
  • Air conditioning is coming to the new elementary schools and Bremerton High School.
  • A “farewell to Armin Jahr” celebration will be held on June 4 (contact the district for details).
  • Plans are in place to install pickleball courts.
  • Budget Discussion:
  • No detailed budget spreadsheets were presented, but the meeting maintained a positive and celebratory tone.

Bremerton City Council Meeting on May 7

  • Mayor’s Report and Downtown Projects
  • Mayor Wheeler updated on downtown projects, including the installation of a “piano keyboard” art feature in Quincy Square, which has disrupted the area.
  • While some improvements like way-finder maps are practical, concerns were raised about overspending on creative civic enhancements that have not delivered the expected tourist boom.
  • Artists are scheduled to create murals downtown; costs will depend on grants or volunteer efforts.
  • Notable downtown venues (e.g., Horse and Cow) are accessible, but street construction is causing difficulties.
  • Transportation and Water Taxi
  • Artemis introduced a new hydrofoil electric water taxi, praised for its minimal wake, which addresses shoreline homeowner concerns.
  • A council member rode the water taxi and recommended its potential as a future foot ferry.
  • Local Events and Tourism
  • The NCAA men’s golf event at Gold Mountain was highlighted as a local showcase.
  • Krampus America hosted a convention downtown on May 10, and the Armed Forces parade was also mentioned as a positive event.
  • Public Comment and Homelessness
  • A citizen raised ongoing concerns about homelessness near the Salvation Army on 6th Street.
  • The “no street camping” ordinance is sporadically enforced, but there are no arrests of drug sellers or facilities for mental health triage, leading to continued displacement of homeless individuals.
  • Criticism was voiced about funding for creative projects while lacking investment in effective solutions for homelessness and mental health.
  • Traffic and Safety
  • Speeding issues were highlighted, particularly on Trenton, Perry, and 6th Streets.
  • Suggestions included installing cameras to improve safety and generate revenue from fines.
  • Planning Commission and Housing
  • The planning commission discussed the ongoing “affordable housing crisis,” with debates about social engineering versus market-driven solutions.
  • Proposals included removing lot-size restrictions and increasing building height limits (from 35' to 65') to boost density.
  • Industrial development is planned west of Bremerton, with a call for greater engagement from precinct committee officers.
  • Tribal and ecological considerations were emphasized in development discussions.
  • Wheaton Landing and School Construction
  • Wheaton Landing, a new 24-unit affordable housing complex for families in need, was discussed.
  • The site is adjacent to a school, and upcoming construction (including temporary classrooms for Arman Jahr Elementary and a new Viewridge Elementary) will complicate traffic patterns until late 2026.
  • Reports noted that Wheaton Landing may be prioritized for developmentally disabled adults, with efforts to discourage those struggling with substance use.
  • Multi-modal Trail and Infrastructure
  • A councilmember advocated for a multi-modal trail for bikes, scooters, skateboards, and mobility chairs, though planning and funding remain challenges.
  • Water and Environmental Concerns
  • Stormwater billing and water quality concerns were raised at a recent town hall.
  • Ongoing issues include pollution and the impact of beaver/otter wetlands in Pendergast Park.
  • The hydrosphere of Kitsap County remains a key concern.

Bremerton City Council Work Session on May 14

1. Administrative and Code Enforcement Updates

The session included substantial administrative paperwork, particularly regarding the creation or hiring of a Code Enforcement Specialist/Officer. Much of the council’s business was described in dense legal language, making it difficult for citizens to understand—raising questions about transparency and fairness in public spending.

2. Key Topics Discussed

  • Sewer Systems:
  • Kitsap County’s sewer infrastructure is well mapped but not always implemented, as many areas still rely on septic systems.
  • An upgrade to the Eastside Wastewater Treatment Plant near Lion’s Park is estimated to cost just over $2 million.
  • Public Safety:
  • Fire, EMS, and law enforcement resources seem balanced at present.
  • Parks & Transportation:
  • The council is focused on ensuring parks and bike lanes are included in development plans.
  • Environmental & Land Use:
  • Height Restrictions: Buildings over 35 feet may require council approval.
  • Shoreline Management: The council emphasized using the latest geological data before issuing land use permits on slopes to mitigate landslide risks.

3. Affordable Housing and Tax Exemption

  • Tax-Exempt Status for Affordable Housing:
  • Discussions are ongoing about granting tax-exempt status to affordable housing units.
  • The definition of “affordable” is still under debate.
  • A council member noted that federal affordable housing programs (Section 8, HUD) are facing financial instability, with some concerns about their future reliability.

4. Transparency and Public Engagement

  • Meeting Materials:
  • All council meetings come with work packets, documents, and video transcriptions.
  • Citizens are encouraged to review these materials for a deeper understanding of city issues.

Linda Popp, North Kitsap

I listened to a NK School Board meeting online that was with the S’Kallam Tribe. The tribe reported that they have students who have not earned enough credits to graduate, yet the tribe is only finding out in the student’s senior year – when it’s too late to make the credits up. They asked the district to please share that information with them sooner so they can get the students back on track in a timely manner to graduate. The district reiterated that they cannot directly share that information with the tribe, but it is online using the students' portal. Parents need to stay in the know about their students’ academic progress. You can always watch these meetings via online at: https://www.nkschools.org/about-us/school-board

A helpful NK PCO watched the May 7th Poulsbo City Council meeting recording and reported the following:

The Council voted to approve a maintenance agreement with the City of Poulsbo and WA DOT regarding the Red Light Camera’s at the intersection of 305 and 307. They also allocated $135k for the upgrade contract for the Lindvig Pump Station as well as authorizing the cities participation in a $360k study for rapid transit at 8th Ave.

They have an issue with keeping the flowers watered in downtown. The regular contractor had to cancel due to health, and they can’t seem to find another one yet. The usual cost is $12K- $13K, but if the city does it, it’s more like $32K, with overtime. They agreed for the city to continue watering through May, usually this effort runs from May through September.

They are looking at raising the water rates by 6% as well as increasing the General Facilities Charges (GFC) for storm water by $800 and the general by $200. It sounded like they were saying if you own a home, your rate will increase by 6% if you build a new house, your storm water costs will increase by $800 and general by $200. These last two are one-time charges. There is supposed to be a public hearing at next week’s meeting.

At the May 14th Poulsbo City Council meeting there were emotional comments about a police involved shooting the week before. I found out that the 41-year old man who was shot by the police on Viking Way the previous week was a Native American. In addition to being a very sad occasion, it was also very tense. During the public comment time, the speakers were very calm, but they were hurting, and emotions were running high. Police were present in the chambers and outside as well. It sounded like the man had mental health issues. Multiple people asked about the police department getting MORE de-escalation training. Several Councilmembers explained that they have had extensive training. They also asked about involving mental health specialists with these types of incidents.

Here is a summary of the event: Apparently, the man had been driving oddly. Law enforcement tried to pull him over. He wouldn’t stop. They put spike strips down. He didn’t stop. So, they did a pit maneuver and stopped the car. He did not come out of the car when asked. The police shot pepper balls into the back window of the car. The man came out of the car with a 11-1/2” knife in his hand. They shot the man with pepper balls first. The officers did try to talk to him. They did try to deescalate the situation. It happened all so fast. They tasered him twice. Each time he fell to the ground and got up, and then the second time, he got up and lunged with the knife. I felt sorry for both, the folks who were there hurting for their loss, and also for the police officers there who never want these things to escalate with the loss of a life.

At the May 21st Poulsbo City Council Meeting it was announced that the 120 unit low-income Hostmark Apartments were for sale. An out-of-state company is trying to purchase it. The company purchases low-income units to preserve the ability for low-income use. Their plans include extending section 8 vouchers until 2056, with planned renovations to roofing, exterior lights, and plumbing. They have the right to purchase within 3 years.

This past April marks the 160th anniversary of the ending of the Civil War; clipped this from a blog on line:

Our Memorial Day started as an event to decorate the graves of those who had been lost in the Civil War.... in fact one of the old ladies in Gone with the Wind refers to it as decorating "the graves of the glorious dead." In that book, the true hero of the story, Melanie Wilkes, has a tiff with the old hens over decorating graves.... because she decorates the Union soldiers' graves as well as the Confederate. Something to think about. People with any class let go of the hatred when the war ended. A shame their example has not come down to their descendants.

Wish that ranter was visible, they are probably a real entertaining visual treat. The insane have the same right to free speech as anyone else. The poor ladies were really upset you can tell. Typical anarchists, the ranters don't listen to anyone else.

This needs to go through the courts, because kids DO have some legal rights, but common sense tells us, if you're not old enough to drink, nor to drive a car, nor have sex, THEN you aren't old enough to make permanent decisions about your body. Education is a team effort, between teacher, parent and student; medical decisions are between parents and doctors. When society forgets these core, common sense values, we have a problem.

Home schooling and "choice" is a good thing if parents have the time for it. Bless these ladies' hearts for standing strong. About 26 min in there is a great comment about mental health.

From a KCRP member: My IRS insider took my advice and stayed out of riot trouble, thankfully. June 11, the Federal building in Seattle was shut down due to protests, and closed early on June 12 and 13. The Federal building is covered in graffiti from protestors. The Seattle Fed has been teleworking from home this week.

June 14 "No Kings" was projected on the 'nets to take place in Gig Harbor from noon to 2 pm. This from a reporter: I got there early, and spotted by 11:20 am, protest signs, walked over to the corner of Pt. Fosdick and Olympia. Many older "Boomer" folks were gathered on the curbs (it's a heavily traveled intersection) many were wearing patriotic gear which was surprising, there were some American flags. "No Kings" was the theme, and most seemed to simply be protesting Trump because they dislike him. Trans rights, "no ICE" and "save Democracy" along with ruder anti-Trump messages, but not really focused. The main message was "we think Trump is a dictator." Only 1/5 of the passing traffic honked in support, and this is a liberal community. I left at 11:45 because the crowd was too big and rowdy, and most were out of shape. If it turned violent, they would not have been able to run far. As the crowd grew, the American flags became a rarity. No people of color noticed.

On the way home from Gig Harbor to Bremerton, a second rally was encountered on the Manette Bridge. The roundabouts were frightening to navigate as people were staggering across them. Same messages as Gig Harbor. Hopefully business was good for the struggling small businesses in Manette. The crowd was 99.99% Anglo, despite this being an alleged continuation of a Juneteenth celebration earlier.

"Abolish ICE" is the latest bat-signal for the Dems. This is their "argument d'jour" (other than "I hate Trump"):

From Grok: The "due process" argument for illegal immigrants in America centers on the principle that everyone, regardless of immigration status, is entitled to constitutional protections under the Fifth and Fourteenth Amendments, which guarantee due process of law before deprivation of life, liberty, or property. The argument asserts that undocumented immigrants, as persons within U.S. jurisdiction, have the right to fair legal proceedings before deportation or other penalties.

The bottom line is, illegals are being trafficked to America, paid substandard wages for grunt work, have brought drugs and a criminal element with them, and are lugging down our welfare, Medicaid and food stamp programs to the detriment of American citizens and taxpayers. President Trump is on record as wanting to "take care of farm and hospitality workers" (Reagan instigated guest worker programs.) Contact your Congresspeople if you have a concern; they make the laws. ICE enforces them.

I found this in a left-wing newsletter: On June 14th, while President Trump's military parade takes place in the capitol.... We reject authoritarianism and we will not stand by as our freedoms are eroded. Being a veteran, I find this amazing because we CAN protest in our country. And because that military protects that freedom. Ya'all would be goose-stepping if it wasn't for the US Army!!!! For what it's worth, I thought the fireworks display was wonderful over DC for the June 14 festivities.

Don't forget to check with https://doge.gov in your spare time. It's good entertainment to see all the interesting things they are finding and cutting (none related to Medicaid or Social Security). https://www.foxnews.com/media/dr-oz-says-taxpayers-footing-14-billion-bill-medicaid-fraud-while-eligible-patients-struggle-care

Everyone seems to think that DOGE was the origin of "cutting of fraud, waste and abuse" with our tax dollars. Nope. Found in AARP Bulletin, July/Aug 2024 is an interesting blurb entitled "Medicare's Billion Dollar Waste" it went on at length about braces and prosthetics which were billed to Medicare, BUT did not bill Medicare for a medical appointment to go with it. This is 44 different states. The imagination of fraudsters knows no bounds. So, fraud has been around for a while, and blaming Trump and Musk for flipping over the rocks is utterly wrong. The IRS started efficiency tracking (similar to DOGE) over a year ago.

Voter Fraud: Bellevue—Judge Camara Banfield ruled in favor of the Defense's Motion for summary judgement this week in Frohlich v. Clark. This sets the effective precedent that county auditors are under no legal obligation to remove voters from the voter rolls, who have previously reported moving to the government, or even updating their voter registrations prior to an election. -- WAGOP Executive Director Matthew Frohlich

Chuck had a “voter integrity training” session on June 13, which was very enlightening (he’s a dynamo when it comes to watch-dogging the ballot counting.) One thing he mentioned was that he had tried to access a state list of those with green cards (legal immigrant workers) so he could compare it to voter lists in our state. He has been unable to get these due to privacy concerns. Common sense would dictate that non-citizens should not be on voter rolls, but after all, we DO live in a sanctuary state. One would think this might be a Union concern, because green card holders are supposed to be LIMITED; they take jobs away from Union workers.

John Cameron and some of the J6ers came to our meeting on June 2 at Headquarters. One of them claimed Governor Fergerson has financed a task force to "investigate conservatives as potential domestic violence."

From Grok: Domestic Extremism and Mass Violence Task Force: In 2024, as Attorney General, Bob Ferguson secured $247,000 in the state budget (via Senate Bill 5950) to establish a Domestic Extremism and Mass Violence Task Force. This task force, managed by the Attorney General’s Office, aims to develop a public health and community-based framework to combat extremism and mass violence, with a preliminary report due by June 1, 2025, and a final report by December 1, 2026. While the task force addresses "domestic violent extremism," which could include various forms of violence, there is no explicit mention of targeting Republicans or focusing solely on domestic violence in the context of political affiliation. The task force includes members from community organizations, law enforcement, and public health groups, suggesting a broad approach rather than a partisan one.

It is difficult four years later to determine who was just holding a sign, and who was bashing in antique windows and mirrors at the Capitol, but certainly J6ers have suffered from certain banks denying them business. Melania Trump mentioned this in her biography, her long-time bank terminated HER accounts after J6. It would be nice if we GOP people could make a list of banks which DID do this to J6ers or Mrs. Trump, and BOYCOTT them. It's especially disgusting as so many caught on camera during the riots of 2020 suffered no consequences for looting, burning down cities and destroying monuments. We need to de-escalate all this, somehow.

There are too many ins and outs to put into a newsletter from City, County and school committee meetings. One report DID stand out, the County Commissioner meeting of June 9. A Mr. Borg had a VERY detailed PPT about the resources AND FINANCES (a lot of tax payer money) of ALL our homelessness programs in the county. He "ran over time" but I emailed him, and he gave me his website as "homeless central" for all families in need in Kitsap. We need to put pressure on our GOVERNMENT because there is no excuse for people camping on the streets. They ALL have somewhere they can go. If the city and county are NOT serving our homeless community, then they should be DOGE'ed. Either that, or start taxing the “tax exempt” multi-family units; it’s about cash flow. BUT there IS help for these street people. Mr. Borg struck me as a very good citizen.

School reports: Sad news for CK and Brem School districts. It happens at the end of EVERY school year; parents be alert! CK recently lost one of their students in a roll-over accident on Old Military Rd, four kids joyriding in the car, one wasn't wearing a seat belt, and died after lingering a day. The other incident apparently involved a family dispute (they were homeless?) one brother knifed another, killed him, other is under arrest. The point is, "end of year" is VERY stressful for all young people. Hug your kids, let them know you love them, and don't leave the car keys where they can get them after hours.

HB 1296 is passed and signed into law. It's had a convoluted and tortuous path through our legislature, and it is very difficult to find a final formal text version of it without edits. This link is the clearest I've found, it's 26 pages, and some of it is still crossed out, so this is a draft, and not the final bill.

Parents are encouraged to read it carefully, and contact your state legislator for clarification. There is so much legal gobble-de-goop in it, and so many cross-outs, it's impossible to understand what it is really being said.

https://lawfilesext.leg.wa.gov/biennium/2025-26/Pdf/Amendments/Senate/1296-S.E AMS ENGR S2663.E.pdf

There are many things in the bill which will protect teachers and school staff from screaming parents (this is a reality, as much as most Republicans would never dream of being abusive to their children's teachers, it does happen). It is also a rather stupid bill, because parents can access their children's curriculum by signing onto Google classroom, it's posted for anyone with the code to "join the class".... I cannot fathom that any teacher would dream of denying a parent access to a book used in her classroom. It just isn't done.

Parents who are disturbed by this new law, SHOULD go directly to their local school board and demand (politely) to have access to review their children's curriculums, and do it on a biannual basis. This is a local, community-based issue, and our state is bang out of line if Bill 1296 in the final form denies this. If parents don't care, it will be difficult to reverse the legislation. Failing all else, there ARE many good private schools in the area, and I hear about kids being pulled from public schools all the time, and home-schooled.

Be good parents, and be good citizens. That's all there is to it, no matter what the goons in Olympia are doing. If they persist in acting like fools, go around them.

In South Kitsap, instead of using Skyward (parents know of which I speak) this will transition over to a platform called Qmlativ. The new program will serve all the functions of old Skyward. In view of the recent passing of 1296, it seems no coincidence that this new program "with more control" has appeared. Most of us have figured out by now that databases CAN be selective as to whom can see what. If you are concerned or confused and a parent in South Kitsap, connect to your school site as needed.

Tim Eyman spoke at the VFW (sponsored by the PSP) on June 16, 2025. He was funny, intelligent, inspirational, quirky, and a bit sardonic (my kind of people!) But most of all, he brought to light something that is happening to Republicans who are "threatening" to those sucking our tax money. It happened to Ross Perot, Sarah Palin, it happened to Bork. It happened to Trump and Cavenaugh too, who fought back successfully. There must be a "Pankera think tank" within the Democratic party which plans these Lawfare scenarios to break the bank and the spirit of Republican political figures of worth. (He must be over the target to get this sort of reaction.) If you want to get Eyman's STATE activist updates (parent's rights, 1296, election integrity, etc) send him your email via text at 509-991-5295 to get his notifications on state initiatives.
