CDC I-Billing Update

CDC I-Billing is now available to child care providers on MiLogin! Child care providers participating in the CDC Scholarship program are now able to create an individual MiLogin account, or use their existing one, to access CDC I-Billing. For more information on MiLogin or how to add CDC I-Billing for child care providers, please visit MiLEAP's Provider Billing Guidance webpage.

New Quality Indicator Guidance Document

The Quality Indicator Guidance Document has been revised and will be released soon. Keep your eye out on our Facebook page and upcoming editions of the LOOP for updates on when the document will be able to the public!

Early Childhood Research Study

Faculty at Central Michigan University’s College of Education and Human Services are conducting a study about how higher education institutions can better meet the professional development, credentialing, and preparation needs of early childhood educators. This effort is unique in its aim to inform how Michigan’s public universities can directly support, strengthen, and retain the early childhood workforce—particularly those working in preschool and childcare settings.


Early childhood directors across Michigan have received information about the survey. For those who received the survey, we encourage you to complete it and make your voice heard. With any questions, please contact the survey distributors.

Indicator Spotlight

CIL11: Program has completed the Environment Rating Scale (ERS-3) or Social Emotional Learning Program Quality Assessment (SEL PQA) Self-Assessment for every age group/classroom.  


Recently, we have received some questions about Quality Indicator CIL11 related to programs completing an ERS-3 Self-Assessment or SEL PQA Self-Assessment for every age group/classroom.  


What program types are required to complete the observation Self-Assessment for every age group/classroom for indicator CIL11?  


  • Tuition-based  
  • Blended Funding (Ex. Tuition and GSRP)  


What program types have the option to select “The program is NAEYC, NAFCC, or NAC accredited or received GSRP funding?”  


  • NAEYC Accredited  
  • NAFCC Accredited  
  • NAC Accredited  
  • 100% funded GSRP  
  • 100% funded Head Start  
  • 100% funded Early Head Start  
  • 100% funded combination GSRP, Head Start, and/or Early Head Start

On-Site Observation Tips

Why Completing the On-Site Observation Questions Form Matters

Each time a program becomes eligible for an On-Site Observation, GSQ staff send out an email with one essential tool: the On-Site Observation Questions Form. This form plays a critical role in the observation process—and here’s why it deserves your prompt attention. 


The On-Site Observation Questions Form collects key details about your program. This information helps GSQ staff determine: 


  • Whether your program will be assigned a scheduling window for the observation with a GSQ Assessor, or 
  • Whether you’ll have an Approved Assessor (for those eligible to use one) enter observation scores into our system. 


In short: your answers directly shape how and when your observation happens. 


If you are coming through the GSQ process and have completed your Validation, keep an eye on your inbox. When you receive the email with the On-Site Observation Questions Form, set aside a few minutes to complete and submit it right away. It’s a small step with a big impact on moving through the process.
