This month marks the end of the 117th Congress, which saw many positive developments for the Historic Tax Credit Growth and Opportunity (HTC-GO) Act. Though the road to becoming law can be lengthy, the act has received significant bipartisan support in both chambers of Congress and from a number of members of the tax-writing committees. Legislative lobby efforts for historic tax credits reached new heights in 2022, but progress still needs to be made. In this month’s Novogradac Journal of Tax Credits Tool Box article, we discuss the next steps for the HTC-GO Act with Patrick Robertson, Principal of Confluence Government Relations.

PROJECT SPOTLIGHT  Art Deco School Transformed into Veterans Center

The Brigadier General Hazel Johnson Brown Veterans Center has now opened in the Sharswood neighborhood of North Philadelphia. The Art Deco building, formerly known as the General John F. Reynolds School, was adapted by HELP USA into 55 apartments for low-income seniors, including a set number for homeless veterans. The historic school was designed in 1926 by architect Irwin T. Catharine. The school’s wide corridors were retained during the rehabilitation, and the classrooms lit by large windows were transformed into modern apartments. Heritage successfully secured federal historic tax credits for this exciting conversion.

40th RETROSPECTIVE  Promoting Advocacy Efforts for HTCs

As we wrap up the 40th year of Heritage, we remember the founding of the Historic Tax Credit Coalition (HTCC) in 2009. The HTCC is a national nonprofit organization comprised of a variety of stakeholders that recognize the importance of the federal historic tax credit (HTC). Heritage has played a leading role in the HTCC since its founding, participating in Advocacy Days, serving in leadership positions, and helping to improve the HTC. Pictured above is Cindy Hamilton (third from left) with a delegation of Pennsylvanians at the Capitol Building for HTC advocacy efforts. In 2017, when Congress threatened the elimination of the HTC, Heritage worked closely with other members of the Coalition to ensure that the HTC was retained in tax reform. We remain committed to our role in the HTCC and to the passage of legislation to improve HTCs.

2022 was a year to celebrate at Heritage! From our 40th anniversary to the new era of my leadership, I have immense gratitude for the opportunity to work with this incredible organization. It is truly a pleasure to serve clients who are making an impact on communities across the nation and are breathing new life into a wide range of historic buildings. Our consulting practice took us to amazing places this year, traversing the country from Chicago to Dallas, Portland, ME to Portland, OR and San Francisco to Puerto Rico. We welcomed several new staff members who have contributed their talents and enriched our workplace in scope, locations, and scale. My colleagues at Heritage continually inspire me with their diligence and creativity. What better way to celebrate the holidays with this group than to paint city skylines together, sharing our love of architecture and cities. We look forward to the upcoming year and all the exciting projects and connections it will bring! Best wishes from all of us at Heritage!
