Lessons from Tulsa's HTC Success

In this month's Novogradac Journal of Tax Credits, Heritage President Cindy Hamilton highlights Tulsa's early success with state historic tax credits. The article explains how the city leveraged Oklahoma’s state and federal historic tax credits (HTCs) to spark large-scale downtown revitalization. Following a comprehensive survey that identified hundreds of eligible historic buildings, developers utilized the state’s 20% credit—paired with the federal 20% credit—to finance major rehabilitation projects. These investments have transformed long-vacant buildings into housing, hotels, and other productive uses, generating hundreds of millions in economic activity and positioning Tulsa as a national model for mid-sized cities using historic preservation as a powerful economic development tool.

PROJECT SPOTLIGHT 

Reaching New Heights in Troy, NY

Heritage was honored to serve as the historic tax credit consultant to MDG Design + Construction for the rehabilitation of Griswold Heights, the largest family development in the portfolio of the Troy Housing Authority. The project involved repairs and improvements to all 13 townhome-style buildings including updated kitchens and bathrooms. The complex also features multiple play areas and walking paths throughout the site, as well as a community center with a gymnasium and common areas for residents. Heritage listed the property in the National Register of Historic Places to facilitate the use of HTCs. We are proud to be involved in a project that demonstrates how preservation and housing equity can work hand in hand to support a more vibrant, inclusive Troy.

Celebrating Award-Winning Projects

We're thrilled to announce that Belvidere High School, now called Pearl Place Apartments, in Belvidere Illinois, received the 2025 Landmark Illinois Richard H. Driehaus Foundation Preservation Award. The renovation, made possible by HTCs, allowed the building to continue serving seniors and veterans, providing them with modern, accessible housing in a Belvidere landmark. Congratulations to our client, Gorman & Company, on this well-deserved recognition. In Texas, the Hotel Grim, now called the Lofts and the Grim, received a 2025 Historic Rehabilitation Award from Preservation Texas. This iconic historic hotel in Texarkana was transformed to affordable loft-style apartments and has been celebrated by the local community since its completion. Congratulations to our client, Cohen-Esrey, on the award. We're honored to have been a part of these outstanding projects.

Welcome, Renée!

We’re delighted to welcome Renée Novak as our new Senior Project Reviewer. Based in the Baltimore/DC area, Renée brings extensive expertise from her work with the National Park Service’s Technical Preservation Services—where she reviewed federal HTC applications—along with prior roles at the Maryland Historical Trust/SHPO and Preservation Maryland’s Preservation Resource Center. Her private-sector experience includes architectural surveys and Section 106 documentation across the Baltimore/DC region. Renée holds a B.A. in Historic Preservation from Mary Washington College and an M.H.P. from the University of Maryland, College Park. We’re thrilled to have her join our team. Welcome, Renée!
