Rising to the Challenge at the High Rise Apartments

Most historic tax credit (HTC) projects involve overcoming one or two challenges, but a special few require surmounting higher hurdles. The High Rise Apartments in Great Bend, Kansas is a recently completed HTC+LIHTC project by Shreveport-based Housing Solutions Alliance, LLC (HSA) that is a testament to how navigating the challenges of the HTC process can really pay off.



In this month’s Novogradac Journal of Tax Credits Tool Box article, we discuss the many challenges we faced while consulting on the rehabilitation of a New Formalist style apartment building that was, at the time, not yet 50 years old. Another hurdle was the requirement for residents to stay in place during construction. Read on to see how Heritage and the team at HSA rose to the challenge to complete a successful $17 million rehabilitation of a historic public housing high rise for a small town in the Midwest.

Designation for a Michigan Landmark

It's official: The Hayes Hotel is now listed in the National Register of Historic Places! This Neo-Classical Revival hotel, built in 1926 in Jackson, Michigan, was considered one of the grandest hotels in the state and was an important venue for business and social events in the city. It was equipped with a ballroom, dining hall, dancing hall, various conference rooms, retail storefronts, and over 200 guest rooms, making it the crown jewel of Jackson.



Its grandiose Neo-Classical Revival exterior, a product of the famed Chicago-based architectural firm of Holabird and Roche (who also built some of the world's first skyscrapers), made it an attractive centerpiece for the entertainment industry in Jackson. Heritage completed the nomination and is looking forward to seeing the hotel's transformation as part of an ongoing historic tax credit project.

Coalition Pushes to Strengthen Pennsylvania's State Credit

Two historic preservation groups, the Preservation Alliance for Greater Philadelphia and Preservation Pennsylvania, are working with State Senator Nikil Saval to introduce legislation that would increase Pennsylvania’s state historic tax credit cap to at least $50 million—a substantial increase from its current $5 million cap. This increase would encourage more developers to invest in historic buildings across the state. Across the country, state credit programs have proven to be highly effective in stimulating reinvestment in underutilized buildings and making complex projects possible.



Heritage has successfully completed many HTC projects in Philadelphia (where we opened an office twenty years ago) and throughout Pennsylvania. We commend the efforts of State Senator Saval, the Preservation Alliance for Greater Philadelphia, and Preservation Pennsylvania to make the state credit more robust. This increase would benefit not only Pennsylvania’s large cities, but its small towns and rural areas, as has been proven in other states with a strong state credit program.

A Texas-Sized Preservation Conference

Our Texas-based associate, Haley Wilcox, was thrilled to connect with the staff at the Texas Historical Commission (THC) during their annual Real Places Conference in Austin. Folks came from across the state to learn about THC's programs, see examples of Historic Tax Credit projects in Texas, and meet others in the preservation field. We work closely with the THC tax credit review staff, pictured here with Haley (far right), on all our HTC projects in the Lone Star State.
