I hope you are having an excellent start to your February! Valentine's Day was yesterday, and I hope you visited one of our many beautiful dining establishments here in District 5 to celebrate with your loved ones.


We want to thank everyone who made it out to District 5 Projects Night! This event brought our residents face to face with key local government agencies to ask questions and to talk about upcoming neighborhood projects. We had over 200 people come to George Washington High School and be active members in our community. Thank you!


Downtown, we are having some tough conversations about budget cuts due to the migrant crisis. 2024 is going to be a hard year at the City and County of Denver. Know that we are working hard to minimize budget shortfall impacts to residents while also doing our part to remain a welcoming city for all, within our budget ability. This is a tough balance to strike but we will get there. Thank you to all of the amazing District 5 community members who have donated supplies and time to the cause!


We also have our upcoming Exposition Ave Traffic Study. Collaborating with the Winston Downs community, we aim to improve Exposition Ave from Leetsdale Dr to Quebec St., including the Monaco Pkwy and Leetsdale Dr intersection. Join us on February 27th at 6:00pm for a virtual public meeting via Zoom.

Mayfair Park Update


Denver Parks and Recreation is happy to announce that the design is underway to improve the drainage in the playground. DPR anticipates having construction begin on these essential improvements in the late spring to be open by early summer.

 

As you are aware, the park has been fenced off since the existing drainage system (installed in 2012 with the playground construction) failed. During the heavy rains in 2023, the entire playground was filled with water and would not properly drain out. The drainage system is being improved to ensure that it flows properly so the playground does not fill with water again.

 

Thanks for your patience over the last year as DPR worked to find a way to fund this emergency need.

Crestmoor Park Playground Redesign Update


Crestmoor Park is being funded by the RISE Denver Bond and the City Wide Accessibility Capital Funds. The second phase of improvements at Crestmoor Park will primarily focus on replacing the existing playground, which requires frequent and often costly repairs. The secondary focus will aim to provide better accessibility to the playground and other amenities throughout the park.

George Washington High School’s Patriot Pairs Program is in need of Mentors


GWHS’s Patriot Pairs program is in need of mentors who would like to support a GWHS student with their high school career! Mentors will meet with their mentee every Wednesday from 7:00 to 8:00am in the GWHS Library. Breakfast will be provided. If you cannot volunteer, but would like to donate to this amazing program, please scan the QR code on this FLYER. Exposition Traffic Study


Our office is working with the Winston Downs Community Association, residents, and Denver's Department of Transportation and Infrastructure to improve Exposition Avenue from Leetsdale Drive to Quebec Street including the Monaco Parkway & Leetsdale Drive intersection. This study will identify opportunities to calm traffic on Exposition Avenue and to improve crossings for people walking and biking. We will be hosting a virtual public meeting on February 27th, 2024 at 6:00 PM as a webinar and we would like to hear from you to make Exposition Avenue safer. Starting Phases 3 and 7 of Denver Water’s Pipe Replacement Project on East Colfax Avenue

 

Denver Water crews are replacing over 5 miles of 130-year-old pipeline in advance of the upcoming East Colfax Bus Rapid Transit project, which is being led by the Denver Department of Transportation and Infrastructure.

 

When: Next week, Denver Water will begin work on phases three and seven of the pipe replacement project along the East Colfax Avenue corridor. The entire project should be complete by the end of 2024. Construction schedules are subject to change due to weather and may be altered to accommodate major events in Denver.

                       

Where: Two crews will be working simultaneously along East Colfax Avenue.

  • Phase three: East Colfax Avenue between York and Cook streets.
  • Phase seven: East Colfax Avenue between Quebec and Xenia streets.

 

Local access to residences and businesses will be maintained throughout the project.


Commuters should expect delays in this area. For more information or to sign up to receive updates, we encourage folks to visit denverwater.org/Colfax.


Denver Water and RTD are coordinating to minimize impacts to bus routes throughout the project.

 

 

WHAT TO EXPECT:

Before work begins:

  • “No Parking” signs will be posted in the work area. Street parking will not be available during working hours, and vehicles left in the “No Parking” zone may be towed.
  • Sandbags will be placed on curb grates to prevent mud and debris from entering the storm drains.
  • Electronic signage has been placed along East Colfax Avenue to alert drivers about construction impacts.

 

During construction:

  • Lane closures on East Colfax Avenue will occur daily, and commuters should expect delays.
  • Businesses will remain open throughout construction. Denver Water will work to ensure individuals are able to safely access businesses by using flaggers.
  • We will coordinate directly with property owners to replace confirmed lead service lines along East Colfax Avenue.


Water outages will be necessary on this project. Crews will provide a notice with the date and time of the planned water outage on the front door of your property at least 24 hours in advance of the planned water outage. While unlikely, emergency water shut-offs may also occur. Visit denverwater.org/Outage for more information.


Working hours are typically Monday - Friday, 8:30 a.m.- 8:30 p.m. Some night or weekend work may be required.


Crews will securely store equipment and materials near the work site.

 

Afterward:

  • Temporary repairs to roads and sidewalks will be in place until permanent restoration occurs. Permanent roadway and sidewalk restoration may be delayed in winter months due to low temperatures and poor weather conditions. 
  • Landscaping is typically restored April through October and may be delayed until the next planting season.

Denver Water Vault Replacement Project in Montclair


Attention Montclair Residents!


Commencing the week of February 12, an essential vault replacement project is beginning within the Montclair neighborhood. Vaults, serving as critical underground structures, are poised for enhancement to facilitate Denver Water crews in promptly accessing water pipelines. This upgrade enables precise control of water pressure, seamless relay of information, and necessary adjustments.


Location: Poplar Street between East 12th and East 13th avenues.


Anticipated Impacts:


Before Work Commences:

  • No Parking" signs will precede the project, necessitating alternative parking arrangements during working hours.
  • Crews will judiciously store equipment and materials in close proximity to the worksite.
  • Sandbags will be strategically placed on curb grates to mitigate the ingress of mud and debris into storm drains.


During Construction:

  • Poplar Street will observe a complete closure to through traffic (East 12th to East 13th), with property access advised through the alley, where feasible.
  • Work hours are typically scheduled Monday through Friday, 7 a.m. to 5 p.m., with the possibility of occasional night or weekend operations.
  • While no planned water outages are expected, the potential for emergency water shut-offs, though unlikely, cannot be entirely ruled out.


Post-Completion:

  • Temporary repairs to roads and sidewalks will be instituted until the comprehensive restoration, with potential winter delays due to inclement weather.
  • Landscaping restoration is typically executed between April and October, possibly extending into the subsequent planting season.

Parking Permits at Park Mayfair Condominiums


An update on the Park Mayfair Condominiums signage:


The work to remove the time restrictions around Park Mayfair is prioritized, and signs will likely be removed by DOTI during the month of February. Time limits are effective and enforceable until signs have been removed. Signs will be removed, and unrestricted parking will be introduced. Remember, time limit signs are enforceable if present, so they must be removed to genuinely introduce unrestricted parking!  

 

The existing off-street parking supply should be able to accommodate most patient and staff parking needs. Patients can park on Dahlia (or another nearby time restricted street) today for 2-hours and observed parking occupancy is low. 

 

DOTI plans to initiate a CAP for this portion of Hale in 2024, and they will keep us in the loop as the timeline for initiating this plan is refined. Prior to CAP initiation, DOTI will collect parking restriction, capacity, and occupancy data and coordinate with our office to identify Stakeholder Working Group members. We certainly want to include a representative from Park Mayfair.

Get involved with the Alameda Avenue Corridor Study


Denver Regional Council of Governments (DRCOG) is leading a study of Alameda Avenue in partnership with the City and County of Denver, Aurora, Lakewood, Glendale, the Colorado Department of Transportation, and the Regional Transportation District (RTD). The goal is to develop a shared vision for the corridor from Wadsworth Blvd., in Lakewood to the R-Line in Aurora. 


The study aims to improve mobility and safety for all users and plan for future transit investments, while still preserving the character of the corridor. The study will identify mobility and safety issues and result in recommendations for transportation improvements that will enhance the corridor – making it safer and more accessible for all road users.


DRCOG is currently collecting feedback to understand community concerns with safety, mobility or other transportation along the Alameda Corridor. 14th Ave. at Colorado Closed for the Jackson Street Storm Drain Project


In 2020, DOTI began work on a project that will include installing larger storm sewer pipe to better manage and improve flood mitigation during heavy rainstorms. The second phase of the project extends from the intersection of Jackson St and 14th Ave, across Colorado Blvd and south to the intersection of 13th Ave and Colorado Blvd. The project started last month and will last through January 2025. 


A full closure of E 14th Avenue—from just east of Jackson Street to Colorado Boulevard will last for approximately four months. In addition to the full closure along E 14th Avenue, there is a local-traffic-only closure on E 14th Avenue—east of Josephine—in effect. We encourage drivers to follow the posted detour signs to E 17th Avenue.

We're asking District 5 residents to call in an issue, problem, or complaint every Thursday in 2024! Not only will this help the City know where problems are, it will generate needed data to show how the City can best allocate its resources to make our neighborhoods safer!

Molly Lanphier


Molly is District 5's new Department of Transportation and Infrastructure (DOTI) Community Designer, representing District 5 for various transportation projects. Molly was born and raised in Denver and is a third generation DPS grad. She has lived in Washington, DC and Anchorage, Alaska. Molly is passionate about making Denver a better place to live, work and play by working on projects that will allow people to bike, walk and get to where they’re going safely and more efficiently. When Molly isn’t working you can find her enjoying the outdoors in any season with her husband, two little kids and her labradoodle.

Parks Legacy Fund Engagement Phase 2


Denver Parks and Recreation is currently in the process of updating the Park Legacy Fund 5-Year Plan to identify future funding priorities for 2025-2029 that are aligned with Game Plan for a Healthy City. DPR will be conducting a second round of community engagement from February 24 through March 13, 2024. During this time DPR will host a virtual public meeting on Wednesday, February 28 from 5:30-6:30pm (flyer attached), and will be hosting a series of pop-ups events in parks and recreation centers across the city.


Next Meeting: Wednesday, February 28th 5:30 p.m. - 6:30 p.m.

Legacy Fund Background:

Thanks to Denver voters who passed the Parks Legacy Fund in 2018, a 0.25% sales tax has been dedicated to the improvement and expansion of Denver Parks, allowing the implementation of Game Plan for a Healthy City to gain momentum. The additional tax funds, combined with existing city general funding, creates new opportunities to realize Game Plan for a Healthy City's goals and leave a rich legacy of green space for future generations.  Denver Parks & Recreation's investment framework guides funds to better maintain and extend our parks and recreation system.

Denver Water's Tips to Avoid Frozen Pipes


Heed these tips to avoid expensive and wasteful water leaks this winter.

 

Before cold weather hits:

  • Learn the location of your home’s water shut-off valve. If a pipe breaks, you’ll need to shut off the water to your house to minimize damage. In most single-family homes, the valve is in the basement or crawl space, on a wall facing the street.
  • Make sure everyone in your household knows how to shut off the water.
  • Insulate water pipes that may be vulnerable to the cold, such as those along exterior walls and in unheated basements.

 

During a deep freeze: 

  • Keep open cabinet doors leading to exposed pipes (such as access doors for sinks), so that household air can warm them.
  • If you have an attached garage, keep its doors shut. Occasionally, plumbing is routed through this unheated space, leaving it vulnerable to winter's worst.
  • Crack a faucet farthest from the place where your water enters the house. A very slow drip will keep water molecules moving, reducing the chance that pipes will freeze. Place a bucket underneath the faucet so the water can be saved for other household uses.
  • Keep your thermostat set above 65 degrees when leaving your house or business for several days.

 

If you think a pipe is frozen, don’t wait for nature to take its course:

  • Thaw the pipe as soon as possible or call a plumber for help.
  • If you thaw it yourself, shut off the water or test the shut-off valve. You don’t want water suddenly gushing from the pipe when it thaws.
  • When thawing, slower is better. Pipes warmed too fast may break. A hair dryer pointed at the frozen area of the pipe is appropriate. A blow torch is not.

WHAT: Denver Economic Development & Opportunity (DEDO) has opened applications citywide for the second round of Denver's Legacy Business Program. This program recognizes, celebrates and supports longstanding, independent businesses that have contributed to community character. 


WHO: The program is accepting applications for small businesses that are currently active and operating in the City and County of Denver. View other eligibility requirements here prior to applying. 


WHY: This program is designed to strengthen longstanding small, locally owned businesses. Legacy Businesses will be included in the city’s official Legacy Business registry, provided official Legacy Business marketing support, offered technical assistance and training resources to strengthen their operating systems. Businesses will also be provided with customized referrals to city and state programs.  


WHEN: Applications are now open and the deadline to apply is Thursday, February 15, 2024 at 5 p.m.

Every Block, Every Voice Grant


The Inter-Neighborhood Cooperation (INC) invites Denver-based youth groups that conduct civic engagement projects to apply for a grant to help fund those efforts.  Three $500 and one $1000 award will be presented on March 11, 2024 for activities that will occur prior to June 30, 2024.


The intent of these awards is to help 14 to19 year-olds recognize the importance of citizen involvement in their own community and how neighborhoods can be improved through their efforts. In other words, INC is planting seeds for Denver’s future neighborhood leaders. 


Diversity, Equity & Inclusion focus: At least one grant will be reserved and awarded to a youth group in a city of Denver designated Neighborhood Equity and Stabilization (NEST) community.

Apply to be a Snow Angel!


The Snow Angels program is an initiative of the Agency for Human Rights and Community Partnerships that is aimed to assist residents in Denver in need of assistance shoveling their front sidewalks during the cold winter months. This is a volunteer service created to avoid fines for non-compliance of clearing pedestrian walkways in front of homes.

Eligible applicants include the following:

  • Must be a Denver City & County resident
  • Residents or older adults physically unable to shovel
  • Neighbors living with a disability
  • Financially unable to pay for a service


If you reside outside the City and County of Denver and need assistance, please call 211.

The Snow Angels program does not:

  • Remove snow in driveways or front steps
  • Remove down trees/branches on front walks

My Spark Denver


I'm delighted to be supporting My Spark Denver, which is giving 4,000 middle school students who go to DPS schools and qualify for free or reduced lunch $1000 to spend at afterschool and summer programs! RTD's ZERO FARE for Youth


FROM SEPTEMBER 1, 2023 THROUGH AUGUST 31, 2024, YOUTH 19 AND UNDER CAN JUST HOP ON BOARD


RTD is excited to welcome a future generation of transit users to experience all the benefits at no cost. Zero Fare for Youth is a one-year pilot program that aims to enhance the lives of RTD customers and communities by reducing transportation costs for families. By inviting youth ages 19 and under to ride the bus and train at no cost, we also remove barriers to education and employment, while creating access to destinations across the metro Denver region. If you’re new to our system, check out RTD's How to Ride video.


What Do I Need to Show When I Ride?

To ride at no cost as part of this program, you must be prepared to show one of the following to the bus operator or fare inspector: current school ID, valid government-issued ID, alien registration/permanent resident card, Military ID/dependent card with DOB, RTD-issued youth special discount card.

The DA's February Scam Spotter


Let's dive into the latest scam spotter tips:


Valentine's Day, with its roses, chocolates, cards, and fancy dinners, is reminiscent of scenes from romantic movies. But when loneliness collides with a con-artist on a dating website, the outcome can be a heart-wrenching scam. Falling prey to a romance scam goes beyond financial loss and wasted time, it shatters your heart. Recovery from financial loss is devastating, and a broken heart takes even longer to heal. Remember scammers are masters of manipulation and convincing stories. Staying vigilant and prioritizing your safety is crucial when navigating the quest for love online. 

 

According to the Internet Crime Complaint Center (IC3) and the Better Business Bureau, the prevalence of online scams and the number of people falling for them has dramatically increased since the beginning of the pandemic. Scammers are trolling dating websites looking to find their next victim, and they find them, to the tune of nearly 70,000 people in 2022 who reported a romance scam, with losses that hit $1.3 billion. 


And for the hundreds who think they will never fall for a romance scam, read about this Denver man who thought the same thing: 


Denver man was scammed out of $1.6 million. Their relationship began on a dating app.

The Lowry Foundation Speaker Series

Art of InVESTment DPD Fundraiser

The Denver Police Department (DPD) is hosting a fundraiser at Fascination St. Fine Art Gallery to raise funds for rifle-rated ballistic vests for DPD Officers. 

Registration is required and payment is accepted at the door. 


This is your opportunity to explore the SWAT Bearcat and Tesla, as well as an online silent auction full of great items (you do not need to be present to participate in the silent auction)! 


DPD has identified 5 officers who will be recognized that evening and will be receiving rifle-rated ballistic vests. Corporal Briggs will be joining us as well. Corporal Briggs was ambushed in this car last year while working at the migrant shelter and is alive today because he was wearing his rifle-rated ballistic vest.

Registered Neighborhood Organizations

Denver is a unique city in promoting greater citizen involvement through organized neighborhood associations. Currently, there are 78 statistical neighborhoods represented by more than 200 registered neighborhood organizations (RNOs), Business Improvement Districts (BIDs) and Homeowner Associations (HOAs).


In its defined geographic area, an RNO will normally address neighborhood quality of life issues - such as traffic, development and zoning, crime, communication and licensing, and promote social activities to enhance residential spirit, developing a sense of community, and encourage resident participation. RNOs meet regularly and many send out newsletters to keep residents informed on neighborhood issues and events.


Get more involved in your community by joining your Registered Neighborhood Organization (RNO). Below is a list of Council District 5 community organizations. You can also find out which RNO you belong to by entering your address or selecting a location on the map.
