Howdy Neighbors,

Happy fall, everyone. Can you believe that it is already October? September was jammed packed with meetings, as we finalized and approved the FY 2021 Budget. Despite our revenue shortfall of approximately $127M, this year's $2.9B budget is balanced. I have had the privilege to work through four budget setting cycles so far. Although they are always challenging, it is also very rewarding to see our City processes at work. Each year, countless hours are spent collecting your feedback and formulating how these limited funds can best support 10 council districts and San Antonio as a whole. Below you'll see that I have put together "10 Wins for 10" to highlight some of what's to come in FY2021.

As many of you know, there is a very important election on November 3, for issues that will have an impact both nationally and locally. Early voting beings on Tuesday, October 13 and ends on Friday, October 30. Again, election day is Tuesday, November 3. If you are planning to vote by mail, please do so as early as possible to give your ballot ample time to be counted. All election related questions can be directed to the Bexar County Elections Office at 210-335-8683 or 210-335-0362.

The Northeast Neighborhood Alliance hosted a virtual Candidates' Forum on Monday, September 21. During that forum, we heard from the following candidates: State Representative District 121 (Celina Montoya and Steve Allison), Bexar County Sheriff (Gerard "Gerry" Rickhoff and Javier Salazar), and Bexar County Commissioner Precinct 3 (Christine Hortick and Trish DeBerry). If you were unable to virtually attend this meeting, you can view a recording here. There will also be three propositions on this November's ballot. Below, I have included the ballot language for each of these propositions. We encourage you to please take a look and remember that these are your tax dollars. To view a sample ballot and voters' guide, please go to vote411.org. There you will find a non-partisan pro/con guide to each candidate and proposition.

We will virtually host our monthly District 10 Community Meeting on Monday, October 19. We'll be joined by CPS Energy CEO, Paula Gold-Williams, and City of San Antonio's Aviation Director, Jesus Saenz. Detailed instructions on how to participate are listed below. We hope to see y'all there.

I know many of you are curious about how we'll be handling Halloween in the midst of this pandemic. I'm glad to share that Halloween is not cancelled! The City of San Antonio has shared guidelines on how to safely celebrate this year. For this year's suggested guidelines, click here.

COVID-19 Updates
Metro Health continues to provide up-to-date information and resources for our residents on their website. The numbers are updated daily at 7:00 PM. Mayor Nirenberg and Judge Wolff give updates on weeknights at 6:13 PM on TVSA. SAT Noise Exposure Map Update
The City of San Antonio is conducting a Noise Exposure Map (NEM) Update for the San Antonio International Airport vicinity, which will result in updated NEMs that will reflect both the existing and expected five-year future noise exposure conditions near the Airport.

There will be a preliminary series of public workshops to provide information on the Part 150 NEM Update process and solicit feedback from the community. Due to the ongoing health and safety concerns related to COVID-19, the workshops will be conducted virtually through an internet-based meeting platform, which will include a teleconference option. Spanish translation will be available.
The virtual workshops will be conducted on the following dates and times:

Community Spotlight
On Tuesday, August 11, Bruce Campbell was on patrol in his neighborhood, Steubing Ranch, when one of his neighbors called for help. Mr. Campbell immediately jumped to his aide and applied pressure to his neighbor's wound until SAPD and EMS arrived. Thank you, Mr. Campbell, for saving your neighbor's life and for your bravery and compassion. Mr. Campbell runs Steubing Ranch's Citizen on Patrol.
In September, I honored Mr. Campbell's quick action with the Compassionate San Antonian award and a District 10 Challenge Coin. I am absolutely honored to have people like Mr. Campbell living in District 10.
