Greetings, school board colleagues,


If you were able to attend MABE's February 3rd Legislative Day & Reception, thank you for joining us! This year's gathering, expanded to a half-day event to more deeply dive into priority public education issues, earned high marks in large part thanks to so many MABE members' participation and engagement. We appreciate everyone who made our 2025 Legislative Day a success.

Legislative Day & Reception


MABE members, thank you for joining us at MABE's February 3, 2025 Legislative Day & Reception in Annapolis. Your active participation made for a memorable event! This well-attended gathering was provided free of charge for all local school board members, local superintendents, executive staff, and state lawmakers and officials.

Thank you to the talented education thought leaders who comprised our "Public Education's Future in a Charged Climate" panel, and special gratitude to Baltimore Banner Education Reporter Liz Bowie for moderating the discussion.


We also appreciate the school board members who participated in our 2025 Legislative Session Focus discussion and provided helpful context for ongoing challenges and opportunities, as well as the state lawmakers and officials who made time in busy schedules to join us.

February 4th's "MABE Day on the Hill"


On the advocacy front, on February 4th over 30 local school board members joined in D.C. to visit the Capitol Hill offices of Senator Van Hollen and Representatives Andy Harris (1st District); Johnny Olszewski, Jr. (2nd District); Glenn Ivey (4th District); Steny Hoyer (5th District); April McClain-Delaney (6th District); and Kweisi Mfume (7th District).


School board members' shared focus in Hill meetings was balancing the need for sustained federal fiscal support for various student groups and grant pathways, including Career and Technical Education opportunities, and also stressing the importance of local governance. MABE intends to continue such federal engagement throughout the year, and will keep you updated on future advocacy opportunities.

Highlights


Last month we celebrated the Third Annual "Maryland School Board Recognition Month," honoring the dedicated individuals throughout our state who serve on their respective school boards.


If you missed them last month, Governor Wes Moore, MSBE's Dr. Joshua Michael, and MABE Executive Director Milt Nagel each offered videos with their thanks for your important efforts.


To all local school board members who work so hard championing excellence in Maryland public education, please know your talents, innovation and commitment are greatly appreciated by so many students, families and communities.


Special thanks also to all the local school board members and superintendents who celebrated this special month with us on social media!

Introducing "Flash Video" Trainings from MABE


School board members work to stay up to date on the latest resources, but don't always have time for longer trainings given such busy schedules.


With this in mind, MABE is glad to introduce our new Flash Video Trainings, abbreviated trainings on key topics important to the work school board members do each day. These and other MABE training videos and sessions now are offered to MABE members free of charge, in keeping with our mission to support local school board governance through professional development, advocacy and member services.

The latest edition of the "Maryland School Law Deskbook" is available to order HERE.


The only education reference of its kind in the state, the Deskbook is written by experienced education law attorneys and published in cooperation with MABE. It offers current and authoritative information on legal issues facing schools within the context of state and federal education law.


Also available is "Maryland Schools Laws and Regulations Annotated," an easy-to-use volume consolidating key Maryland education-related statutes, available to order HERE.


It includes the full range of important provisions from the Education Article of the Annotated Code of Maryland, along with comprehensive coverage of Title 13A of the Code of Maryland Regulations (COMAR). This publication also features relevant statutes from other areas of Maryland law, such as those addressing public meetings, facilities, family law, and other topics.

IN THE NEWS

Educators from Howard, Prince George's and Montgomery Counties Earn National Recognition


The nation's highest award for STEM teaching recently went to four innovative educators from Maryland. A January 13th White House press release notes that the Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST) honors "the hard work and dedication mentors exhibit in broadening participation in STEM pathways," making this recognition a noteworthy accomplishment.

Two teaching professionals from Montgomery County Public Schools earned the prestigious award (Krishni Patrick for science teaching, and Joan Shane for mathematics). Kate Sandoval from the Howard County Public School System also was honored in the mathematics teaching category, and Modupe Olafunmiloye from Prince George's County Public Schools earned acclaim for science teaching.

MABE ANNUAL CONFERENCE 2025


In response to member requests, we've shortened this year's Annual Conference to what will be a two-day gathering (versus the original event's two and one-half days). Be assured we still will be offering the same wide variety of timely discussions, workshops and networking opportunities, but in a way more sensitive to school board members' full schedules.

Conference programming will take place during full days on Monday, October 20th and Tuesday, October 21st. For members who prefer to arrive on Sunday evening, we also will be hosting a MABE Happy Hour the evening of Sunday, October 19th. We plan again this year to open registration for MABE Annual Conference 2025 in early June, and will keep you updated on event plans and specific times as we move forward.

MABE's 2025 Distinguished School Board Service Award


The Maryland Association of Boards of Education's biennial Distinguished School Board Service Award is presented to a school board member who has made outstanding contributions to public education through school board service in Maryland.


Your opinion matters! Please click HERE for award criteria and the award nomination form. Nominations must be submitted to MABE Executive Director Milt Nagel no later than April 15, 2025. MABE's Awards Committee will review all nomination forms and make a decision on the winner no later than May 30, 2025.

MABE Pools & the Value of Ownership


The value of MABE Group Insurance and the MABE Workers Compensation Group Self-Insurance Fund can best be embodied in a Swedish proverb: "The best place to find a helping hand is often at the end of your own arm."


Our pools consist of member school systems that came together years ago to help each other during a difficult time in the insurance market. They have continued to thrive due to the member/owner's collaboration to reduce all members' risks and associated costs.


Unlike the commercial insurance industry, which uses profits to measure success, the MABE pools provide services, coverage and risk management tools with the singular goal of serving their membership. The MABE pools are directed by Boards comprised of Trustees appointed by their member school systems. They embody the idea of local control through the local governing members.



Simply put, the MABE pools work because every member has skin in the game, and a voice at the table, in that the MABE pools are member-owned, member-governed and member-driven.


In the MABE pools, members agree to share the cost of risk. For all members, this risk-sharing structure intensifies members' interest in loss control and claim management. The focus is on the long-term financial value and the success of each participating member.


Member ownership leads to quality control within the pools. The most important pool regulation comes from members themselves. Through their dedicated service, school system-appointed Trustees oversee and manage pool-wide outcomes. This is self-regulation that works as a result of true member ownership.


Valued member ownership has led to the success of the MABE Workers Compensation Group Self Insurance Fund for the past 41 years, and of the MABE Group Insurance Pool for the past 39 years.

New from the Harford County Public Schools Transportation Department is Buster the Bus! HCPS notes Buster is a MABE grant-funded "friendly safety ambassador who's here to help teach school bus safety to [our] youngest riders."
