LETTER FROM THE MANAGER


Dear Millinocket Residents,


I’m excited to share a fresh update on some of the significant projects happening around town, all aimed at improving our community and moving us forward.

First, after years of planning and overcoming challenges, the Penobscot Ave/Riverside Drive bridge project is complete and officially open! This has been a major undertaking, spanning over three years, and we’re all relieved to have it behind us. The new bridge not only improves connectivity but also enhances the overall infrastructure of our town.


Next, I want to address the current work on the municipal building elevator. This modernization project is long overdue, focusing on updating outdated electrical, mechanical, and fire safety systems. With the help of American Rescue Plan Act funds and a grant from the Penobscot County Commissioners, we’re making sure the elevator operates more efficiently and safely. During construction, we’ve installed a Ring doorbell at the front entrance to assist residents with limited mobility. Just ring the bell, and our staff will come outside to provide assistance. Thank you for your patience and understanding as we complete this critical upgrade over the next few weeks. Remember, many of our services are also available online at Millinocket.org, making things more convenient for everyone.


Regarding our efforts on derelict and dangerous properties in town; For nearly two years, we’ve been working hard to clean up these "eyesores." I’m happy to report that we’ve taken ownership of one of these properties, with a demolition expected to be completed by the end of December. Several more are in progress, and we’re hopeful to achieve further success in the very near future. This is a complex and lengthy process but rest assured that we’re committed to improving the appearance and safety of our town.


One of the most exciting developments is the ski-tow project, which is in its final stages. This community asset is being revived just in time for winter! Once completed, it will feature a rope tow, sliding runs, and a warming hut complete with outdoor lighting and music. It’s shaping up to be a wonderful spot for families to gather and enjoy some winter fun.


Lastly, I’ve updated the Town Manager page on the Town's website. There, you’ll find a detailed description of this positions, the duties it serves, the role’s relationship with elected officials and the community, as well as an archive of all my manager’s reports since January 2022. I hope this provides clarity about the responsibilities of this position and keeps you informed about the work we’re doing in town.

A Piece of Our Past

The Great Northern Hotel was built 1899-1900 at a cost of $40,000. It had three stories, a tower, big verandas, writing and billiard rooms and a grand main entrance. There was a dining room and barbershop and more. The photo shows the main lobby. At center right, a boy sits on an elegant sofa. The Millinocket Historical Society has that sofa from this grand hotel on display at the museum.

Millinocket Candidates Forum


On Wednesday, October 16th, Millinocket Memorial Library hosted a vibrant "Meet the Candidates" night, an event that truly showcased the spirit of our community.


We extend our heartfelt gratitude to all who attended, the candidates who shared their insightful visions for the school board and town council, and the dedicated individuals whose hard work made this event possible. A special acknowledgment goes to Library Director Diana Furukawa, Assistant Library Director Nicole Brennan, former council and event mediator Wally Paul, and former councilor Charles Pray, whose unwavering commitment year after year enriches our civic engagement.


We invite all residents to view the recording from the 2024 Candidates Forum. Remember, you can stop in now to cast your absentee ballot and the election will be held Tuesday, November 5th, 8am-8pm at Stearns High School Gymnasium.

The Millinocket Town Council meets on the 2nd and 4th Thursday of each month at 5:30. Meetings are held in-person in Charles Sanders Council Chambers and remote access available via Zoom. CLICK HERE for more information regarding town council meetings! The 2024 Millinocket Farmers' and Artisans' Market at Veterans Memorial Park sponsored by Age Friendly Millinocket wrapped up in early October, welcoming visitors from as far away as Japan!


This winter the vendors and organizers will be meeting and developing strategies to improve artisan/vendor/farmer outreach, plan for more activities for children, live music, and perhaps 

initiate a formal "sign-in" book and photo opportunity for hikers completing the Appalachian Trail. Any feedback or suggestions for the 2025 market will be gratefully considered.

A Tribute to Russ Cyr: A Legacy of Service



The Millinocket Town Council honored Russ Cyr, a beloved barber, as he retires after nearly five decades of dedicated service.


Russ's journey began in 1972, and in 1976, he opened his own shop in Millinocket, serving thousands of residents and visitors. Beyond his business, Russ has been an active member of the Catholic Church and Knights of Columbus.


The Town Council recognized Russ's tireless dedication on October 24th, 2024, expressing gratitude for his contributions as a proud business owner.


We extend our heartfelt congratulations and thanks to Russ Cyr for his remarkable career and commitment to Millinocket. His legacy of service and community spirit will be cherished for generations to come.

Municipal Updates

Town Clerk's Office


The Town of Millinocket's Clerks Office is pleased to provide the following updates to our citizens:


Financial Update:

The Town Office has collected $1,685,772.84 in receipts from September 20, 2024, to October 18, 2024, through 1622 transactions.


Tax Information:

  • FY24/25 Real Estate and Personal Property Tax bills were mailed on October 4, 2024.
  • First-half payments are due October 29, 2024, with interest accruing starting October 30, 2024.
  • Second-half payments are due January 29, 2025, with interest accruing starting January 30, 2025.


Sewer Billing:

  • October sewer bills are for the 4th quarter of 2024.
  • Bills were dated October 31, 2024, with an 8.5% interest rate.
  • Payments are due November 29, 2024.


Elections Update:

The November 5, 2024 General/Referendum and Municipal Elections are approaching.

  • Absentee voting is available until October 31, 2024.
  • Municipal Election ballot candidates include:
  • Town Council (two 3-year terms): Matthew Bragdon, Tembar Craig, Tammy McLaughlin, and Gilda Stratton.
  • School Board (one 3-year term): Rachel Cyr.


Other Reminders:

  • 2025 Dog Licenses are available starting October 15, 2024.
  • Dog owners must provide current Rabies Vaccination Certificates for electronic registration.
  • New Mandated Electronic Dog Registration – Please bring in your current Rabies Vaccination Certificates which assists us to create accurate owner/pet profiles. We thank you for your patience while we navigate this new program together.

Public Works Department


The Town of Millinocket's Public Works Department has been busy improving our infrastructure and facilities. Here are some recent accomplishments:


  • Road Repairs: Spot paving has been completed on various roads, including Rice Farm Road, addressing low spots, washouts, and utility cuts.
  • Shoulder Work: The crew finished shoulder work on Rice Farm Road, adding approximately 40 truckloads of material to enhance safety and durability.
  • Culvert Replacement: Lou Silver's Incorporated completed the Penobscot Avenue culvert replacement project, installing a durable concrete box culvert.
  • Town Office Awning: Repairs to the damaged awning over the Town Office front door are underway, including added supports and strapping for a new metal ceiling with lighting.
  • Tennis and Pickleball Courts: Crack filling has begun to prevent water damage and maintain the courts' integrity.


Transfer Station Reminders

Help us maintain efficiency and sustainability at the Transfer Station:

  • Appliance Disposal: Refrigerators and freezers must be empty, with grates, trays, and compartments removed.
  • Brush Disposal: Limit brush length to 8 feet to prevent grinder clogs.
  • Composting: Drop off brush and yard waste, but empty bagged leaves and dispose of bags properly.
  • Recycling: Bring cardboard, plastic jugs, and tin cans to support our recycling efforts.


Cemetery Updates

Recent improvements and reminders:

  • Fence Painting: The wrought iron fence along East Avenue and the entry gate have been freshly painted.
  • Maintenance Building: The supervisor is staining the building to protect it from the elements.
  • Decoration Removal: Due to a recent wind storm, blown-off decorations have been collected near the maintenance building. Claim your items soon, as they will be disposed of shortly.
  • Fall Cleanup: Plan to remove cemetery decorations as the Town prepares for its fall cleanup.

Airport Department


The Millinocket Airport Department is thrilled to share the latest updates and achievements:


Fly-In Cruz-In Success

Despite challenging weather conditions, our recent Fly-In Cruz-In event drew impressive support from the community!

  • 30 cars from across the state attended, showcasing enthusiasm for aviation and local spirit.
  • The Pioneer Hose Company's barbecue fundraiser was a huge success, benefiting their scholarship fund.


Airport Operations

As of October 17:

  • 88 aircraft operations have been recorded through the G.A.R.D. system.
  • Jet Fuel and Avgas sales remain strong, even in October.


Infrastructure Improvements

Enhancing our airport's infrastructure:

  • Additional survey work has been completed.
  • Core sampling is next on the agenda.
  • Mowing equipment has been stored for winter, and snow removal equipment servicing has begun.


Growing Aircraft Community

Exciting news:

  • Two more aircraft will join our community soon, increasing the total based aircraft to 23.

Wastewater Department


As we head into the fall season, we're pleased to report that all is well at the Wastewater Treatment Plant. Our summer projects are complete, and we remain committed to providing high-quality treated wastewater to the West Branch.


Important Reminder: Protect Our Sewer Lines

Due to this year's low rainfall and flows, our town's sewer lines are under increased stress. This can lead to:

  • Increased plugs and blocks
  • Unnecessary bypasses
  • Potential backups into residential basements


Help Prevent Problems: Flush Wisely

To avoid these issues, please remember:

  • Toilet paper ONLY should be flushed
  • Avoid flushing other items, such as wipes, sanitary products, and trash


What to Do in Case of a Sewer Issue

If you experience:

  • Slow-running drains
  • Sewer backups in your basement



Call the Public Works Department first at 723-7030 to determine if the issue is with the town's infrastructure. This can save you time and money on unnecessary plumbing calls.

Fire/EMS Department


We're excited to share the latest news and achievements from the Millinocket Fire Department!


New Team Member

We're thrilled to announce that the open Firefighter/EMT position has been filled, and our new team member will start on November 4th.


Community Engagement

Our team has been actively engaging with the community through various events:

  • MADD Walk and Touch A Truck Event: Full-time crews participated in the Mothers Against Drunk Drivers walk and the Touch A Truck event on October 5th.
  • Fire Station Tours: A-Crew conducted fire station tours for Granite Street School students during Fire Prevention Week.
  • Fire Extinguisher Training: Chief Cote instructed fire extinguisher training for Millinocket Regional Hospital employees.


Training and Development

We're committed to ongoing training and development:

  • General Aviation Training: Full-time crews and mutual aid departments attended a General Aviation for Structural Firefighters training on October 16th.
  • Online Training Platform: We've set up a new online training platform through Fire Engineering to help full-time crews maintain certifications.


Equipment and Maintenance

We're ensuring our equipment is ready for winter:

  • Hose Testing: Central Maine Hose Testing completed our department's hose testing, with 5 hoses scheduled for replacement.
  • SCBA Inspection: All SCBA equipment passed the annual inspection and service test.
  • Ambulance Servicing: Ambulances 789 and 798, along with the Chief's truck, underwent routine servicing.


Grants and Collaborations

We're working on various grants and collaborations:

  • Forestry Grant: Chief Cote submitted the Forestry Grant to the Maine Forest Service for wildland PPE, saws, forestry hose, and backpack pumps.
  • Fire Safety Grant: Chief Cote worked with the Age Friendly Committee on a Fire Safety Grant for smoke and carbon monoxide alarms.

  • Flu Shots: Department members received flu shots from Millinocket Regional Hospital.
  • SHAPE Inspection Preparation: Chief Cote is working to prepare the department for a SHAPE inspection with Maine Safety Works.
  • File of Life Cards and Naloxone Distribution: The department continues to distribute File of Life Cards and Naloxone to residents.

Stearns Junior/Senior High School

  • Outdoor Education program resumed under Anna Loome and Kyle Leathers
  • Students participated in climbing and kayaking trips
  • Science classes explored leaf collection, photosynthesis, and tree population estimates


National Honor Society

  • Planning annual Veterans Day Celebration (Thursday, November 7)
  • Student-led ceremony to honor area Veterans


Athletics

  • Varsity Field Hockey and Football having successful seasons

Dr. Shelley Lane, Superintendent of Schools

Police Department


The Millinocket Police Department has been busy serving our community, responding to 9,632 calls for service, with 5,630 of those calls being within the town of Millinocket.


Grant Award

We're thrilled to announce that we've received a $33,000 grant from Maine Emergency Management and Penobscot County EMA to install vehicle repeaters in our police cruisers. This upgrade will significantly enhance our portable radio coverage and improve responder safety when working away from our vehicles. The fire department will also benefit from this technology, allowing them to program our vehicle repeater frequency into their portable radios for seamless communication during emergency scenes.


Community Events

Despite poor weather, our first MADD walk was a success with 40-50 participants. We're planning to make this an annual event to promote awareness and growth in our region.


Halloween Safety

We're gearing up for Halloween events in our region, with multiple officers working during the evening and at local trunk-or-treat events to ensure everyone has a safe and enjoyable night.


New Equipment and Training

Our two new police cruisers are being upfitted and will be in service soon. Officer Peters is making great progress at the Maine Criminal Justice Academy (MCJA) and will complete their training soon. Another officer is slated to attend MCJA in January.


Staffing Updates

We recently conducted interviews for vacant patrol positions. While one candidate opted out, we have one remaining candidate in the process.


School Resource Officer

We're working to bring a School Resource Officer to Millinocket Schools and hope to share updates in the coming weeks.
