CTI provides education and training on evidence-based tobacco treatment to healthcare and behavioral health professionals in Maine on behalf of the Maine Center for Disease Control and Prevention, Department of Health and Human Services. Our goal is to improve access to high quality, best practice tobacco treatment and create a network of tobacco treatment specialists across the state. 
What's the Research?
Local Tobacco 21 Policies are Associated with Lower Odds of Tobacco Use among Adolescents 
Regardless of traditionally low levels of adolescent cigarette use in the United States, there has been a recent rise in e-cigarette use among middle school and high school youth. One tactic that has been implemented to reduce the sales of tobacco products is through a policy called Tobacco 21, of “T21”. This policy raises the minimum legal sales age of all tobacco products to 21in order to reduce adolescent tobacco use, most of which begins before the age of 21.
This study examined whether local T21 policies affected adolescent use of a variety of tobacco products and if results fluctuated by grade level. This study took cross-sectional data from 8th, 9th and 11th graders from the Minnesota Student Survey in 2016 and 2019. They observed past 30-day tobacco use among students that spanned a range three composite measures: flavored tobacco, dual/poly tobacco and any tobacco product use.
Ultimately, the study found that 8th and 9th grade students who were exposed to the T-21 policy had considerably lower odds of tobacco use than unexposed peers. They also found that 11th grade students who were exposed to the T-21 policy did not differ significantly in their odds of any tobacco use outcomes relative to their peers who were not exposed to the policy.

To conclude, T-21 exposure is associated with lower chances of multiple forms of tobacco use, mainly among younger adolescent populations, supporting the implementation of T-21 policies to reduce tobacco use in this population.
